Holman Christian Standard Bible
Aaron will lay both his hands on the head of the live goat and confess over it all the Israelites’ wrongdoings and rebellious acts  — all their sins. He is to put them on the goat’s head and send it away into the wilderness by the man appointed for the task.

New American Standard Bible
"Then Aaron shall lay both of his hands on the head of the live goat, and confess over it all the iniquities of the sons of Israel and all their transgressions in regard to all their sins; and he shall lay them on the head of the goat and send [it] away into the wilderness by the hand of a man who [stands] in readiness.

And Aaron shall lay both his hands upon the head of the live goat, and confess over him all the iniquities of the children of Israel, and all their transgressions in all their sins, putting them upon the head of the goat, and shall send [him] away by the hand of a fit man into the wilderness: International Standard Version
