I will make them one nation in the land,

God promises to restore Israel and Judah as one people in the land He gave to their fathers. The division that followed Solomon’s reign, intensified by idolatry and covenant disobedience, will not frustrate God’s covenant purposes. The return from Babylon foreshadowed restoration, but the fullness of this promise awaits God’s final gathering and renewal of Israel.

Israel’s central hill country stands for the actual land of promise, not merely a spiritual ideal. The scattered tribes will be brought home to the land from which exile had removed them. God’s restoration includes a people, a land, and renewed worship under His rule.

and one king will rule over all of them.

The promised King is identified in the following verse as “My servant David,” pointing ultimately to the greater Son of David, Jesus Christ. He will rule over a united people as the righteous Shepherd-King, fulfilling the covenant promises concerning David’s everlasting throne.
