Isaiah 17

The Burden against Damascus

This is the burden against Damascus:

Isaiah announces God’s judgment on Damascus, the leading city of Syria and a powerful regional center. Its wealth, trade, and political influence could not shield it from the Lord’s authority over every nation.

Jer 49:23 Hamath and Arpad are put to shame, for they have heard…
Amo 1:3 For three transgressions of Damascus, even four,…
Zec 9:1 This is the burden of the word of the LORD…

“Behold, Damascus is no longer a city;

Damascus, one of the ancient world’s most prominent cities, would lose the security and prominence it had long enjoyed. The judgment foretells a devastating overthrow rather than a minor defeat.

2Ki 16:9 So the king of Assyria responded to him,…
Jer 49:27 I will set fire to the walls of Damascus;…
Amo 1:5 I will break down the gates of Damascus;…

it has become a heap of ruins.

The city’s destruction would stand as evidence of God’s judgment against Syria’s pride, idolatry, and hostility toward His people. Assyrian campaigns later brought severe devastation to the region, demonstrating that even established kingdoms fall when God brings judgment.

Isa 25:2 Indeed, You have made the city a heap of rubble…
Jer 51:37 Babylon will become a heap of rubble, a haunt for jackals…
Ezk 26:14 I will make you a bare rock, and you will become a place…

The cities of Aroer are forsaken;

Aroer stood near the Arnon River on Reuben’s southern border, in territory long contested by Moab and Israel. Its abandoned cities portray the reach of God’s judgment beyond Damascus into the surrounding lands. Places once settled and defended would be emptied of their inhabitants.

Deu 2:36 Aroer on the rim of the Arnon Valley, along with the city…
Jos 12:2 Sihon king of the Amorites, who lived in Heshbon.…
1Ch 5:8 and Bela son of Azaz, the son of Joel.…

they will be left to the flocks,

Human life and commerce would cease, leaving former towns open for grazing animals. The image emphasizes complete desolation rather than a temporary military setback.

Isa 32:14 For the palace will be forsaken, the busy city abandoned.…
Isa 65:10 Sharon will become a pasture for flocks,…
Zep 2:14 Herds will lie down in her midst, creatures of every kind.…

which will lie down with no one to fear.

With no inhabitants, soldiers, or shepherds remaining, the flocks would rest undisturbed. The silence of the land testifies to the certainty and severity of the judgment.

Lev 26:6 And I will give peace to the land, and you will lie down…
Ezk 34:28 They will no longer be prey for the nations…
Mic 4:4 And each man will sit under his own vine…

The fortress will disappear from Ephraim,

Israel’s northern kingdom would lose its fortified cities and military security. Assyria eventually destroyed Samaria and ended Ephraim’s kingdom in 722 BC.

2Ki 17:5-6 Then the king of Assyria invaded the whole land,…
Hos 10:14 the roar of battle will rise against your people,…
Amo 3:11 Therefore this is what the Lord GOD says: “An enemy will…

and the sovereignty from Damascus.

Damascus would lose its independent rule when Tiglath-pileser III of Assyria captured the city in 732 BC and made Aram subject to Assyrian control.

2Ki 16:9 So the king of Assyria responded to him,…
Amo 1:5 I will break down the gates of Damascus;…
Isa 8:4 For before the boy knows how to cry ‘Father’ or ‘Mother,’…

The remnant of Aram will be like the splendor of the Israelites,”

Aram’s survivors would be reduced and humbled, sharing the same diminished condition that would come upon Israel rather than retaining their former strength and influence.

Isa 28:1 Woe to the majestic crown of Ephraim’s drunkards,…
Isa 10:20-22 On that day the remnant of Israel and the survivors…
Hos 4:7 The more they multiplied, the more they sinned against Me;…

declares the LORD of Hosts.

The judgment was certain because it came from the God who rules over every nation and every army.

Isa 1:24 Therefore the Lord GOD of Hosts, the Mighty One of Israel,…
Jer 48:1 Concerning Moab, this is what the LORD of Hosts,…
Zec 8:9 This is what the LORD of Hosts says: “Let your hands be…

“In that day

God’s appointed time of judgment would come upon Damascus and the Northern Kingdom of Israel.

Isa 2:11-12 The proud look of man will be humbled…
Amo 5:18-20 Woe to you who long for the Day of the LORD!…
Zep 1:14-18 The great Day of the LORD is near—near and coming quickly.…

the splendor of Jacob will fade,

Israel’s national strength, wealth, and influence would be brought low as Assyria advanced through the region.

Lam 2:1 How the Lord has covered the Daughter of Zion…
Amo 6:8 The Lord GOD has sworn by Himself—the LORD, the God of Hosts…
Hos 5:5 Israel’s arrogance testifies against them;…

and the fat of his body will waste away,

The nation’s former abundance would give way to weakness and loss, leaving Israel diminished by conquest and the consequences of its unfaithfulness.

Job 33:21-22 His flesh wastes away from sight, and his hidden bones…
Psa 109:24 My knees are weak from fasting, and my body grows lean…
Lev 26:16 then this is what I will do to you: I will bring upon you…

as the reaper gathers the standing grain

Israel’s coming devastation is pictured as a harvest in which the crop is cut down at its appointed time. The image conveys the certainty and completeness of God’s judgment upon the nation.

Mrk 4:29 And as soon as the grain is ripe, he swings…
Jol 3:13 Swing the sickle, for the harvest is ripe.…
Rev 14:15-16 Then another angel came out of the temple,…

and harvests the ears with his arm,

The reaper gathers the grain personally and decisively, portraying the Lord’s direct hand in bringing judgment.

Psa 129:7 unable to fill the hands of the reaper…
Isa 40:11 He tends His flock like a shepherd; He gathers the lambs…

as one gleans heads of grain

Even the scattered remnants will be collected, leaving only a small remnant behind after the invasion.

Rut 2:2-3 And Ruth the Moabitess said to Naomi, “Please let me go…
Lev 19:9-10 When you reap the harvest of your land, you are not to…
Deu 24:19 If you are harvesting in your field and forget a sheaf…

in the Valley of Rephaim.

This fertile valley southwest of Jerusalem was known for its grain fields and for earlier battles involving Israel and the Philistines. Its familiar harvest landscape makes the warning vivid: Israel’s population and strength would be reduced as thoroughly as a field after reaping.

2Sa 5:18 Now the Philistines had come and spread out…
2Sa 5:22 Once again the Philistines came up and spread out…
1Ch 14:9 Now the Philistines had come and raided the Valley…

Yet gleanings will remain,

Judgment would leave a small remnant in Israel, not a complete destruction.

Lev 19:9-10 When you reap the harvest of your land, you are not to…
Mic 7:1 Woe is me! For I am like one gathering summer fruit…
Rut 2:2-3 And Ruth the Moabitess said to Naomi, “Please let me go…

like an olive tree that has been beaten—

Olives were commonly harvested by striking the branches, causing most of the fruit to fall while a few olives remained.

Isa 24:13 So will it be on the earth and among the nations, …
Deu 24:20 When you beat the olives from your trees,…
Rom 11:17-24 Now if some branches have been broken off,…

two or three berries atop the tree,

Only a few survivors would remain after the devastation, scattered like olives beyond the reach of the harvesters.

Isa 10:20-22 On that day the remnant of Israel and the survivors…
Rom 11:5 In the same way, at the present time there is a remnant…
Isa 6:13 And though a tenth remains in the land, it will be burned…

four or five on its fruitful branches,”

Though greatly reduced, the remnant would preserve the possibility of future restoration.

Ezk 17:23 I will plant it on the mountain heights of Israel…
Jhn 15:2-5 He cuts off every branch in Me that bears no fruit,…
Gen 49:22 Joseph is a fruitful vine—a fruitful vine by a spring,…

declares the LORD, the God of Israel.

The coming judgment and the preservation of a remnant rest on the certain decree of Israel’s covenant God.

Jer 30:2-3 This is what the LORD, the God of Israel, says…
Jer 29:4-5 This is what the LORD of Hosts, the God of Israel, says…
Jer 31:23 This is what the LORD of Hosts, the God of Israel, says:…

In that day

God’s judgment on Damascus and Israel would strip away the false securities that had drawn the people from Him.

Isa 11:10 On that day the Root of Jesse will stand as a banner…
Isa 4:2 On that day the Branch of the LORD will be beautiful…
Zec 12:8 On that day the LORD will defend the people of Jerusalem,…

men will look to their Maker

Those who remain would recognize their dependence on the Creator rather than trusting idols, alliances, or human strength.

Isa 45:22 Turn to Me and be saved, all the ends of the earth;…
Psa 95:6 O come, let us worship and bow down; let us kneel…
Job 35:10 But no one asks, ‘Where is God my Maker,…

and turn their eyes to the Holy One of Israel.

Affliction would lead some to repentance and renewed attention to the God who had set Israel apart for Himself.

Isa 10:20 On that day the remnant of Israel and the survivors…
Isa 43:3 For I am the LORD your God, the Holy One of Israel,…
2Ch 20:12 Our God, will You not judge them? We are powerless…

They will not look to the altars they have fashioned with their hands

Israel’s repentance will involve rejecting the man-made shrines that had drawn the nation into idolatry. These unauthorized altars reflected disobedience to God’s commands and dependence on religious practices borrowed from surrounding peoples. When judgment removes their false security, the people will recognize the emptiness of what they created and turn from it.

Deu 12:3-4 Tear down their altars, smash their sacred pillars,…
Isa 2:8 Their land is full of idols; they bow down…
Jer 10:3-5 For the customs of the peoples are worthless;…

or to the Asherahs and incense altars they have made with their fingers.

Asherah poles and incense altars were central features of Canaanite worship and were often associated with Baal. Their presence in Israel showed how deeply pagan religion had been mixed with the worship of the Lord. The work of human hands could neither save nor protect them, and the removal of these idols marked a return to exclusive devotion to God.

Deu 16:21-22 Do not set up any wooden Asherah pole next to the altar…
2Ki 23:14 He smashed the sacred pillars to pieces,…
2Ch 34:4-5 Then in his presence the altars of the Baals were torn down…

In that day

God’s appointed time of judgment would arrive against Damascus and the northern kingdom of Israel.

Isa 2:11 The proud look of man will be humbled…
Zep 1:14 The great Day of the LORD is near—near and coming quickly.…

their strong cities

Even fortified centers in Ephraim would prove unable to resist the judgment God had decreed.

2Ki 18:13 In the fourteenth year of Hezekiah’s reign…
Jer 5:17 They will devour your harvest and food; they will eat up……

will be like forsaken thickets and summits,

The land would resemble places long abandoned, with former settlements left empty and desolate.

Mic 3:12 Therefore, because of you, Zion will be plowed like a field…
Isa 32:13-14 and for the land of my people…
Jer 26:18 Micah the Moreshite prophesied in the days of Hezekiah…

abandoned to the Israelites

The devastation recalls earlier Canaanite strongholds abandoned before Israel’s advance into the land.

Jos 24:12-13 I sent the hornet ahead of you, and it drove out…
Deu 2:25 This very day I will begin to put the dread and fear…

and to utter desolation.

The judgment would leave the region stripped of its former strength, population, and prosperity.

Isa 6:11-12 Then I asked: “How long, O Lord?” And He replied……
Jer 4:27 For this is what the LORD says: “The whole land…

For you have forgotten the God of your salvation

Israel had turned from the Lord who had delivered and preserved them, seeking security through other gods and political alliances.

Psa 79:9 Help us, O God of our salvation, for the glory of Your name…
Deu 32:18 You ignored the Rock who brought you forth;…
Psa 106:21 They forgot God their Savior, who did great things in Egypt,

and failed to remember the Rock of your refuge.

The Lord had been their sure protection, yet they no longer trusted Him when danger came.

Psa 94:22 But the LORD has been my stronghold, and my God is my rock…
Psa 31:2 Incline Your ear to me; come quickly to my rescue.…
Psa 18:2 The LORD is my rock, my fortress, and my deliverer.…

Therefore, though you cultivate delightful plots

Their careful efforts to secure prosperity would not succeed apart from God’s favor.

Amo 5:11 Therefore, because you trample on the poor…
Deu 28:38-39 You will sow much seed in the field, but harvest little…
Mic 6:15 You will sow but not reap; you will press olives…

and set out cuttings from exotic vines—

The foreign vines picture the foreign worship and alliances Israel embraced, abandoning the covenant identity God had given them.

Jer 2:21 I had planted you like a choice vine from the very best seed…
Deu 32:32 But their vine is from the vine of Sodom…
Psa 80:8-9 You uprooted a vine from Egypt; You drove out the nations…

though on the day you plant you make them grow,

Israel’s efforts would appear successful at first. The people could plant and cultivate with care, trusting in their own plans and in the foreign influences they had embraced rather than in the God who had saved them.

1Co 3:6-7 I planted the seed and Apollos watered it,…
Mrk 4:26-27 Jesus also said, “The kingdom of God is like a man”…
Jas 5:7 Be patient, then, brothers, until the Lord’s coming…

and on that morning you help your seed sprout—

Early growth would give the appearance of security and prosperity. Yet their labor could not overcome the judgment brought by their rejection of the Lord and dependence on false gods and human strength.

Psa 90:5-6 You sweep them away in their sleep; they are like…
Mrk 4:28 All by itself the earth produces a crop—first the stalk……
Job 14:7-9 For there is hope for a tree: If it is cut down…

yet the harvest will vanish on the day of disease and incurable pain.

What seemed promising would yield no lasting reward. The coming disaster would strip away their expected harvest and bring suffering beyond their ability to remedy, exposing the emptiness of their misplaced trust.

Deu 28:27 The LORD will afflict you with the boils of Egypt,…
Deu 28:38-42 You will sow much seed in the field, but harvest little…
Mic 6:15 You will sow but not reap; you will press olives…

Alas, the tumult of many peoples;

Isaiah hears the uproar of nations gathering in power and hostility, like the vast forces stirred up by Assyria’s expansion across the region.

Psa 65:7 You stilled the roaring of the seas…
Psa 2:1-2 Why do the nations rage and the peoples plot in vain?…
Rev 11:18 The nations were enraged, and Your wrath has come.…

they rage like the roaring seas

Their strength and violence appear overwhelming, yet their agitation cannot alter God’s purpose.

Isa 57:20-21 But the wicked are like the storm-tossed sea,…
Psa 89:9 You rule the raging sea; when its waves mount up,…
Psa 46:3 though their waters roar and foam and the mountains quake…

and clamoring nations;

The surrounding peoples pursue alliances, war, and dominion, filling the land with fear and confusion.

Rev 17:15 Then the angel said to me, “The waters you saw…
Psa 46:6 Nations rage, kingdoms crumble; the earth melts…
Luk 21:25 There will be signs in the sun and moon and stars…

they rumble like the crashing of mighty waters.

Their advance is like a flood, but God will rebuke them, and the threatening armies will vanish as quickly as chaff before the wind.

Jer 51:55 For the LORD will destroy Babylon; He will silence her voice…
Psa 93:3-4 The floodwaters have risen, O LORD; the rivers…
Rev 1:15 His feet were like polished bronze refined in a furnace,…

The nations rage like the rush of many waters.

The invading powers surge with the force and noise of a flood, spreading fear through the lands around Israel and Judah. Assyria’s expansion made such danger immediate, as its armies overwhelmed cities and kingdoms across the region.

Psa 46:6 Nations rage, kingdoms crumble; the earth melts…
Jer 6:23 They grasp the bow and spear; they are cruel and merciless.…
Psa 65:7 You stilled the roaring of the seas…

He rebukes them, and they flee far away,

The Lord remains sovereign over the armies that appear unstoppable. At His command, the forces threatening His people are turned back and scattered, showing that no empire acts beyond His rule.

Psa 104:7 At Your rebuke the waters fled; at the sound of Your thunder…
Psa 68:1 For the choirmaster. A Psalm of David. A song. God arises.…
Psa 18:15 The channels of the sea appeared, and the foundations…

driven before the wind like chaff on the hills,

Like husks blown from an elevated threshing floor, the nations have no lasting strength before God. Their military power, pride, and plans vanish as easily as chaff in the wind.

Psa 1:4 Not so the wicked! For they are like chaff…
Job 21:18 Are they like straw before the wind, like chaff…
Hos 13:3 Therefore they will be like the morning mist,…

like tumbleweeds before a gale.

Those who oppose the Lord are carried away without resistance. Their apparent stability proves temporary when God brings judgment upon them.

Psa 83:13 Make them like tumbleweed, O my God, like chaff…
Isa 41:16 You will winnow them, and a wind will carry them away;…
Dan 2:35 Then the iron, clay, bronze, silver, and gold were shattered…

In the evening, there is sudden terror!

The attackers appear strong and secure, but God brings panic upon them without warning. Their confidence and violence collapse in a single night.

Pro 3:25 Do not fear sudden danger or the ruin that overtakes…
Psa 73:19 How suddenly they are laid waste, completely swept away…
1Th 5:3 While people are saying, “Peace and security,”…

Before morning, they are no more!

The destruction is swift and complete. God removes the threat before it can continue against His people, turning a night of fear into deliverance.

Job 4:20 They are smashed to pieces from dawn to dusk;…
Psa 37:10 Yet a little while, and the wicked will be no more;…
Psa 37:36 yet he passed away and was no more; though I searched,…

This is the portion of those who loot us

Those who invade, rob, and oppress God’s people receive the judgment appointed for them. Their gain is temporary, but their end is certain.

Job 20:29 This is the wicked man’s portion from God…
Job 27:13 This is the wicked man’s portion from God—…
Psa 11:6 On the wicked He will rain down fiery coals and sulfur;…

and the lot of those who plunder us.

The fate of the plunderers stands in contrast to the security God gives His people. Their cruelty brings its own judgment, and their power does not endure.

Jer 30:16 Nevertheless, all who devour you will be devoured…
Jol 3:7-8 Behold, I will rouse them from the places…
Oba 1:15 For the Day of the LORD is near for all the nations.…
