7. He incites them to the building.
12. He promises them, being forward, God's assistance.

Therefore, on account of you
This phrase indicates a direct consequence of the people's actions. The context is the post-exilic period when the Israelites returned from Babylonian captivity. They prioritized their own homes over rebuilding the temple, which was a direct disobedience to God's command. This reflects the covenantal relationship where blessings and curses were contingent on obedience (Deuteronomy 28).

the heavens have withheld their dew
In the ancient Near East, dew was crucial for agriculture, especially in the dry season. The withholding of dew signifies divine judgment. This echoes the covenant curses in Deuteronomy 28:23-24, where the heavens turning to bronze symbolizes a lack of rain and divine favor. It highlights God's control over nature as a means of discipline.

and the earth has withheld its crops
The lack of crops is a direct result of the heavens withholding dew. This agricultural failure serves as a tangible sign of God's displeasure. It connects to the broader biblical theme of the land's fertility being tied to Israel's faithfulness (Leviticus 26:19-20). The earth's barrenness is a call to repentance and realignment with God's priorities, particularly the rebuilding of the temple, which foreshadows the coming of Christ, the true temple (John 2:19-21).

Teaching Points
Prioritizing God's Work
The Israelites faced agricultural hardship because they neglected the temple. We must prioritize God's work in our lives to experience His blessings.

Consequences of Disobedience
Just as the Israelites experienced physical consequences for their spiritual neglect, we too can face consequences when we ignore God's commands.

God's Sovereignty Over Nature
The withholding of dew and crops demonstrates God's control over nature, reminding us that He is the ultimate provider.

Spiritual and Physical Connection
Our spiritual state can affect our physical circumstances. We should examine our lives to ensure we are aligned with God's will.

Repentance and Restoration
The call to rebuild the temple is also a call to repentance and restoration, encouraging us to return to God and His purposes.(10) Over you.--Better, on your account.--Scil., because of the neglect of God's House, mentioned in Haggai 1:9.

Verse 10. - Over you. This would be a reference to Deuteronomy 28:23. But the preposition is probably not local, but means rather, "on your account," i.e. on account of your sin, as Psalm 44:22. This is not tautological after the preceding "therefore," but more closely defines and explains the illative. Is stayed from dew; hath stayed itself from dew; withholds not only rain, but even dew (comp. Zechariah 8:12). On the importance of dew in the climate of Palestine, see note on Micah 5:7. The dews generally are remarkably heavy, and in the summer months take the place of rain. Dr. Thomson speaks of the dew rolling in the morning off his tent like rain ('Land and the Book,' p. 491). The earth is stayed from her fruit; hath stayed her fruit; according to the threat (Deuteronomy 11:17).
