Cities of Refuge

When the LORD your God has cut off the nations

God’s removal of the Canaanite peoples was an act of judgment for their long-standing idolatry and moral corruption. Israel’s victory would come by His power and according to His purpose.

whose land He is giving you,

Canaan was the inheritance God had promised to Abraham, Isaac, and Jacob. Israel received the land as a covenant gift, not as a reward for its own righteousness.

and when you have driven them out

Israel was required to obey God’s command by taking possession of the land and removing the nations placed under judgment. Their obedience guarded them from adopting the worship and practices of the peoples they displaced.

and settled in their cities and houses,

The wilderness journey would end in established homes and cities already prepared in the land. This settlement marked the rest, security, and provision God had promised His people.

then you are to set apart for yourselves three cities

Israel was to establish cities of refuge for anyone who caused another person’s death unintentionally. They provided protection from the avenger of blood until the case could be judged, preserving both justice and the value of human life.

within the land

These cities were to be placed throughout Canaan so that every Israelite could reach one without unreasonable delay. Their location within Israel’s inheritance showed that God’s law governed life in the land He had given them.

that the LORD your God is giving you

Canaan was God’s gift to Israel in fulfillment of His covenant promises to the patriarchs. Israel received the land by His provision and remained accountable to live there under His commands.

to possess.

Taking possession involved settling, governing, and preserving the land according to God’s covenant. The cities of refuge formed part of the ordered and righteous society Israel was commanded to establish.

You are to build roads for yourselves

Roads to the cities of refuge were to be kept clear and passable so that a person guilty of accidental killing could flee without delay. Israel as a whole bore responsibility for preserving this protection and preventing vengeance from overtaking justice.

and divide into three regions the land

The land west of the Jordan was arranged so that a city of refuge would be within reasonable reach from every part of the nation. This careful distribution ensured that justice was available throughout the inheritance, not only near major population centers.

that the LORD your God is giving you as an inheritance,

Israel possessed the land by God’s gift and under His covenant authority. Their use of it, including the establishment of refuge cities, was to reflect His righteous order and concern for human life.

so that any manslayer can flee to these cities.

A person who caused a death unintentionally could escape the immediate revenge of the victim’s family and receive a proper hearing. The cities protected the innocent from bloodguilt while preserving the distinction between accidental death and deliberate murder.

Now this is the situation regarding the manslayer

Israel’s law distinguished accidental killing from deliberate murder. A manslayer was not innocent of the death, yet he had not acted with hatred, planning, or malicious intent.

who flees to one of these cities to save his life,

The cities of refuge provided immediate protection from the avenger of blood, the nearest male relative responsible to seek justice for a slain family member. The fugitive remained there until his case could be heard.

having killed his neighbor accidentally,

Such a death could occur through an unforeseen mishap rather than an act of violence intended to kill. The law recognized the seriousness of the loss while allowing the circumstances to be examined fairly.

without intending to harm him:

The absence of hostility or premeditation separated the manslayer from a murderer. Israel’s judges were to uphold the value of human life without treating every death as a capital crime.

If he goes into the forest with his neighbor to cut timber

Woodcutting was a necessary part of daily life, supplying material for homes, tools, and fuel. Working with a neighbor reflects the ordinary cooperation of village life.

and swings his axe to chop down a tree,

The man is engaged in lawful, routine labor. Nothing in his actions suggests hostility or intent to harm.

but the blade flies off the handle

A loose axe head could become deadly without warning. The event is presented as accidental, beyond the woodcutter’s intention or control.

and strikes and kills his neighbor,

Though a life has been taken, the death is not murder because there was no malice or premeditation. Israel’s law distinguished carefully between deliberate killing and accidental death.

he may flee to one of these cities to save his life.

The cities of refuge protected the accidental killer from immediate revenge until his case could be judged. They upheld the value of human life while providing justice for one who had caused death unintentionally.

Otherwise, the avenger of blood might pursue the manslayer in a rage,

The avenger of blood was the nearest male relative responsible for defending the family’s honor and seeking justice for a slain kinsman. Grief and anger could lead him to act before the case was properly heard.

overtake him if the distance is great,

Israel’s cities of refuge were placed so that an accidental killer could reach one before the avenger caught him. Easy access protected both the accused and the integrity of justice.

and strike him dead though he did not deserve to die,

An unintentional killing was not treated as murder. The manslayer was still accountable for the loss of life, but he was not to receive the death penalty reserved for deliberate, malicious killing.

since he did not intend any harm.

Intent mattered in Israel’s law. The cities of refuge provided protection until the facts could be examined, preventing vengeance from replacing a just judgment.

This is why I am commanding you

Moses speaks with the authority of God’s covenant law, requiring Israel to order its life according to the justice and mercy God had established.

Israel was to designate and maintain places specifically appointed for the protection of those responsible for unintentional death.

These cities of refuge were to be distributed through the land so that an accused person could reach safety before a case was heard and a proper judgment rendered.

And if the LORD your God enlarges your territory,

Israel’s borders would increase as God brought His covenant promises to completion. Such blessing was tied to the nation’s continued obedience to Him.

as He swore to your fathers,

The promised expansion rested on God’s oath to Abraham, Isaac, and Jacob. His commitment to the patriarchs governed Israel’s possession of the land.

and gives you all the land He promised them,

The full extent of the land promised to Israel lay beyond the territory first occupied under Joshua. The provision anticipated a time when Israel would dwell securely throughout the inheritance God had assigned.

and if you carefully keep all these commandments I am giving you today,

Israel’s continued, careful obedience to the law given through Moses would demonstrate faithfulness to the covenant. The promise of expanded provision in the land was tied to their willing and thorough submission to God’s commands.

loving the LORD your God

Love for the LORD was to govern Israel’s covenant life. It meant devoted loyalty to Him alone, expressed in obedience rather than mere profession.

Jos 23:11 Therefore watch yourselves carefully, that you love the LORD…
Deu 6:5 And you shall love the LORD your God with all your heart…

and walking in His ways at all times,

Their conduct was to reflect God’s righteous character in every area of life. Such faithfulness required enduring obedience, not occasional compliance.

Jos 22:5 But be very careful to observe the commandment and the law…
1Ki 8:58 May He incline our hearts to Himself, to walk in His ways…

then you are to add three more cities to these three.

If the LORD enlarged Israel’s territory as promised, three additional cities of refuge were to be established beyond the six already designated. These cities ensured that one guilty of accidental manslaughter could reach protection before facing lawful judgment, preserving both justice for the victim and protection from wrongful revenge.

Thus innocent blood will not be shed

Israel was to protect life by distinguishing accidental death from deliberate murder. The cities of refuge provided safety for one who caused a death unintentionally until the case could be judged fairly.

Canaan was the land God promised to Israel’s fathers and entrusted to the nation under His covenant. Living there required obedience to His laws, including the proper administration of justice.

The people shared responsibility for preventing unjust killing and punishing murder rightly. Neglecting justice brought bloodguilt upon the nation and defiled the land God had given them.

If, however, a man hates his neighbor

This phrase introduces deliberate murder in contrast to accidental killing.

and lies in wait,

“And lies in wait” describes a planned ambush, revealing deliberate intent rather than a sudden or unintended act.

attacks him and kills him,

The phrase “attacks him and kills him” identifies a murderer whose act violates the sanctity of life and incurs the death penalty.

“And flees to one of these cities” refers to a murderer attempting to use a city of refuge, a city of asylum, as protection. Such cities sheltered only those who killed unintentionally; anyone guilty of deliberate murder was to be removed and brought to justice.

the elders of his city

The elders served as the recognized civic and judicial leaders of the town. They were responsible for applying God’s law and safeguarding the community.

If the killing was determined to be deliberate murder, the elders were obligated to act rather than allow the offender to remain protected in a city of refuge.

The accused murderer was returned to his own community, where the case had originated and where the elders could carry out the lawful judgment.

and hand him over to the avenger of blood

The avenger of blood was the nearest male relative of the victim, appointed to carry out the sentence after the proper legal process had established guilt. This prevented murder from being treated as a private matter or an act of personal revenge.

Deliberate murder required the death penalty because human life bears God’s image. The law distinguished intentional murder from accidental killing, providing refuge for the innocent while requiring judgment for the guilty.

You must show him no pity.

Deliberate murder demanded impartial judgment in Israel. Personal sympathy could not overturn God’s command, because the murderer had taken a life made in God’s image.

You are to purge from Israel the guilt of shedding innocent blood,

Unpunished murder brought bloodguilt upon the land and the nation. By executing the guilty offender, Israel removed the defilement caused by innocent blood and upheld the holiness required of God’s covenant people.

that it may go well with you.

Faithful justice preserved order, peace, and covenant blessing within the nation. Israel’s well-being depended on obeying the Lord’s commands rather than allowing violence and injustice to remain unaddressed.

You must not move your neighbor’s boundary marker,

Boundary stones identified the limits of each family’s land. Moving one secretly enlarged a person’s field at another’s expense and amounted to theft, fraud, and an attack on the peace of the community.

which was set up by your ancestors

Israel’s land divisions had been established for tribes and clans under God’s direction. Respecting these boundaries honored the settled order that preserved each family’s place within the covenant community.

to mark the inheritance you shall receive

The land was not merely private property but an inheritance assigned to Israel’s families. Each portion was intended to remain with the household and its descendants, protecting families from being dispossessed by stronger or wealthier neighbors.

Israel would receive the land as God’s gift and remain accountable to Him in its use. Since the land ultimately belonged to the LORD, taking another person’s allotted inheritance was also rebellion against His justice.

The Testimony of Two or Three Witnesses

A lone witness is not sufficient to establish any wrongdoing or sin against a man,

Israel’s courts required more than an unsupported accusation before holding anyone guilty. In a society that depended largely on spoken testimony, this protected the innocent from personal grudges, deception, and hasty judgment.

Heb 10:28 Anyone who rejected the law of Moses died without mercy…

regardless of what offense he may have committed.

The standard applied to every charge, whether the alleged offense seemed small or serious. Guilt was not determined by the severity of an accusation but by reliable evidence.

A matter must be established by the testimony of two or three witnesses.

Agreement among multiple witnesses provided the necessary confirmation for a judicial decision. The requirement placed responsibility on the community to judge carefully and upheld the truth as the foundation of justice.

If a false witness testifies against someone,

Israel’s courts depended on truthful testimony, especially in cases involving serious penalties. Witnesses appeared before the priests and judges as accountable before the Lord, and deliberate lies endangered both the innocent person and the nation’s justice.

accusing him of a crime,

“Accusing him of a crime” refers to a malicious witness bringing false charges against another person. The judges were required to investigate carefully, and a false witness was to receive the penalty he intended for the accused.

Legal conflicts involving property, inheritance, testimony, or injury were to be heard openly, with both accuser and accused present. Neither side could secure judgment through a private charge or absent testimony.

must stand in the presence of the LORD,

The proceedings were conducted as accountable to God, who was regarded as the true Judge over Israel. This gave the hearing solemnity and placed all testimony under divine scrutiny.

before the priests and judges

Priests instructed the people in God’s Law, while judges applied it to particular cases. Together they guarded both the covenant standards and the civil order of the nation.

Cases were brought before the recognized authorities serving in that generation, ensuring that judgment was rendered by those currently appointed to carry out the Law.

The judges shall investigate thoroughly,

Israel’s judges were to examine accusations carefully before rendering a decision. Justice required impartial inquiry, reliable evidence, and protection for both the accused and the community.

and if the witness is proven to be a liar

Deliberate false testimony was a serious crime because it could corrupt the court and bring punishment upon an innocent person. The charge had to be established rather than assumed.

who has falsely accused his brother,

A false accusation harmed a fellow Israelite’s reputation, security, and standing within the covenant community. The law guarded against such deceit by holding the dishonest witness accountable.

you must do to him as he intended to do to his brother.

A false witness was to receive the penalty he sought to bring upon the innocent person. This protected the courts from deliberate deception, upheld impartial justice, and restrained malicious accusations within Israel.

So you must purge the evil from among you.

By judging false testimony decisively, Israel removed a corrupting threat from the community. Such enforcement preserved the integrity of the covenant people and warned others against using the legal system to harm the innocent.

Public judgment against a malicious witness would warn Israel that false testimony threatened both justice and covenant faithfulness.
