EXPOSITORY (ENGLISH BIBLE)
(3) Helped.—Literally, lifted up. The same Hebrew verb is rendered furthered (Ezra 8:36).

Esther 9:3-4. All the rulers of the provinces, &c., and officers of the king — Hebrews and those that did the king’s business; that is, not only the chief persons, signified by the foregoing words, but all the king’s other ministers or officers, of what quality soever; helped the Jews; because the fear of Mordecai fell upon them — He having manifestly the countenance both of God and the king. For Mordecai was great — The greatest in place, and power, and favour with the king, both for his near relation to the queen, and for the good service he had done for the king himself, in preserving his life, and managing his affairs; and for those excellent abilities and virtues which the king discovered in him. And his fame went throughout all the provinces — He was not only great in the king’s house, and caressed by the courtiers, as many are who have no intrinsic worth to support their reputation; but his fame for wisdom and virtue went out from thence throughout all the king’s dominions, and in all places he was extolled as a great man, and as one that was waxing greater and greater. Hence all, even the king’s officers, saw it to be their interest to help his friends.

9:1-19 The enemies of the Jews hoped to have power over them by the former edict. If they had attempted nothing against the people of God, they would not themselves have suffered. The Jews, acting together, strengthened one another. Let us learn to stand fast in one spirit, and with one mind, striving together against the enemies of our souls, who endeavour to rob us of our faith, which is more precious than our lives. The Jews, to the honour of their religion, showed contempt of wordly wealth, that they might make it appear they desired nothing except their own preservation. In every case the people of God should manifest humanity and disinterestedness, frequently refusing advantages which might lawfully be obtained. The Jews celebrated their festival the day after they had finished their work. When we have received great mercies from God, we ought to be speedy in making thankful returns to him.All the rulers ... helped the Jews - i. e. the Persians, who formed the standing army which kept the Empire in subjection, and were at the disposal of the various governors of provinces, took the Jews' side. The enemies of the Jews (e. g. Esther 9:16) were almost entirely to be found among the idolatrous people of the subject nations, for whose lives neither the Persians generally, nor their monarchs, cared greatly. 2. The Jews gathered themselves … no man could withstand them—The tables were now turned in their favor; and though their enemies made their long meditated attack, the Jews were not only at liberty to act on the defensive, but through the powerful influence enlisted on their side at court together with the blessing of God, they were everywhere victorious.

the fear of them fell upon all people—This impression arose not alone from the consciousness of the all-powerful vizier being their countryman, but from the hand of God appearing so visibly interposed to effect their strange and unexpected deliverance.

And officers of the king, Heb. and all them that did the king’s business, i.e. not only the chief persons designed by the foregoing words, but all his other ministers or officers, of what quality soever.

And all the rulers of the provinces, and the lieutenants, and the deputies, and officers of the king, blessed the Jews,.... Countenanced them and encouraged them, and gave them all assistance in their power; extolled them, as the word signifies, lifted them up, and spoke well of them, or praised them, as the Targum:

because the fear of Mordecai was upon them; he being now chief minister, they might fear, if they took part with the enemies of the Jews against them, they might be turned out of their places.

And all the rulers of the provinces, and the lieutenants, and the deputies, and officers of the king, {b} helped the Jews; because the fear of Mordecai fell upon them.

(b) Honoured them and befriended them.

EXEGETICAL (ORIGINAL LANGUAGES)
3. they that did the king’s business] See on Esther 3:9.

Verse 3. - All the rulers of the provinces, and the lieutenants, and the deputies. Compare Esther 3:12 and Esther 8:9, where the same enumeration is made, though not quite in the same order. And officers of the king. Literally, "they who did the work of the king." The Septuagint renders by βασιλικοὶ γραμματεῖς, "royal scribes;" but officials of all classes seem to be intended. Helped the Jews. Rather, "upheld, supported" Active physical help does not seem to be meant, but rather the moral aid and support that a government easily gives to the side which it favours in a civil disturbance. The fear of Mordecai fell upon them. It would give the sense better to translate "had fallen." Esther 9:3בּעריהם, in their cities, i.e., the cities in which they dwelt in all the dominions of the king. יד לשׁלח, to stretch out the hand (as also in Esther 2:21; Esther 3:6, for the purpose of killing) against those who sought their hurt, i.e., sought to destroy them. "And no one stood before them (בּפני עמד, like Joshua 10:8; Joshua 21:42, and elsewhere), because the fear of them fell upon all people (see rem. on Esther 8:17). And all the rulers of the provinces, and the satraps and governors (comp. Esther 8:9), and those that did the king's business (המּלאכה עשׁי, see rem. on Esther 3:9), supported the Jews (נשּׂא like Ezra 1:4), because the fear of Mordochai fell upon them."
