Note that verses 11:4-8 are a continuation of that final exchange between Moses and Pharaoh, which began in 10:29.

1And the LORD said to Moses, “I will bring one more plague upon Pharaoh, and Egypt. After that, he will let you leave; and when he does, he shall surely drive you out from here. 2Speak now to the people, and let everyone ask jewels of silver and gold from their neighbor.” 3And the LORD gave the people favor with of the Egyptians. And Moses was very highly regarded in the land of Egypt by Pharaoh's officials, and the Egyptian people. 4And Moses said, “Thus says the LORD, ‘About midnight I will go throughout Egypt. 5And all the firstborn in Egypt shall die - from the firstborn of Pharaoh upon his throne, to the firstborn of the maidservant behind the mill; as well as all the firstborn of beasts. 6And there shall be a great cry throughout all the land of Egypt, wailing like there has never been, nor shall ever be again. 7But as for the children of Israel, not even a dog shall bark to disturb their peace; so that you will know how the LORD draws a distinction between the Egyptians and Israel.’ 8And all of your officers shall come, bowing to me (Moses), and saying, ‘Get out, you and all the people that follow you’; and after that I will go out.” And Moses went out from Pharaoh in a great anger. 9And the LORD said to Moses, “Pharaoh shall not listen to you; that My wonders may be multiplied in the land of Egypt.” 10And Moses and Aaron did all these wonders before Pharaoh: and the LORD hardened Pharaoh's heart, so that he would not let the Israelites leave his land.
