Moab
Isaiah 25:10
For in this mountain shall the hand of the LORD rest, and Moab shall be trodden down under him…

As the name "British" in our own revolutionary war became equivalent to "hostile," without losing its specific sense, so might the prophets threaten Moab with God's vengeance, without meaning to exclude from the denunciation other like-minded enemies.

(J. A. Alexander, U. S. A.)

Parallel Verses
KJV: For in this mountain shall the hand of the LORD rest, and Moab shall be trodden down under him, even as straw is trodden down for the dunghill.

WEB: For in this mountain the hand of Yahweh will rest. Moab will be trodden down in his place, even like straw is trodden down in the water of the dunghill.
