Each of these “fell” in the sense that their dominance ended, exactly as foretold (Daniel 2:39-40).

The sixth empire “is” in John’s own day: Rome. New Testament events unfold under Roman rule (Luke 2:1; John 19:19; Acts 25:11). Rome fits the present tense perfectly—still standing when Revelation is penned, yet destined to pass.


the other has not yet come

A seventh empire remains future to John. Daniel’s fourth beast foretold a final phase of Gentile power that is “different from all the others” and arises after Rome (Daniel 7:23-24). Revelation 13:3 describes a head that “seemed to have had a fatal wound, but was healed,” hinting at a revived confederation of nations that echoes Rome yet surpasses it in blasphemy and reach.


he must remain for only a little while

This last regime will be brief. Revelation 13:5 fixes the Antichrist’s authority at “forty-two months.” Daniel 7:25 calls it “a time, times, and half a time,” three-and-a-half prophetic years. Even at its zenith the beast’s kingdom operates on a short leash; God’s sovereignty limits evil’s timetable (Revelation 12:12).
