Titus 1
Berean Study Bible

Paul’s Greeting to Titus

Paul, a servant of God

Paul begins by presenting himself as wholly under God’s authority, a servant, or “doulos,” meaning bondservant or slave. Like Moses and David, he serves God’s purposes and carries out the work entrusted to him.

Jas 1:1 James, a servant of God and of the Lord Jesus Christ,…
Rom 1:1 Paul, a servant of Christ Jesus, called to be an apostle,…

and an apostle of Jesus Christ

Paul’s authority came from the risen Christ, who called him to proclaim the gospel among the Gentiles. As an apostle, meaning “one who is sent,” he writes as Christ’s appointed representative, responsible to teach and defend the truth.

2Co 1:1 Paul, an apostle of Christ Jesus by the will of God,…
Gal 1:1 Paul, an apostle—sent not from men nor by man,…

for the faith of God’s elect

His ministry was directed toward those God had chosen and called to salvation through Christ. Paul labored to establish believers in a faith grounded in the gospel.

2Th 2:13 But we should always thank God for you, brothers…
Rom 8:33 Who will bring any charge against God’s elect?…
Col 3:12 Therefore, as the elect of God, holy and beloved…

and their knowledge of the truth

Saving faith is joined to a growing understanding of God’s revealed truth in Christ. Such knowledge guards the church from error and directs believers in sound doctrine.

1Ti 2:4 who wants everyone to be saved and to come to the knowledge…
2Ti 3:7 who are always learning but never able to come…
2Ti 2:25 He must gently reprove those who oppose him,…

that leads to godliness,

The truth of the gospel produces a life shaped by reverence for God, obedience to His will, and increasing conformity to His character.

Tit 2:12 It instructs us to renounce ungodliness and worldly passions…
2Pe 1:3 His divine power has given us everything we need.…

in the hope of eternal life,

Eternal life is the assured future inheritance of those who belong to Christ, beginning now in fellowship with God and fulfilled forever in His presence. It rests on God’s saving purpose rather than human effort.

Tit 3:7 so that, having been justified by His grace,…
1Pe 1:3-4 Blessed be the God and Father of our Lord Jesus Christ!…
1Jn 2:25 And this is the promise that He Himself made to us…

which God, who cannot lie,

God’s character guarantees His promise. Unlike fallen humanity, He is wholly true, faithful, and unchanging; what He declares will certainly come to pass.

Num 23:19 God is not a man, that He should lie, or a son of man,…
1Sa 15:29 Moreover, the Glory of Israel does not lie…

promised before time began.

Eternal life was included in God’s eternal purpose before creation. Salvation is therefore grounded in His sovereign plan, revealed in history through Christ and proclaimed through the gospel.

2Ti 1:9 He has saved us and called us to a holy calling…
Eph 1:4 For He chose us in Him before the foundation of the world…
1Pe 1:20 He was known before the foundation of the world…

In His own time

God revealed the promised salvation according to His appointed plan, not human expectation.

Gal 4:4 But when the time had fully come, God sent His Son,…
Eph 1:9-10 And He has made known to us the mystery of His will…

He has made His word evident

The message of salvation, long promised through Scripture, was openly made known in Christ.

Eph 3:3-5 that is, the mystery made known to me by revelation…

in the proclamation

God chose the preaching of the gospel as the means by which His truth would be announced to the nations.

entrusted to me

Paul received a direct responsibility to proclaim the gospel faithfully as Christ’s apostle.

Gal 2:7 On the contrary, they saw that I had been entrusted…
1Th 2:4 Instead, we speak as those approved by God…

by the command of God our Savior.

Paul’s ministry rested on God’s authority. God is called Savior because He initiated and accomplished the work of redemption fulfilled in Jesus Christ.

Act 10:42 And He commanded us to preach to the people…
Mat 28:19-20 Therefore go and make disciples of all nations,…

To Titus, my true child in our common faith:

Paul’s affectionate address reflects a close relationship formed through shared service in the gospel. Titus, a Gentile believer and trusted coworker, had become a faithful leader in the churches. Their common faith rested on the same gospel received by Jews and Gentiles alike, demonstrating that membership in God’s people depends on faith in Christ rather than ethnicity or background.

1Ti 1:2 To Timothy, my true child in the faith: Grace, mercy…
1Co 4:17 That is why I have sent you Timothy, my beloved…
2Pe 1:1 Simon Peter, a servant and apostle of Jesus Christ,…

Grace and peace from God the Father and Christ Jesus our Savior.

Paul opens with the blessings believers receive through God’s saving work: grace, His undeserved favor, and peace, reconciliation with God and stability in life. Both the Father and Christ Jesus are named as the source of these blessings, affirming Christ’s divine authority and His saving role.

Tit 2:13 as we await the blessed hope and glorious appearance…

Appointing Elders on Crete

The reason I left you in Crete

Paul had entrusted Titus, a proven fellow worker, with ministry on Crete, a populous Mediterranean island marked by religious confusion and moral disorder. The churches there needed steady leadership and practical correction.

1Ti 1:3 As I urged you on my departure to Macedonia,…
1Th 3:1-2 So when we could bear it no longer, we were willing…
2Ti 4:20 Erastus has remained at Corinth, and Trophimus…

was that you would set in order what was unfinished

Much remained to be established among the new congregations. Titus was to bring their worship, teaching, discipline, and daily life into proper order according to Paul’s instruction.

1Co 11:34 If anyone is hungry, he should eat at home…
1Th 3:10 Night and day we pray most earnestly that we may see you…
1Co 14:40 But everything must be done in a proper and orderly manner.

and appoint elders in every town,

Each church needed qualified men to lead, teach, guard sound doctrine, and care for the believers. The appointment of elders in every town provided stable local oversight rather than leaving the churches dependent on visiting workers.

Act 14:23 Paul and Barnabas appointed elders for them in each church…
Act 20:17 From Miletus, Paul sent to Ephesus for the elders…
1Pe 5:1-2 As a fellow elder, a witness of Christ’s sufferings…

as I directed you.

Titus carried out an apostolic assignment, preserving the teaching and order Paul had established for the churches.

1Th 4:1-2 Finally, brothers, we ask and encourage you…
2Th 2:15 Therefore, brothers, stand firm and cling to the traditions…
2Th 3:4 And we have confidence in the Lord that you…

An elder must be blameless,

He must be known for upright conduct, with no substantiated charge that would discredit his life or ministry. His character must reflect the holiness and integrity required of one entrusted with the care of God’s people.

1Ti 3:2 An overseer, then, must be above reproach,…
1Ti 3:7 Furthermore, he must have a good reputation with outsiders,…
Col 1:22 But now He has reconciled you by Christ’s physical body…

the husband of but one wife,

He must be faithful to his wife, demonstrating sexual purity, marital devotion, and stability in his home. His conduct in marriage reveals whether he can lead with self-control and honor.

Gen 2:24 For this reason a man will leave his father and mother…
Mat 19:5 and said, ‘For this reason a man will leave his father…
Mrk 10:8 and the two will become one flesh.’ So they are no longer…

having children who are believers

His children should profess the faith and live under the spiritual guidance of their father. A household ordered by faith provides evidence of his ability to shepherd others.

1Co 7:14 For the unbelieving husband is sanctified…
2Ti 1:5 I am reminded of your sincere faith, which first dwelt……
Act 16:31-34 They replied, “Believe in the Lord Jesus”…

and who are not open to accusation of indiscretion or insubordination.

His children must not be publicly known for reckless living or rebellion against parental authority. Their conduct should show that his household is governed with faithful discipline and instruction.

1Ti 3:4-5 An overseer must manage his own household well…
Deu 21:18-21 If a man has a stubborn and rebellious son…
Pro 30:17 As for the eye that mocks a father and scorns obedience…

As God’s steward,

As God’s steward, an overseer manages what belongs to God, not himself. He is entrusted with the care of the local church and will answer to the Lord for his faithfulness in that responsibility.

1Co 4:1-2 So then, men ought to regard us as servants of Christ…
Luk 12:42-43 And the Lord answered, “Who then is the faithful and wise……
1Pe 4:10 As good stewards of the manifold grace of God,…

an overseer must be above reproach—

His conduct must be blameless and free from valid criticism. Though not sinless, he is to have a consistent reputation for integrity within the church and before the surrounding community.

1Ti 3:2 An overseer, then, must be above reproach,…
1Ti 3:7 Furthermore, he must have a good reputation with outsiders,…
Php 2:15 you may be blameless and pure, children of God without fault…

not self-willed,

He must not be self-willed, insisting on his own preferences or using leadership to advance personal interests. Instead, he must submit to God’s Word and lead for the good of those in his care.

2Pe 2:10 Such punishment is specially reserved for those who indulge…
Jas 3:17 But the wisdom from above is first of all pure,…
Rom 12:16 Live in harmony with one another. Do not be proud.…

not quick-tempered,

He must not be quick-tempered but remain steady under pressure. An uncontrolled temper impairs judgment, provokes conflict, and disrupts peace in the congregation.

Jas 1:19-20 My beloved brothers, understand this: Be quick to listen…
Pro 14:29 A patient man has great understanding, but…
Pro 15:1 A gentle answer turns away wrath, but a harsh word…

not given to drunkenness,

He must exercise self-control and remain clear-minded. A man responsible for guiding others must not be ruled by wine or any habit that clouds his judgment.

Eph 5:18 Do not get drunk on wine, which leads to…
1Pe 4:3 For you have spent enough time in the past…
Pro 20:1 Wine is a mocker, strong drink is a brawler,…

not violent,

He must not be violent, harsh, threatening, or abusive. Christ’s servants are to pursue peace and to deal firmly yet patiently with those under their care.

1Ti 3:3 not dependent on wine, not violent but gentle, peaceable…
2Ti 2:24 And a servant of the Lord must not be quarrelsome…
Mat 5:39 But I tell you not to resist an evil person.…

not greedy for money.

He must not seek office for financial gain or use spiritual responsibility for personal advantage. His life should show contentment, honesty, and freedom from the controlling desire for wealth.

1Pe 5:2 Be shepherds of God’s flock that is among you,…
1Ti 6:10 For the love of money is the root of all kinds of evil.…
Heb 13:5 Keep your lives free from the love of money and be content…

Instead, he must be hospitable,

Church leaders were to welcome believers, travelers, and those in need, using their homes and resources for the good of the church. Such generosity reflected Christ’s care for those received in His name.

1Pe 4:9 Show hospitality to one another without complaining.
Heb 13:2 Do not neglect to show hospitality to strangers,…
1Ti 3:2 An overseer, then, must be above reproach,…

a lover of good,

He must value and pursue what is morally good, beneficial, and pleasing to God, encouraging the same pattern among those under his care.

Amo 5:15 Hate evil and love good; establish justice…
Rom 12:9 Love must be sincere. Detest what is evil;…
3Jn 1:11 Beloved, do not imitate what is evil, but what is good.…

self-controlled,

He must govern his desires, emotions, speech, and conduct rather than being ruled by appetite or impulse. Such restraint was necessary for sound judgment and faithful leadership.

2Pe 1:6 and to knowledge, self-control; and to self-control,…
Gal 5:23 gentleness, and self-control. Against such things…

upright,

His dealings with others must be just, honest, and consistent with God’s commands. His public conduct was to match the truth he taught.

Psa 25:21 May integrity and uprightness preserve me,…
Luk 1:6 Both of them were righteous in the sight of God…

holy,

Set apart for God, he must live with moral purity and wholehearted devotion to the Lord rather than adopting the corrupt patterns of the surrounding world.

1Pe 1:15-16 But just as He who called you is holy, so be holy…
Heb 12:14 Pursue peace with everyone, as well as holiness,…

and disciplined.

He must be orderly and steadfast, submitting his life to God’s standards so that he can lead with consistency, endurance, and wisdom.

1Co 9:25-27 Everyone who competes in the games trains…
Pro 12:1 Whoever loves discipline loves knowledge,…

He must hold firmly to the faithful word as it was taught,

Church leaders are to remain steadfast in the faithful word, the apostolic gospel and doctrines handed down from Christ and His apostles. In an age when teaching was often transmitted orally, preserving the truth without alteration was essential. A leader must be grounded in Scripture and committed to the doctrine received from the beginning.

2Ti 1:13 Hold on to the pattern of sound teaching…
2Ti 3:14 But as for you, continue in the things you have learned…
1Th 2:13 when you received the word of God that you heard from us…

so that he can encourage others by sound teaching

Faithful doctrine strengthens believers, giving them assurance, correction, and spiritual maturity. A leader is not merely to possess the truth but to teach it in a way that builds up the congregation and guards them against confusion.

Tit 2:1 But as for you, speak the things that are consistent…
2Ti 4:2 Preach the word; be prepared in season and out of season;…
2Ti 2:24-25 And a servant of the Lord must not be quarrelsome…

and refute those who contradict it.

Elders must also confront teaching that opposes the gospel. False teachers threatened the churches by distorting truth and leading people away from sound doctrine. By knowing and faithfully teaching Scripture, a leader protects the church and exposes error.

Act 18:28 For he powerfully refuted the Jews in public debate,…
2Ti 4:3-4 For the time will come when men will not tolerate…
Jud 1:3 Beloved, although I made every effort to write to you…

Correcting False Teachers

For many are rebellious

A large number within the churches resisted apostolic authority and refused to submit to the truth entrusted to the apostles. Their conduct reflected the long-standing human pattern of resisting God’s revealed will.

Rom 16:17-18 Now I urge you, brothers, to watch out for those who…
Act 20:29-30 I know that after my departure, savage wolves will come…

and full of empty talk

Their empty talk, devoid of truth and substance, produced speculation, controversy, and confusion rather than faithfulness to the gospel. They spoke much but offered nothing that strengthened believers in truth.

1Ti 1:6-7 Some have strayed from these ways and turned aside…
2Ti 2:16 But avoid irreverent, empty chatter, which will only lead…

and deception,

These teachers misled others by presenting error in persuasive forms, often blending false ideas with elements of truth. Their influence threatened households and congregations that lacked sound instruction.

2Th 2:9-10 The coming of the lawless one will be accompanied…
2Pe 2:1-3 Now there were also false prophets among the people…

especially those of the circumcision,

Many of the most troublesome teachers were connected with Jewish legalism and insisted that Gentile believers must observe circumcision and other requirements of the Mosaic Law in order to be fully accepted by God. Such teaching denied that salvation rests on Christ alone and the grace of God received through faith.

Php 3:2-3 Watch out for those dogs, those workers of evil…
Act 15:1-5 Then some men came down from Judea and were teaching…
Gal 2:3-5 Yet not even Titus, who was with me, was compelled…

who must be silenced.

Their teaching was corrupting believers and destabilizing the churches. Church leaders were responsible to stop their influence rather than allow error to spread among congregations still being established in the faith.

1Pe 2:15 For it is God’s will that by doing good…
Rom 3:19 Now we know that whatever the law says, it says…
2Ti 3:9 But they will not advance much further…

For the sake of dishonorable gain,

These teachers used religious influence to obtain money and material support. Their ministry was driven by personal profit instead of service to Christ and care for His people.

1Ti 3:8 Deacons likewise must be dignified, not double-tongued…
1Pe 5:2 Be shepherds of God’s flock that is among you,…
2Pe 2:3 In their greed, these false teachers will exploit you…

they undermine entire households

Many churches met in homes, so false teaching could quickly affect whole families and house congregations. Their influence damaged faith, disrupted unity, and confused those who had received the gospel.

2Ti 3:6 They are the kind who worm their way into households…
2Jn 1:10 If anyone comes to you but does not bring this teaching…
Act 20:30 Even from your own number, men will rise up…

and teach things they should not.

Their message departed from the apostolic truth and introduced doctrines that had no place in the church. Titus was to protect the believers by insisting on sound teaching and confronting those who promoted error.

1Ti 1:3-4 As I urged you on my departure to Macedonia,…
Gal 1:8-9 But even if we or an angel from heaven…
2Pe 2:1 Now there were also false prophets among the people…

As one of their own prophets has said,

Paul cites Epimenides, a Cretan poet and religious figure from the sixth century BC. The quotation carries force because it comes from a Cretan source familiar with the people Titus was serving.

Act 17:28 For in Him we live and move and have our being.…
1Co 15:33 Do not be deceived: “Bad company corrupts good character.”
Jud 1:14 Enoch, the seventh from Adam, also prophesied about them:…

“Cretans are always liars,

The saying reflects the ancient reputation of Crete for deception and unreliable speech; “to Cretize” meant to lie. Paul uses it to explain why false teaching and corrupt conduct required firm correction among the churches there.

Rom 3:4 Certainly not! Let God be true and every man a liar.…
Psa 116:11 In my alarm I said, “All men are liars!”
Jhn 8:44 You belong to your father, the devil, and you want to carry…

evil beasts,

The description portrays lives ruled by selfish appetites rather than truth, order, and self-control. Such conduct stood in direct opposition to the character required of elders and believers.

2Pe 2:12 These men are like irrational animals, creatures of instinct…
Act 20:29 I know that after my departure, savage wolves will come…
Mat 7:15 Beware of false prophets. They come to you…

lazy gluttons.”

The charge points to idleness and indulgence, habits that weakened both personal discipline and Christian witness. Titus was to establish churches marked by sound doctrine and lives that demonstrated its transforming power.

Pro 23:20-21 Do not join those who drink too much wine…
Pro 26:15 The slacker buries his hand in the dish; it wearies him…
Php 3:19 Their end is destruction, their god is their belly,…

This testimony is true.

Paul confirms the Cretan prophet’s assessment because the conduct of the false teachers in Crete had proved it accurate. Their deceit, greed, and corrupt teaching threatened the churches Titus was serving.

Jhn 19:35 The one who saw it has testified to this, and his testimony……
Jhn 21:24 This is the disciple who testifies to these things.…
Rev 19:9 Then the angel told me to write, “Blessed are those…

Therefore rebuke them sternly,

Titus was to confront these teachers and those influenced by them with clear and firm correction. Their errors were not minor disagreements but teachings that undermined godly living and turned believers away from the truth.

2Ti 4:2 Preach the word; be prepared in season and out of season;…
Pro 27:6 The wounds of a friend are faithful, but…
Rev 3:19 Those I love I rebuke and discipline. Therefore be earnest…

so that they will be sound in the faith

The purpose of correction was restoration. By rejecting falsehood and returning to apostolic teaching, they could be spiritually healthy, settled in the truth, and able to live consistently with the faith they professed.

Col 2:7 rooted and built up in Him, established in the faith…
Tit 2:1 But as for you, speak the things that are consistent…
1Ti 6:3 If anyone teaches another doctrine and disagrees with…

and will pay no attention to Jewish myths

Paul warns against speculative traditions and invented religious stories that distracted believers from God’s revealed truth. Such teachings often promoted empty debates and obscured the gospel.

1Ti 4:7 But reject irreverent, silly myths. Instead, train…
1Ti 1:4 or devote themselves to myths and endless genealogies…
Tit 3:9 But avoid foolish controversies, genealogies, arguments,…

or to the commands of men

Human regulations were being presented as spiritual obligations, much as some religious leaders had elevated tradition above God’s commands. These added requirements fostered legalism rather than faith grounded in Christ.

Mat 15:9 They worship Me in vain; they teach as doctrine…
Mrk 7:7 They worship Me in vain; they teach as doctrine…
Col 2:22 These will all perish with use, because they are based on…

who have rejected the truth.

Those promoting such errors had turned from the apostolic message and were leading others away from sound doctrine. Titus was to guard the churches from teachings that distorted the truth of the gospel.

2Th 2:10-12 and with every wicked deception directed against those…
2Ti 4:4 So they will turn their ears away from the truth…
Rom 1:25 They exchanged the truth of God for a lie…

To the pure, all things are pure;

Those cleansed by faith in Christ are not made impure by the ceremonial restrictions promoted by false teachers. God’s gifts may be received rightly when they are used according to His will. This does not make sin pure, but rejects the idea that outward rules can produce holiness.

Rom 14:14 I am convinced and fully persuaded in the Lord Jesus…
Act 10:15 The voice spoke to him a second time: Do not call anything…
1Ti 4:4-5 For every creation of God is good, and nothing…

but to the defiled and unbelieving, nothing is pure.

Those who reject the truth remain corrupted within, so even good things are misused or viewed through unbelief. The problem is not in God’s creation but in hearts unwilling to submit to Him.

Hag 2:13-14 So Haggai asked, “If one who is defiled by contact”…
Mrk 7:20-23 He continued: “What comes out of a man, that…
Heb 3:12 See to it, brothers, that none of you has a wicked heart…

Indeed, both their minds and their consciences are defiled.

Their reasoning and moral judgment have been corrupted by sin. Though they may profess religious knowledge, they cannot rightly discern truth or live in obedience because they have rejected the gospel.

1Ti 6:5 constant friction between men of depraved mind…
2Ti 3:8 Just as Jannes and Jambres opposed Moses,…
1Ti 4:2 influenced by the hypocrisy of liars, whose consciences…

They profess to know God,

False teachers in Crete claimed to belong to God while their lives exposed the emptiness of that claim. Their public confession did not reflect genuine submission to Him.

1Jn 2:4 If anyone says, “I know Him,” but does not keep His…
Mat 15:8 These people honor Me with their lips,…
Rom 2:17-18 Now you, if you call yourself a Jew; if you rely on the law…

but by their actions they deny Him.

Their conduct contradicted the truth they claimed to teach. Like the hypocritical religious leaders Jesus condemned, they honored God outwardly while resisting His authority in practice.

2Pe 2:1 Now there were also false prophets among the people…
2Ti 3:5 having a form of godliness but denying its power.…
Mat 7:21-23 Not everyone who says to Me, ‘Lord, Lord,’ will enter…

They are detestable,

Their corruption was especially serious because it joined a profession of faith to behavior associated with the idolatry and immorality common in Cretan society. Such hypocrisy was offensive to the holy God they claimed to serve.

Pro 11:20 The perverse in heart are an abomination to the LORD,…
Pro 3:32 for the LORD detests the perverse,…
Pro 15:8 The sacrifice of the wicked is detestable…

disobedient,

Rather than receiving apostolic teaching and obeying God’s commands, they lived in rebellion. Their refusal to submit showed that they were not faithful servants of Christ.

2Th 1:8 in blazing fire, inflicting vengeance…
Eph 2:2 in which you used to walk when you conformed…
1Pe 2:8 “A stone of stumbling and a rock of offense.”…

and unfit for any good deed.

Their lives produced no lasting good for the church or the spread of the gospel. Separated from true faith and obedience, they could not offer the godly example or useful service expected of believers.
