Good News Translation
Even now, if your people up in the mountains had not insulted me, I would not have declared war on them. They have brought all this trouble on themselves.

Even now, if your people who live in the hill country had not slighted me, I would never have lifted my spear against them. They have brought this on themselves.

I wouldn't even be attacking your people in the hill country if they had surrendered to me. They insulted me by resisting, and so all this violence is their own fault.
