When they shall go, I will spread my net upon them; I will bring them down as the fowls of the heaven; I will chastise them, as their congregation hath heard.

(12) When they shall go.—Best rendered, Whenever they go, &c. The ultimate ruin produced by this policy of dependence on foreign states and of doubledealing intrigue was even at this early stage foreseen by the prophet, and portrayed under the simile of Jehovah’s net snaring the unwary bird.

As their congregation hath heard.—Should be, according to the report to their assemblyi.e., according to what they hear, perhaps from Hosea himself. The threatenings of the Pentateuch (Leviticus 26:14-39; Deuteronomy 28:13-68; Deuteronomy 32:15-35) find their echoes here.

7:8-16 Israel was as a cake not turned, half burnt and half dough, none of it fit for use; a mixture of idolatry and of the worship of Jehovah. There were tokens of approaching ruin, as grey hairs are of old age, but they noticed them not. The pride which leads to break the law of God leads to self-flattery. The mercy and grace of God are the only refuge to which obstinate sinners never think of fleeing. Though they may howl forth their terrors in the form of prayers, they seldom cry to God with their hearts. Even their prayers for earthly mercies only seek fuel for their lusts. Their turning from one sect, sentiment, form, or vice, to another, still leaves them far short of Christ and holiness. Such are we by nature. And such shall we prove if left to ourselves. Create in us a clean heart, O God, and renew a right spirit within us.When they go - (Literally, "according as" they go, in all circumstances of time or place or manner, when whithersoever or howsoever they shall go,) I "will spread My net upon them," so as to surround and envelop them on all sides and hold them down. The "dove" soaring aloft, with speed like the storm-wind Psalm 55:6-8, is a picture of freedom, independence, impetuous, unhindered, following on its own course; weak and timid, it trusts in the skillfulness with which it guides its flight, to escape pursuit; the "net," with its thin slight meshes, betokens how weak instruments become all-sufficient in the hands of the Almighty; the same dove, brought down from its almost viewless height, fluttering weakly, helplessly and hopelessly, under those same meshes, is a picture of that same self-dependent spirit humiliated, overwhelmed by inevitable evils, against which it impotently struggles, from which it seems to see its escape, but by which it is held as fast, as if it lay motionless in iron.

As their congregation hath heard - Manifoldly had the message of reward on obedience, and of punishment on disobedience, come to Israel. It was spread throughout the law; it fills the book of Deuteronomy; it was concentrated in the blessing and the curse on mount Ebal and Gerizim; it was put into their mouths in the song of Moses; it was inculcated by all the prophets who had already prophesied to them, and now it was being enforced on that generation by Hosea himself. Other kingdoms have fallen; but their fall, apart from Scripture, has not been the subject of prophecy. Their ruin has come mostly unexpected, either by themselves or others.

spread my net upon them—as on birds taken on the ground (Eze 12:13), as contrasted with "bringing them down" as the "fowls of the heavens," namely, by the use of missiles.

as their congregation hath heard—namely, by My prophets through whom I threatened "chastisement" (Ho 5:9; 2Ki 17:13-18).

When they shall go, whensoever they shall send their ambassadors to seek aid of Egypt or Assyria,

I will spread my net upon them; as fowlers spread the net, watch the birds, and cast it over them to catch them, so will God do to Ephraim. So he did with Israel when he accepted the alliance of Shalmaneser, and turned tributary; and again, when Israel sought by Egypt’s help to get out of the snares of their vassalage to Shalmaneser, who revenged the conspiracy with a total captivity; nor can there be likelihood or possibility these fugitives should escape when it is God’s net, and he spreads it, his almighty power, his allsearching wisdom, his just vengeance, that follows them.

I will bring them down as the fowls of the heaven; though they attempt to fly, yet as fowls in the net they shall certainly fall, I will bring them down; as he did when they were gathered into Samaria as a net, and there made prisoners, and thence carried captives.

I will chastise them, thus they shall be punished,

as their congregation hath heard, both from the law of Moses which they had with them, and as they had heard from my prophets which I have sent unto them. I will, saith God, make good my word.

When they shall go,.... That is, to Egypt or Assyria:

I will spread my net upon them; bring them into great straits and difficulties; perhaps the Assyrian army is meant, which was the Lord's net, guided, and directed, and spread by his providence, and according to his will, to take this silly dove in; and which enclosed them on all sides, that they could not escape; see Ezekiel 12:13. Hoshea the king of Israel was taken by the Assyrian, and bound and shut up in prison; Samaria the capital city was besieged three years, and then taken, 2 Kings 17:4;

I will bring them down as the fowls of the heaven; though they fly on high, soar aloft, and behave proudly, and fancy themselves out of all danger; yet, as the flying fowl, the eagle, and other birds, may be brought down to the earth by an arrow from the bow, or by some decoy so should they be brought down from their fancied safe and exalted state, and be taken in the net, and become a prey to their enemies:

I will chastise them, as their congregation hath heard; what was written in the law, and in the prophets, were read and explained in the congregations of Israel on their stated days they met together on for religious worship; in which it was threatened, that if they did not observe the laws and statutes of the Lord their God, but neglected and broke them, they should be severely chastised and corrected with his sore judgments, famine, pestilence, the sword of the enemy, and captivity: and now the Lord would fulfil his word, agreeably to what had often been heard by them, but not regarded; see Leviticus 26:1.

12. When they shall go] Rather, As soon as they go.

I will spread my net] The image of Jehovah’s net is not a frequent one; see however Job 19:6; Ezekiel 12:13; Ezekiel 17:20; Ezekiel 19:8; Ezekiel 32:3. Here the net means captivity.

I will bring them down] Apparently by placing a bait to draw them to the earth, at least if the figure is to be continued. Amos 9:2 is therefore not parallel.

as their congregation hath heard] Lit., ‘according to the announcement to their congregation.’ Comp. Isaiah 53:1, ‘Who hath believed our announcement’ (a cognate word) = ‘that which we heard’. The punishment, says Hosea, will agree exactly with his own repeated predictions (comp. Hosea 5:9).

Verse 12. - When they shall go, l will spread my net over them. Threats of punishment are contained in this and the following verses. He begins by the application of the comparison of Ephraim to a dove. Exactly as a dove in its silliness falls into the net set by the fowler, so Israel runs into the net of destruction in seeking help from Egypt and Assyria. The literal rendering is, according as they go, or, whatsoever way they shall go. God threatens to spread a net over them, from which there can be no escape. The chief aim of Hebrew sovereigns and rulers was to defend themselves from Egypt by the help of Assyria, or from Assyria by the aid of Egypt; in either case God threatens to spread over them the net of destruction as the bird-catcher. The application to one or other of these powers God forbade, but when they go to either for relief, the result is sure to prove fatal. The image of a net is frequent in Ezekiel; so in Job, he "hath compassed me with his net." I will bring them down as the fowls of the heaven. The comparison with birds and bird-catching continues. Though their sunward soaring flight be high as the eagle's, or rapid as the soft swift wing of the dove, they cannot outspeed or escape the hand of God, but shall be brought down to earth. Or the idea may be that, swiftly as a bird of prey swoops down out of the free air of heaven upon its quarry on the low-lying earth, Jehovah will bring Israel down out of the air of freedom into the net of captivity. Thus in Obadiah 1:4 we read, "Though thou exalt thyself as the eagle, and though thou set thy nest among the stars, thence will I bring thee down, saith the Lord;" likewise in Amos 9:2, "Though they dig into hell, thence shall mine hand take them; though they climb up to heaven, thence will I bring them down." I will chastise them as their congregation hath heard. The word אַיְסִידֵם is an anomalous Hiph. instead of אֵיסִירֵם, that is, yod mobile instead of yod quiescent or diphthongal zere. The literal rendering makes the meaning more obvious; it is: "I will chastise them according to the tidings [or,' announcement '] to their congregation." In the Law and by the prophets it was repeatedly declared that judgments would fall upon the disobedient and rebellions. As specimens of such announcements, we may refer to Leviticus 26:14-39; Deuteronomy 28:15-68; and Deuteronomy 32:15-35 The prophet now assures Ephraim that the judgments so frequently and forcibly announced to the congregation of the children of Israel in the wilderness, and repeated in subsequent times by the prophets, would be executed on the rebellious rigorously, and in exact accordance with those many previous denunciations. Kimchi has the following comment: "I will assemble them through the chastisement of the peoples, as I announced to their assembly in the wilderness words of chastisement, which are written in the Law, if they will not hearken to the words of the Law." The LXX. may have read צרתם, as their rendering is ἐν τῇ ἀκοῇ τῆς θλίψεως αὐτῶν, equivalent to "'I will chasten them with the rumor of their (coming) affliction," Hosea 7:12"And Ephraim has become like a simple dove without understanding; they have called Egypt, they are gone to Asshur. Hosea 7:12. As they go, I spread my net over them; I bring them down like fowls of the heaven; I will chastise them, according to the tidings to their assembly." The perfects in Hosea 7:1 describe the conduct of Israel as an accomplished fact, and this is represented by ויהי as the necessary consequence of its obstinate impenitence. The point of comparison between Israel and the simple dove, is not that the dove misses its proper dwelling and resting-place, and therefore goes fluttering about (Ewald); nor that, in trying to escape from the hawk, it flies into the net of the bird-catcher (Hitzig); but that when flying about in search of food, it does not observe the net that is spread for it (Rosenmller). אין לב is to be taken as a predicate to Ephraim in spite of the accents, and not to yōnâh phōthâh (a simple dove), since phōthâh does not require either strengthening or explaining. Thus does Ephraim seek help from Egypt and Assyria. These words do not refer to the fact that there were two parties in the nation - an Assyrian and an Egyptian. Nor do they mean that the whole nation applied at one time to Egypt to get rid of Asshur, and at another time to Asshur to escape from Egypt. "The situation is rather this: the people being sorely pressed by Asshur, at one time seek help from Egypt against Asshur; whilst at another they try to secure the friendship of the latter" (Hengstenberg, Christology, i. p. 164 transl.). For what threatened Israel was the burden of the "king of princes" (Hosea 8:10), i.e., the king of Asshur. And this they tried to avert partly by their coquettish arts (Hosea 8:9), and partly by appealing to the help of Egypt; and while doing so, they did not observe that they had fallen into the net of destruction, viz., the power of Assyria. In this net will the Lord entangle them as a punishment. As they go thither, God will spread His net over them like a bird-catcher, and bring them down to the earth like flying birds, i.e., bring them down from the open air, that is to say, from freedom, into the net of captivity, or exile. איסירם, a rare hiphil formation with Yod mobile, as in Proverbs 4:25 (see Ewald, 131, c). "According to the tidings (announcement) to their assembly:" i.e., in accordance with the threatening already contained in the law (Leviticus 26:14.; Deuteronomy 28:15.), and repeatedly uttered to the congregation by the prophets, of the judgments that should fall upon the rebellious, which threatening would now be fulfilled upon Ephraim.
