Divine Ordination of Government

The Bible affirms that civil government is instituted by God for the purpose of maintaining order and justice. Romans 13:1-2 states, "Let every soul be subject to the governing authorities. For there is no authority except that which is from God. The authorities that exist have been appointed by God. Consequently, whoever resists authority is opposing what God has set in place, and those who do so will bring judgment on themselves." Purpose and Function

Civil government is tasked with the administration of justice and the promotion of good. Romans 13:3-4 explains, "For rulers are not a terror to good conduct, but to bad. Do you want to be unafraid of the one in authority? Do what is good, and you will have his approval. For he is God’s servant to you for good. But if you do wrong, be afraid, for he does not bear the sword in vain. He is God’s servant, an agent of retribution to bring punishment on the wrongdoer." This passage highlights the government's role in rewarding good behavior and punishing wrongdoing, serving as an instrument of God's justice.

Obedience and Submission

Believers are called to submit to civil authorities as an act of obedience to God. 1 Peter 2:13-14 instructs, "Submit yourselves for the Lord’s sake to every human institution, whether to the king as the supreme authority, or to governors as those sent by him to punish those who do wrong and to commend those who do right." This submission is not merely for the sake of order but is an expression of faithfulness to God's established order.

Limits of Obedience

While the Bible emphasizes submission to civil authorities, it also acknowledges the supremacy of God's law. Acts 5:29 records the apostles' response to the Sanhedrin: "But Peter and the other apostles replied, 'We must obey God rather than men.'" This principle establishes that when civil mandates conflict with God's commands, believers are to prioritize obedience to God.

Prayer for Authorities

Scripture encourages believers to pray for those in positions of authority. 1 Timothy 2:1-2 states, "First of all, then, I urge that petitions, prayers, intercessions, and thanksgiving be offered for everyone—for kings and all those in authority—so that we may lead tranquil and quiet lives in all godliness and dignity." Praying for leaders is seen as a means to promote peace and godliness within society.

Taxation and Support

The Bible also addresses the issue of taxation, recognizing the right of governments to levy taxes for their functioning. Romans 13:6-7 advises, "This is also why you pay taxes. For the authorities are God’s servants, who devote themselves to their work. Pay everyone what you owe him: taxes to whom taxes are due, revenue to whom revenue is due, respect to whom respect is due, honor to whom honor is due." This passage affirms the legitimacy of taxation and the believer's responsibility to fulfill civic obligations.

Conclusion

The biblical perspective on civil government is one of respect, obedience, and prayerful support, recognizing its role as an institution ordained by God for the welfare of society.
