Good News Translation
Whether those rebels listen to you or not, they will know that a prophet has been among them.

Whether they hear or refuse to hear (for they are a rebellious house), they shall know that there has been a prophet among them.

Those rebels may not even listen, but at least they will know that a prophet has come to them.
