“And four great beasts came up from the sea, each different from the others.”


What the Symbols Tell Us about God’s Rule

• The sea – Scripture often uses stormy seas to picture the restless nations (Isaiah 17:12; Revelation 17:15). Even the chaos of history is under God’s watch.

• Four great beasts – Verse 17 explains they are “four kings who will arise from the earth.” Historically understood as Babylon, Medo-Persia, Greece, and Rome. God names the empires centuries in advance.

• Each different – Empires vary in culture and strength, yet all fit within God’s fixed plan (Acts 17:26).

Why This Deepens Trust

• God controls the future: Knowing centuries of empire-shifts before they happen proves His omniscience.

• God limits evil: Even the most brutal beast cannot move beyond the bounds He sets (Job 38:11).

• God remains on the throne: Daniel 7:9 shows the Ancient of Days seated over the chaos; empires may roar, but He reigns.

• God’s plan culminates in Christ: Daniel 7:13-14 presents the Son of Man receiving everlasting dominion, anchoring our hope.

• When nations tremble, remember the beasts rise only by divine permission (Psalm 2:1-4).

• Trust that current events, however turbulent, are woven into God’s redemptive timeline (Romans 8:28).

• Rest in the unchanging character of Jesus Christ, “the same yesterday and today and forever” (Hebrews 13:8).

• Worship – Praise God for His proven track record of fulfilled prophecy.

• Obedience – Serve faithfully, knowing He governs governments (Proverbs 21:1).

• Hope – Anticipate Christ’s final, visible reign when all beasts are silenced (Revelation 11:15).
