Isaiah 21
Berean Study Bible

Babylon Is Fallen

This is the burden against the Desert by the Sea:

Babylon lay along the Euphrates amid surrounding desert lands and is the object of this oracle of judgment. Though wealthy, fortified, and dominant among the nations, Babylon would not escape God’s appointed overthrow.

Isa 13:1 This is the burden against Babylon that Isaiah…
Nam 1:1 This is the burden against Nineveh, the book…
Zec 9:1 This is the burden of the word of the LORD…

Like whirlwinds sweeping through the Negev,

Sudden desert storms from the Negev provided a fitting picture of the speed and violence of the approaching invasion. The judgment would arrive with overwhelming force.

Job 37:9 The tempest comes from its chamber, and the cold…
Jer 30:23 Behold, the storm of the LORD has gone out with fury…
Nam 1:3 The LORD is slow to anger and great in power;…

an invader comes from the desert,

The invading army points to the Medes and Persians, whom God raised up to bring down Babylon. Their advance came from lands Babylon did not expect to produce its conqueror.

from a land of terror.

The attackers came from a feared and distant region, bringing devastation to an empire that had long inspired fear in others.

Jer 6:25 Do not go out to the fields; do not walk the road.…
Job 18:14 He is torn from the shelter of his tent…

A dire vision is declared to me:

Isaiah receives a grievous revelation concerning coming judgment and warfare.

Nam 1:1 This is the burden against Nineveh, the book…
Hab 1:1 This is the burden that Habakkuk the prophet received…
Isa 22:1 This is the burden against the Valley of Vision:…

“The traitor still betrays, and the destroyer still destroys.

Babylon’s long pattern of treachery, violence, and conquest continues until God brings its rule to an end.

Isa 24:16 From the ends of the earth we hear singing…
Isa 33:1 Woe to you, O destroyer never destroyed, O traitor…
Jer 51:25 Behold, I am against you, O destroying mountain,…

Go up, O Elam! Lay siege, O Media!

Elam and Media are summoned as instruments of God’s judgment against Babylon. Their later alliance with Persia contributed to Babylon’s fall.

Isa 13:17 Behold, I will stir up against them the Medes,…
Jer 51:11 Sharpen the arrows! Fill the quivers! The LORD has aroused…
Dan 5:30-31 That very night Belshazzar king of the Chaldeans was slain,…

I will put an end to all her groaning.”

Babylon’s oppression had produced mourning among conquered peoples, but God would end the suffering caused by its domination.

Isa 35:10 So the redeemed of the LORD will return…
Isa 14:4-7 you will sing this song of contempt against the king…
Jer 50:34 Their Redeemer is strong; the LORD of Hosts is His name.…

Therefore my body is filled with anguish.

Isaiah is overwhelmed by the vision of Babylon’s coming destruction. Though Babylon was a powerful nation, its fall would bring terror, violence, and widespread ruin.

Psa 38:3 There is no soundness in my body because of Your anger;…
Jer 4:19 My anguish, my anguish! I writhe in pain!…
Psa 55:4 My heart pounds within me, and the terrors of death…

Pain grips me, like the pains of a woman in labor.

The image conveys suffering that is intense, unavoidable, and rapidly approaching. The judgment God reveals cannot be delayed or escaped.

Jer 30:6-7 Ask now, and see: Can a male give birth?…
Isa 13:8 Terror, pain, and anguish will seize them;…
Mic 4:9-10 Why do you now cry aloud? Is there no king among you?…

I am bewildered to hear,

The report of Babylon’s fall is so dreadful that Isaiah can scarcely bear what he hears.

Dan 12:8 I heard, but I did not understand. So I asked…
Dan 10:9 I heard the sound of his words, and as I listened…
Hab 3:16 I heard and trembled within; my lips quivered…

I am dismayed to see.

The vision leaves him shaken by the reality of the devastation soon to come.

Dan 8:27 I, Daniel, was exhausted and lay ill for days.…
Isa 6:5 Then I said: “Woe is me, for I am ruined,…
Rev 1:17 When I saw Him, I fell at His feet like a dead man.…

My heart falters;

Isaiah is overwhelmed by the vision of Babylon’s coming judgment and the suffering it will bring.

Psa 38:10 My heart pounds, my strength fails, and even the light…
Isa 13:7 Therefore all hands will fall limp, and every man’s heart…

fear makes me tremble.

The revelation leaves him physically shaken by the certainty and severity of God’s decree.

Psa 55:5 Fear and trembling grip me, and horror has overwhelmed me.
Job 4:14 fear and trembling came over me and made all my bones…

The twilight I desired

The evening, normally associated with rest and relief, had been anticipated as a welcome end to distress.

Job 24:15 The eye of the adulterer watches for twilight.…
Deu 28:67 In the morning you will say, ‘If only it were evening!’…

has turned to horror.

Instead, the vision fills that hoped-for peace with dread as Babylon’s fall approaches.

Job 7:14 You frighten me with dreams and terrify me…
Job 15:20-21 A wicked man writhes in pain all his days;…

They prepare a table,

Babylon’s rulers feast in confidence, surrounded by the wealth and security of their empire. Their celebration masks the danger already approaching.

Isa 65:11 But you who forsake the LORD, who forget My holy mountain,…
Psa 23:5 You prepare a table before me in the presence of my enemies.…
Pro 9:2 She has prepared her meat and mixed her wine;…

they lay out a carpet,

The setting reflects royal luxury and ease, as though nothing could disturb the city’s apparent strength.

Pro 7:16 I have decked my bed with coverings, …
Est 1:6 Hangings of white and blue linen were fastened…
Amo 6:4 You lie on beds inlaid with ivory, and lounge…

they eat, they drink!

While the leaders indulge themselves, Babylon stands unprepared for the attack foretold by the watchman.

1Co 15:32 If I fought wild beasts in Ephesus for human motives…
Luk 17:27-28 People were eating and drinking, marrying and…

Rise up, O princes,

The alarm suddenly interrupts the feast. Those responsible for the city’s defense must abandon their revelry and act at once.

Isa 32:1 Behold, a king will reign in righteousness,…
Psa 47:9 The nobles of the nations have assembled…

oil the shields!

The commanders are called to prepare their weapons for battle. Babylon’s fall will come swiftly, catching its rulers in the midst of their false security.

Jer 46:3-4 “Deploy your shields, small and large; advance for battle!…
Jer 51:11 Sharpen the arrows! Fill the quivers! The LORD has aroused…
2Sa 1:21 O mountains of Gilboa, may you have no dew or rain,…

For this is what the Lord says to me:

Isaiah receives a direct command from the Lord, establishing the message as divine revelation rather than personal observation.

Isa 8:11 For this is what the LORD has spoken to me…
Jer 1:4 The word of the LORD came to me, saying:
Amo 3:7 Surely the Lord GOD does nothing without revealing His plan…

“Go, post a lookout

A watchman was stationed in an elevated place to scan the horizon for approaching armies, travelers, or messengers. The command prepares Isaiah for a report concerning events beyond Judah’s immediate view.

Isa 62:6 On your walls, O Jerusalem, I have posted watchmen;…
Ezk 33:7 As for you, O son of man, I have made you a watchman…
Hab 2:1 I will stand at my guard post and station myself…

and have him report what he sees.

The lookout must faithfully announce what appears, serving as an image of the prophet’s responsibility to communicate God’s revealed warning and the unfolding judgment on Babylon.

Ezk 33:2-6 “Son of man, speak to your people and tell them:…
2Ki 9:17 Now the watchman standing on the tower in Jezreel…
2Sa 18:24-27 Now David was sitting between the two gates…

When he sees chariots with teams of horsemen,

The watchman is to observe the approach of a powerful military force. The chariots and horsemen portray the speed, organization, and strength of the armies advancing against Babylon.

2Sa 10:18 But the Arameans fled before Israel, and David killed…
2Ch 1:14 Solomon accumulated 1,400 chariots and 12,000 horses,…
Nam 3:2 The crack of the whip, the rumble of the wheel,…

riders on donkeys,

The procession includes mounted riders traveling on donkeys, reflecting the varied forces and support personnel moving with the invading army.

Jdg 5:10 You who ride white donkeys, who sit on saddle blankets…
Jdg 10:4 He had thirty sons who rode on thirty donkeys.…
Jdg 12:14 He had forty sons and thirty grandsons…

riders on camels,

Camel riders point to troops or messengers from distant eastern and desert regions, fitting the coalition of nations God raised against Babylon.

1Sa 30:17 And David struck them down from twilight until…
Gen 24:61 Then Rebekah and her servant girls got ready…
Jdg 6:5 For the Midianites came with their livestock and their tents…

he must be alert, fully alert.”

The watchman must remain vigilant until the report is complete. His careful observation prepares him to announce Babylon’s fall and confirms that God’s judgment has come upon the city.

1Pe 5:8 Be sober-minded and alert. Your adversary the devil…
Mrk 13:33 Be on your guard and stay alert! For you do not know…
1Th 5:6 So then, let us not sleep as the others do,…

Then the lookout shouted:

A watchman stationed on a city wall or tower was responsible for scanning the horizon and reporting what he saw. His cry marks the arrival of a decisive report after a long period of waiting.

Isa 52:8 Listen! Your watchmen lift up their voices,…
Jer 31:6 For there will be a day when watchmen will call out…
Ezk 33:3-7 and he sees the sword coming against that land…

“Day after day, my lord, I stand on the watchtower;

The lookout addresses his superior and testifies that he has faithfully remained at his assigned place. From the elevated tower, he has watched continually for news concerning Babylon’s fall.

Hab 2:1 I will stand at my guard post and station myself…
Isa 62:6 On your walls, O Jerusalem, I have posted watchmen;…
Psa 130:6 My soul waits for the Lord more than watchmen…

night after night I stay at my post.

His vigilance has continued through every hour, including the darkness when danger could be hardest to detect. The report that follows is therefore dependable: the watchman has not abandoned his duty or missed the approaching event.

Neh 4:22 At that time I also said to the people,…
Luk 2:8 And there were shepherds residing in the fields nearby,…
Psa 134:1 A song of ascents. Come, bless the LORD, all you servants…

Look, here come the riders, horsemen in pairs.”

The watchman sees the approach of mounted messengers, signaling that the announced judgment is no longer distant. Their ordered arrival conveys the certainty and speed with which Babylon’s fate is being revealed.

2Ki 9:17 Now the watchman standing on the tower in Jezreel…
Zec 1:8-11 I looked out into the night and saw a man…
Rev 6:2-4 So I looked and saw a white horse, and its rider held a bow.…

And one answered, saying:

A rider delivers the decisive report, confirming what the watchman has been waiting to hear.

Rev 7:13 Then one of the elders addressed me: “These in white robes,”…
Job 38:1 Then the LORD answered Job out of the whirlwind and said:
Hab 2:2 Then the LORD answered me: “Write down this vision…

“Fallen, fallen is Babylon!

Babylon, long dominant through military power, wealth, and idolatry, would be overthrown. The double declaration emphasizes the finality of its collapse, fulfilled when the Medes and Persians captured the city in 539 BC.

Rev 18:2 And he cried out in a mighty voice: “Fallen, fallen…
Rev 14:8 Then a second angel followed, saying, “Fallen, fallen…
Jer 51:8 Suddenly Babylon has fallen and been shattered.…

All the images of her gods lie shattered on the ground!”

Babylon’s gods could not preserve the empire that trusted in them. The ruin of its idols demonstrates the Lord’s authority over the false worship and political power that Babylon represented.

2Ch 34:4 Then in his presence the altars of the Baals were torn down…
2Ki 23:14 He smashed the sacred pillars to pieces,…
Jer 50:2 Announce and declare to the nations; lift up a banner…

O my people, crushed on the threshing floor,

Israel had been battered by the consequences of sin and by the violence of invading powers. Like grain threshed to separate what is useful from chaff, the nation was undergoing God’s severe judgment.

Jer 51:33 For this is what the LORD of Hosts, the God of Israel, says:…
Hab 3:12 You marched across the earth with fury…
Mic 4:13 Rise and thresh, O Daughter of Zion, for I will give you…

I tell you what I have heard

Isaiah did not announce his own interpretation of events. He faithfully delivered the revelation entrusted to him, including the coming downfall of Babylon and its implications for God’s people.

Jhn 8:26 I have much to say about you and much to judge…
Jhn 15:15 No longer do I call you servants, for a servant…
1Ki 22:14 As surely as the LORD lives, I will speak…

from the LORD of Hosts,

Israel’s God rules over every earthly kingdom and the armies of heaven. Babylon’s power, though formidable, remained subject to His command and judgment.

Isa 37:16 O LORD of Hosts, God of Israel, enthroned above the cherubim,…
1Sa 17:45 But David said to the Philistine, “You come against me…
Psa 46:7 The LORD of Hosts is with us; the God of Jacob…

the God of Israel.

The Lord had not abandoned His covenant people. Even amid discipline and suffering, He remained their God and would fulfill His purposes for Israel.

2Ki 19:15 And Hezekiah prayed before the LORD: “O LORD, God of Israel…
Psa 41:13 Blessed be the LORD, the God of Israel…
Psa 72:18 Blessed be the LORD God, the God of Israel, …

The Burden against Edom

This is the burden against Dumah:

Dumah appears to refer to Edom, the land southeast of Judah descended from Esau. The burden, a prophetic oracle of judgment, announces God’s judgment against a people long marked by hostility toward Israel. Its name, meaning “silence” or “stillness,” fittingly anticipates the desolation that judgment would bring.

Gen 25:14 Mishma, Dumah, Massa,
Oba 1:1 This is what the Lord GOD says about Edom…
Jer 49:7-8 Concerning Edom, this is what the LORD of Hosts says:…

One calls to me from Seir,

Seir was the mountainous heartland of Edom. From this strong but isolated region comes a cry seeking news of what lies ahead.

Gen 32:3 Jacob sent messengers ahead of him to his brother Esau…
Deu 2:4-5 You will pass through the territory of your brothers…
2Ch 20:10 And now, here are the men of Ammon, Moab, and Mount Seir,…

“Watchman, what is left of the night?

The watchman represents the prophet, stationed to discern approaching events and announce God’s warning. Edom asks how long its season of darkness and danger will continue.

Ezk 33:7 As for you, O son of man, I have made you a watchman…
Psa 130:6 My soul waits for the Lord more than watchmen…
Hab 2:1 I will stand at my guard post and station myself…

Watchman, what is left of the night?”

The repeated question reveals Edom’s fear and urgency. Though seeking relief, the nation must face the certainty of the judgment God has declared.

Ezk 3:17 Son of man, I have made you a watchman for the house…
Lam 2:19 Arise, cry out in the night from the first watch…
Luk 12:38 Even if he comes in the second or third watch of the night…

The watchman replies,

The oracle concerns Dumah, associated with Edom, whose people call from Seir for news of the approaching day. The watchman stands as a sentinel who reports what he sees.

Ezk 33:7 As for you, O son of man, I have made you a watchman…
Hab 2:1 I will stand at my guard post and station myself…
Jer 6:17 I appointed watchmen over you and said, ‘Listen’…

“Morning has come, but also the night.

Relief is coming, yet it will not last. Edom would experience a brief change from distress, but further darkness and judgment lay ahead because of its continued opposition to God and His people.

Amo 5:8 He who made the Pleiades and Orion, who summons the waters……
Psa 30:5 For His anger is fleeting, but His favor lasts a lifetime.…
Job 17:12 They have turned night into day, making light seem near…

If you would inquire, then inquire.

The watchman does not deny their request for an answer, but his reply calls for serious and continued seeking rather than a casual question.

Deu 13:14 then you must inquire, investigate,…
1Ki 22:7 But Jehoshaphat asked, “Is there not still a prophet…
1Sa 23:2 So David inquired of the LORD, “Should I go and…

Come back yet again.”

The people are invited to return for further report, for the full outcome had not yet unfolded. The warning leaves room for them to seek God while judgment remains certain.

Sng 6:13 Come back, come back, O Shulammite! Come back, come back…
1Ki 18:43-44 “Go and look toward the sea,” he said to his servant.…
Luk 18:1-8 Then Jesus told them a parable about their need to pray…

The Burden against Arabia

This is the burden against Arabia:

God announces judgment against the tribes and trading peoples of Arabia, showing that the nations beyond Israel were also accountable to Him. Arabia’s deserts, settlements, and caravan routes made it an important region in the ancient Near East.

Jer 25:23-24 Dedan, Tema, Buz, and all who cut the corners of their hair;…
Ezk 27:21 Arabia and all the princes of Kedar were your customers,…
Jer 49:28-33 Concerning Kedar and the kingdoms of Hazor,…

In the thickets of Arabia you must lodge,

Fear and danger would drive travelers from their normal routes into secluded desert brush for shelter. The image portrays sudden upheaval among peoples accustomed to moving freely through the region.

Isa 13:20 She will never be inhabited or settled…
Jer 49:29 They will take their tents and flocks, their tent curtains…
Isa 42:11 Let the desert and its cities raise their voices;…

O caravans of Dedanites.

The Dedanites were Arabian merchants whose caravans carried goods across desert trade routes. Their commerce and mobility would not protect them from the turmoil brought by God’s judgment.

Ezk 27:15 The men of Dedan were your clients; many coastlands……
Ezk 27:20 Dedan was your merchant in saddlecloths for riding.
Job 6:19 The caravans of Tema look for water; the travelers of Sheba…

Bring water for the thirsty,

The fugitives crossing the desert faced exhaustion and death without aid. Water was essential for survival in Arabia’s harsh terrain.

Pro 25:21 If your enemy is hungry, give him food to eat,…
Mat 25:35 For I was hungry and you gave Me something to eat,…
Isa 41:17 The poor and needy seek water, but there is none;…

O dwellers of Tema;

Tema was a well-known oasis and caravan center in northern Arabia. Its people were positioned to assist those fleeing through the desert.

Job 6:19 The caravans of Tema look for water; the travelers of Sheba…
Jer 25:23 Dedan, Tema, Buz, and all who cut the corners of their hair;
Gen 25:15 Hadad, Tema, Jetur, Naphish, and Kedemah.

meet the refugees with food.

The refugees were likely escaping the violence and disruption brought by Assyrian campaigns in the region. Tema was called to provide immediate relief rather than turn away those driven from their homes.

Isa 58:7 Isn’t it to share your bread with the hungry,…
2Sa 17:27-29 When David came to Mahanaim, he was met by Shobi…
Pro 22:9 A generous man will be blessed, for he shares his bread…

For they flee from the sword—

Arabian tribes are driven from their homes by the violence of war, seeking shelter in the wilderness and among neighboring peoples.

Lev 26:36 As for those of you who survive, I will send a faintness…
Deu 28:25 The LORD will cause you to be defeated before your enemies.…
Jer 46:5 Why am I seeing this? They are terrified, they are retreating;…

the sword that is drawn—

The danger is immediate. An enemy force is already advancing, bringing the judgment announced against the tribes of Arabia.

Jos 5:13-15 Now when Joshua was near Jericho, he looked up and saw…
Num 22:23 When the donkey saw the angel of the LORD…
Ezk 21:3-5 This is what the LORD says: ‘I am against you,…

from the bow that is bent,

The attackers are prepared for battle at every distance, leaving little safety for those attempting to escape.

Psa 7:12-13 If one does not repent, God will sharpen His sword;…
Lam 2:4 He has bent His bow like an enemy; His right hand…
Jer 51:3 Do not let the archer bend his bow or put on his armor.…

and from the stress of battle.

The oracle portrays the fear, confusion, and ruin that accompany invasion as the strength of Kedar and the surrounding tribes is brought low.

2Sa 2:17 The battle that day was intense, and Abner and the men…
1Sa 31:3 When the battle intensified against Saul, the archers…
Jer 50:22 The noise of battle is in the land—the noise…

For this is what the Lord says to me:

Isaiah delivers a message received directly from Yahweh, Israel’s covenant God, speaking with divine authority rather than personal opinion.

Jer 1:7 But the LORD told me: “Do not say, ‘I am only a child.’…
Ezk 2:7 But speak My words to them, whether they listen…
Amo 7:15 But the LORD took me from following the flock…

“Within one year,

Kedar’s judgment had a fixed and near fulfillment, leaving no uncertainty about the time God had appointed.

Gen 18:10 Then the LORD said, “I will surely return to you…
2Ki 19:29 And this will be a sign to you, O Hezekiah: This year…
Lev 25:29 If a man sells a house in a walled city,…

as a hired worker would count it,

The period would be measured exactly, as a laborer carefully counts the days remaining in his contract.

Isa 16:14 And now the LORD says, “In three years,…
Job 7:1 Is not man consigned to labor on earth?…
Job 14:6 look away from him and let him rest, so he can enjoy his day…

all the glory of Kedar will be gone.

Kedar, an Ishmaelite people known for their flocks, trade, and skilled warriors, would lose the wealth and strength that gave them prominence among the desert tribes.

Jer 49:28-29 Concerning Kedar and the kingdoms of Hazor,…
Ezk 27:21 Arabia and all the princes of Kedar were your customers,…
Isa 60:7 All the flocks of Kedar will be gathered to you;…

The remaining archers, the warriors of Kedar, will be few.”

Kedar, an Ishmaelite people of northern Arabia, was known for its nomadic life, trade routes, and capable warriors. Its archers represented the tribe’s military strength, yet that strength would be greatly reduced under God’s judgment. The prophecy foretells the collapse of a people who had been powerful and secure in their own resources.

Jer 49:28-29 Concerning Kedar and the kingdoms of Hazor,…
Psa 120:5 Woe to me that I dwell in Meshech, that I live…
Sng 1:5 I am dark, yet lovely, O daughters of Jerusalem,…

For the LORD, the God of Israel, has spoken.

The judgment is certain because it rests on the decree of the sovereign God. Though Kedar lay beyond Israel’s borders, it remained under the Lord’s rule. His word establishes the outcome of nations and fulfills His purposes in history.

Ezk 12:25 I, the LORD, will speak whatever word I speak…
Num 23:19 God is not a man, that He should lie, or a son of man,…
1Ki 8:56 Blessed be the LORD, who has given rest to His people Israel…
