A Call to Justice and Mercy

In the fourth year of King Darius,

Darius I ruled Persia from 522 to 486 BC, placing this revelation in 518 BC. Jewish exiles had returned from Babylon under Cyrus’s earlier decree, and the temple rebuilding was progressing in Jerusalem. Persian rule brought sufficient order for the restored community to rebuild its worship and civic life.

the word of the LORD came to Zechariah

God again spoke through Zechariah, the priest and prophet who ministered alongside Haggai during the restoration period. His message carried divine authority and addressed the spiritual condition of the returned people.

The precise date records the historical setting and emphasizes that the revelation came at a definite moment in the life of the restored community.

Chislev fell during November and December. As winter approached, the people faced questions concerning their worship, past fasting, and obedience to God while the temple was being rebuilt.

Now the people of Bethel

Bethel, meaning “House of God,” had once been associated with the worship of the Lord by Abraham and Jacob, though it later became a center of idolatry in the northern kingdom. After the exile, its people sought the Lord again through the restored worship in Jerusalem.

had sent Sharezer and Regem-melech,

These men served as representatives of Bethel, carrying the community’s concern to Jerusalem. Their names, Sharezer (“protect the king”) and Regem-melech (“friend of the king”), reflect the mixed cultural background of the returned exiles, many of whom bore foreign names after generations in Babylon.

The delegation was not a private visit but an official mission representing the people of the town.

to plead before the LORD

They came to seek the Lord’s favor and direction through the priests and prophets at Jerusalem, where worship had been reestablished after the rebuilding of the temple.

by asking the priests of the house of the LORD of Hosts,

The priests were responsible for instructing the people in God’s law and overseeing temple worship. The temple belonged to the LORD of Hosts, the sovereign ruler over all earthly and heavenly powers.

as well as the prophets,

The prophets spoke God’s word to the nation and addressed matters of obedience, repentance, and worship. Consulting both priests and prophets sought instruction from those appointed to guide Israel.

“Should I weep and fast in the fifth month,

The fifth month, Av, marked the destruction of Jerusalem and Solomon’s temple by Babylon in 586 BC. The fast had been observed throughout the exile as a memorial of national judgment and loss.

as I have done these many years?”

With the temple being rebuilt, the delegation questioned whether the long-established mourning observance should continue. Their question opened the way for God to address whether their fasting had truly been directed toward Him.

Then the word of the LORD of Hosts came to me, saying,

In Zechariah’s day, the returned exiles were weak, surrounded by opposition, and rebuilding Jerusalem and the temple under Persian rule. The LORD of Hosts reminded them that their future did not rest on their limited strength but on His power and purpose.

‘When you fasted and mourned in the fifth and seventh months

These fasts recalled the destruction of Jerusalem and the Temple in the fifth month and the murder of Gedaliah in the seventh, events that deepened Judah’s ruin after Babylon’s conquest.

for these seventy years,

The period covered the years of exile and desolation following Jerusalem’s fall, remembered by the people through regular mourning.

was it really for Me that you fasted?

Their grief may have been sincere, but God exposed whether their fasting had been directed toward Him or had become a customary expression of national sorrow without obedience to Him.

And when you were eating and drinking,

Israel’s fasts and feasts had continued during the years of exile, but many observed them as customary occasions rather than acts of repentance, gratitude, or worship. Even their communal meals and religious gatherings could become centered on personal enjoyment instead of honoring the Lord.

were you not doing so simply for yourselves?

God exposed the self-centered motive behind their observances. Their fasting had not been directed toward Him, and their feasting had not been received as a blessing from Him. The outward acts remained, but obedience, justice, mercy, and sincere devotion were absent.

Are these not the words that the LORD proclaimed through the earlier prophets,

The LORD had long warned Judah through His servants to turn from sin, idolatry, injustice, and hollow religious observance. Their message had not changed, and the generation returning from exile was accountable to the same call to repentance and obedience.

when Jerusalem and its surrounding towns were populous and prosperous,

Before the Babylonian conquest, Jerusalem and the towns of Judah had enjoyed security, growth, and material abundance. Yet prosperity had fostered complacency, and the people refused the warnings God sent before judgment came.

The Negev in the south and the Shephelah west of Jerusalem had once been settled and productive, showing the former strength of Judah throughout the land. Their later desolation testified to the consequences of persistent rebellion against the LORD.

Then the word of the LORD came to Zechariah, saying,

God again addressed Zechariah with an authoritative message for the returned exiles in Jerusalem. The people were rebuilding the temple and restoring life in the land after Babylonian captivity, yet their spiritual condition required correction as much as their city required rebuilding. Zechariah served as God’s messenger, delivering instruction, warning, and encouragement to a community called to renewed covenant faithfulness.

“This is what the LORD of Hosts says:

The God who rules over all powers in heaven and on earth speaks with full authority to His restored people. Their return from exile and rebuilding of Jerusalem were to be marked not merely by renewed worship, but by obedience in daily life.

‘Administer true justice.

Courts, elders, and community leaders were to judge honestly, without favoritism, bribery, or oppression. God required decisions that protected the innocent and upheld what was right.

Show loving devotion and compassion to one another.

Israel’s covenant life was to reflect God’s mercy in personal and public relationships. The returned exiles were to care for one another rather than repeat the injustice and hardness that had contributed to Judah’s earlier judgment.

Do not oppress the widow or the fatherless,

Widows and orphans often lacked legal protection, income, and a household defender in ancient Israel. God required His people to protect those most exposed to exploitation, and Israel’s neglect of them revealed moral and spiritual corruption.

the foreigner or the poor.

Foreigners living among Israel and those without sufficient land or resources were likewise vulnerable to injustice. Israel was to remember its own bondage in Egypt and administer justice without favoritism. God’s concern extended beyond social standing, wealth, or nationality.

And do not plot evil in your hearts against one another.’

Outward oppression begins with inward hostility, greed, and deceit. God condemned not only unjust acts but also deliberate intentions to harm others. Genuine obedience required justice in conduct and integrity within the heart.

But they refused to pay attention

Israel’s ancestors repeatedly rejected the warnings God gave through the prophets. Their disobedience was deliberate, not the result of ignorance.

and turned a stubborn shoulder;

Rather than submitting to God’s authority, they resisted Him with the settled rebellion that had marked Israel’s history before the exile.

they stopped up their ears from hearing.

They chose not to receive God’s commands or calls to repentance, hardening themselves against the correction that could have spared them judgment.

They made their hearts like flint

Israel’s ancestors deliberately hardened themselves against God, choosing stubborn resistance rather than covenant obedience.

and would not listen to the law

They rejected the instruction God had given through Moses and refused to live as His covenant people.

or to the words that the LORD of Hosts had sent by His Spirit through the earlier prophets.

God had repeatedly warned the nation through His prophets, calling them to turn from sin before judgment came. Instead, they disregarded His messengers and their warnings.

Therefore great anger came from the LORD of Hosts.

Their persistent rebellion brought God’s righteous judgment, culminating in the devastation of the land and the exile of His people.

And just as I had called

God repeatedly summoned Israel to repent and return to covenant faithfulness, sending prophets to confront sin and warn of judgment.

and they would not listen,

Their persistent refusal hardened them against God’s commands and brought the judgments He had announced, including scattering among the nations.

so when they called

In their distress, the same people who had ignored God sought His help.

I would not listen,

Their unanswered cries reflected the consequences of long-standing rebellion and contempt for God’s warnings.

says the LORD of Hosts.

The God who spoke this judgment rules over all earthly and heavenly powers, and His sentence against covenant unfaithfulness would surely stand.

But I scattered them with a whirlwind among all the nations that they had not known,

God drove Judah from the land with sudden and irresistible judgment because the people refused His law and ignored the prophets. The Babylonian conquest brought exile into foreign lands, fulfilling the covenant warnings that rebellion would result in dispersion among nations.

and the land was left desolate behind them

After Jerusalem fell, much of Judah lay devastated and largely unoccupied. The land God had given Israel became a visible testimony to the consequences of their covenant unfaithfulness.

so that no one could come or go.

Normal life, travel, trade, and settlement ceased as the land became unsafe and abandoned. Judah’s ruin was complete, just as the prophets had warned.

Thus they turned the pleasant land into a desolation.”

The Promised Land, once rich and fruitful, was made desolate through the people’s persistent disobedience. Their rejection of God’s commands brought judgment upon both the nation and the land entrusted to them.
