Good News Translation
The Assyrians will be terrified when they hear the LORD's voice and feel the force of his punishment.

The Assyrian will be terror-stricken at the voice of the LORD, when he strikes with his rod.

When the Assyrians hear the LORD's voice and see him striking with his iron rod, they will be terrified.
