Moses took the Testimony and placed it in the ark, attaching the poles to the ark; and he set the mercy seat atop the ark.
Moses took the Testimony

The Testimony was the two stone tablets bearing the Ten Commandments, written by God and given to Moses at Sinai. They testified to God’s holy character and to the covenant obligations Israel had accepted. By receiving and preserving the tablets, Israel acknowledged that its life as a nation was to be ordered by the revealed will of the Lord.

and placed it in the ark,

The tablets were placed within the Ark of the Covenant at God’s command, making the ark the sacred repository of the covenant. God’s law stood at the heart of Israel’s worship and identity. The ark also pointed forward to Christ, in whom God dwelt among His people and perfectly fulfilled the law.

attaching the poles to the ark;

The carrying poles enabled the Levites to transport the ark without touching its holy furnishings. God’s presence was not to be approached casually or controlled by human hands. As Israel traveled through the wilderness, the ark testified that the Lord went with His covenant people and directed their way.

and he set the mercy seat atop the ark.

The golden mercy seat formed the covering of the ark and stood beneath the cherubim as the earthly sign of God’s throne among Israel. On the Day of Atonement, the high priest sprinkled sacrificial blood there for the sins of the people. The mercy seat foreshadowed Christ, whose sacrifice secured true and final atonement for all who come to God through Him.
