Joshua 21
1. Forty-eight cities given by lot, out of the other tribes unto the Levites.
43. God gives the land, and rest unto the Israelites, according to his promise

Not one of all the LORD’s good promises
This phrase emphasizes the faithfulness of God in keeping His promises. Throughout the Old Testament, God made numerous covenants with the patriarchs, such as Abraham, Isaac, and Jacob, promising them land, descendants, and blessings (Genesis 12:1-3, 15:18-21). The fulfillment of these promises is a testament to God's unchanging nature and reliability (Numbers 23:19). This assurance of God's faithfulness is echoed in the New Testament, where believers are reminded that God’s promises are "Yes" and "Amen" in Christ (2 Corinthians 1:20).

to the house of Israel
The "house of Israel" refers to the descendants of Jacob, also known as Israel, who became the twelve tribes. This collective term underscores the unity and identity of the Israelites as God's chosen people (Exodus 19:5-6). The promises to Israel included the inheritance of the Promised Land, a central theme in the book of Joshua. This land was not only a physical inheritance but also a spiritual symbol of God's covenant relationship with His people.

had failed;
The phrase "had failed" highlights the complete and total fulfillment of God's promises. In the context of Joshua, this refers to the successful conquest and settlement of Canaan, as God had assured (Joshua 1:3-6). Historically, this period marks a significant transition from a nomadic lifestyle to a settled nation. Theologically, it underscores the reliability of God's word, contrasting human failure with divine faithfulness (Psalm 89:34).

everything was fulfilled.
This final phrase confirms the comprehensive nature of God's promise-keeping. The fulfillment of God's promises to Israel serves as a type of the ultimate fulfillment found in Jesus Christ, who completes the law and the prophets (Matthew 5:17). It also foreshadows the eschatological hope of believers, where all of God's promises will be fully realized in the new heaven and new earth (Revelation 21:1-4). This assurance encourages believers to trust in God's future promises based on His past faithfulness.

What Does Joshua 21:45 Mean
Not one

“Not one” (Joshua 21:45) spotlights God’s flawless track record. He has never missed or overlooked even the smallest detail of His word. • Numbers 23:19 reminds us He “does not lie or change His mind.” • James 1:17 points to the Father “with whom there is no variation.” The phrase assures believers that the margin for divine error is zero. When life feels unpredictable, we can rest in the certainty that nothing slips through God’s fingers.

of all the LORD’s good promises

Every promise issues from God’s own character, so each one is “good.” • Psalm 145:13 declares, “The LORD is faithful in all His words.” • Romans 8:28 underscores that He works “all things for good” to His people. By calling the promises “good,” Joshua exalts the quality of God’s pledges—beneficial, honorable, and life-giving. The conquest records in Joshua 1–21 reveal promise after promise kept: land given, enemies subdued, rest granted (Joshua 11:23).

to the house of Israel

These promises had a specific covenant audience: Israel, the descendants of Abraham (Genesis 17:7-8). • Deuteronomy 7:7-9 recounts why God chose them—His love and oath. • Exodus 19:5-6 frames them as His “treasured possession.” Their journey from Egypt to Canaan showcases covenant fidelity. By extension, Gentile believers grafted in through Christ share the blessing (Galatians 3:29), yet Joshua’s verse first celebrates God’s faithfulness to the original recipients.

had failed

The Hebrew perspective is absolute: not one promise “fell to the ground.” • 1 Kings 8:56 echoes, “Not one word has failed of all His good promise.” • Lamentations 3:22-23 affirms that His mercies are “new every morning.” Human plans collapse, but God’s word stands unbroken. Joshua’s generation could stand on conquered soil and testify that none of God’s declarations lay in ruins.

everything was fulfilled

The final clause seals the thought: complete fulfillment, nothing pending. • Joshua 23:14, near Joshua’s death, repeats, “every promise has been fulfilled; not one has failed.” • Luke 21:33 ensures, “My words will never pass away.” • 2 Corinthians 1:20 affirms that “all the promises of God are ‘Yes’ in Christ.” For Israel, the territorial promises have come to pass; for all believers, this points to an even greater fulfillment in Christ’s eternal kingdom.

summary

Joshua 21:45 declares God’s promises utterly reliable. Not a single word has ever fallen short; every good pledge He made to Israel was carried out completely. That same unwavering faithfulness grounds our confidence today: the God who kept His word then will keep it now and forever.

Verse 45. - Ought of any good thing. Literally, a word from all the good word. This Keil regards as the "sum of all the gracious promises that God had made." But he should have added that דָבָר, beside signifying, as it does, "word," is also the word for "thing" in Hebrew (see, for instance, Genesis 15:1; Genesis 20:10), and innumerable other passages, as well as the use of לֹא דָבָר for "nothing." The translation "thing" makes the best sense, and is more agreeable to the Hebrew idiom. All came to pass. The Hebrew is singular, the whole came, the word translated "came to pass "in our version being a different one from that usually so translated.
