The promised restoration does not arise from Israel’s political strength or desire for national recovery, but from the Lord’s own purpose and power. God appoints His prophet to declare what He will accomplish for His scattered people. After Solomon’s death, the tribes divided into two kingdoms, with Jeroboam ruling the north and Rehoboam ruling Judah. Ephraim became so prominent that its name could stand for the northern kingdom as a whole. Judah’s stick represents the southern kingdom, chiefly Judah and Benjamin, which remained under David’s line in Jerusalem until Babylon’s conquest. The union of Joseph and Judah reverses the fracture that had divided Israel for centuries. God would heal a breach that human rulers, tribal loyalties, and political arrangements could not repair. God promised one restored Israel, united in covenant faithfulness and gathered under one king from David’s line.
