Good News Translation
It is a disgrace to a father to have an undisciplined child, especially if it is a daughter.

New Revised Standard Version
It is a disgrace to be the father of an undisciplined son, and the birth of a daughter is a loss.

A father is ashamed if his son isn't well behaved, and a disobedient daughter is even worse.
