Forty-Eight Cities for the Levites

Now the family heads of the Levites

The Levites were set apart for the service of the Tabernacle and its worship. They received no tribal territory but were assigned cities among the other tribes, enabling them to carry out their duties throughout Israel. Their clan leaders came forward on behalf of the tribe in an orderly appeal concerning the inheritance God had appointed for them.

Joshua son of Nun,

Shiloh, in Ephraim’s hill country, served as Israel’s central place of worship after the conquest, where the Tabernacle was established. Its central location made it a fitting gathering place for national matters.

“The LORD commanded through Moses

Their request rested on God’s command, not on a new claim. Moses had instructed Israel to provide for the Levites, who received no tribal territory of their own.

The Levites were to dwell in cities distributed among the tribes, allowing them to carry out their service and instruction throughout the land.

Unlike the other tribes, the Levites received no large tribal territory because their service centered on the tabernacle and the worship of God.

The assigned towns provided places for Levite families to live, while the surrounding lands supported their animals and daily needs.

The first lot came out for the Kohathite clans.

Kohath was Levi’s second son, and his descendants formed one of the three major Levitical divisions. They were assigned duties connected with the sanctuary, including the care of its most holy furnishings. Like all Levites, they received cities within the tribal territories rather than a separate tribal inheritance. The lot determined their allotment according to God’s appointed order.

The Levites who were descendants of Aaron the priest received thirteen cities by lot from the tribes of Judah, Simeon, and Benjamin.

Aaron’s descendants belonged to the Kohathite clan but were set apart for the priesthood. Their cities placed them among Israel’s leading tribes and provided homes for the priests who served at the sanctuary, taught God’s law, and ministered on behalf of the people.

The remaining descendants of Kohath

The Kohathites were one of the three major Levite clans, descended from Kohath, son of Levi. They served in connection with the holiest furnishings of the tabernacle. Other Kohathite families had already received cities from Judah, Simeon, and Benjamin.

These tribes occupied much of central Israel west of the Jordan. By placing Kohathite families among them, the Levites were distributed throughout the land to assist the people in matters of worship and instruction in God’s law.

The descendants of Gershon

The Gershonites, descended from Levi through Gershon, were one of the three Levitical divisions. Their assigned service centered on the tabernacle curtains, coverings, screens, and cords.

They received twelve cities for their households and livestock. These towns enabled the Levites to live among the tribes and serve the nation in worship and instruction.

from the tribes of Reuben, Gad, and Zebulun.

Reuben and Gad lay east of the Jordan, while Zebulun was in the northern part of Canaan. Four cities came from each tribe, extending the Merarites’ presence across both sides of the Jordan and confirming Israel’s shared responsibility to support those appointed for the Lord’s service.

So the Israelites allotted to the Levites these cities,

Israel carried out the command to provide the Levites with towns among the tribal territories. Because the Levites were set apart for the service of the tabernacle, they received no single tribal homeland. Their presence throughout the land placed priests and Levites near the people they served.

From the tribes of Judah and Simeon,

Judah and Simeon provided cities for the Levites, fulfilling the Lord’s provision for the tribe that received no tribal territory of its own. Judah’s large inheritance and Simeon’s enclaves within it supplied a central region where Levites could serve the surrounding population. Their presence among the tribes supported Israel’s worship, instruction in the Law, and administration of justice.

to the descendants of Aaron

Aaron’s descendants formed Israel’s priestly family within the tribe of Levi. God appointed Aaron as the first high priest, and his sons were set apart to offer sacrifices, oversee worship, and guard the holiness of the tabernacle and later the temple. Their service pointed forward to Christ, the perfect and eternal High Priest.

The Kohathites carried and cared for the holiest furnishings of the tabernacle, including the ark, altars, lampstand, table, and sacred utensils. Their duties required careful obedience because they served near the visible symbols of God’s presence. Aaron’s priestly household belonged to this Kohathite division.

They gave them Kiriath-arba

Associated with Arba and the Anakim, Kiriath-arba, meaning “City of Arba,” was assigned to the descendants of Aaron among the Levites. Since the Levites received no tribal territory, they were given cities throughout Israel.

Hebron was an ancient Canaanite city closely connected with Abraham and the patriarchs. It later became David’s first royal capital before Jerusalem was established as Israel’s capital.

Located in Judah’s rugged central highlands, Hebron held an important and defensible position within the land of Judah while remaining a Levitical city.

The name preserved the city’s connection to the Anakim, a powerful people known for their great stature. Israel’s possession of Hebron marked the removal of its former inhabitants and the settlement of the land God had given to His people.

But they had given the fields and villages around the city

Hebron itself was assigned to the Levites as a city of refuge, while its agricultural lands and outlying villages remained part of Caleb’s inheritance. This preserved the Levites’ place within Israel without transferring Caleb’s allotted territory.

Caleb received Hebron because he had faithfully trusted the Lord when Israel first surveyed Canaan. Though a Kenizzite by ancestry, he was fully counted among Israel and received the inheritance promised to him.

The land became a lasting inheritance for Caleb and his descendants, demonstrating the fulfillment of God’s promise to reward his faithful service.

So to the descendants of Aaron the priest

Aaron’s descendants served as Israel’s priests, carrying out sacrifices and other duties connected with worship. Unlike the other tribes, the Levites received no tribal territory, but God provided for them through assigned cities and pasturelands among Israel.

Hebron, a city of refuge for the manslayer,

Hebron, in the hill country of Judah, was assigned to the priests and designated as a city of refuge for those responsible for accidental death. A person could flee there for protection until his case was heard, preserving justice while restraining personal vengeance. Hebron was also closely associated with Abraham and the burial place of the patriarchs.

Libnah,

Libnah, meaning “whiteness,” was a city in Judah’s lowland region. Its assignment to the priests strengthened the Levitical presence among the people and later became significant when it rebelled against Judah during Jehoram’s reign.

Jattir,

Jattir was a town in the hill country of Judah assigned to the descendants of Aaron as a Levitical city. David later sent spoil from his victory over the Amalekites to the elders of Jattir, indicating that it remained an established community in his day.

Eshtemoa,

Eshtemoa lay in the hill country of Judah and was assigned to the Aaronic priests. Like Jattir, it was home to Levites who instructed the people in God’s Law and served in matters of worship. David later sent Eshtemoa a share of the Amalekite spoil, recognizing it among the towns of Judah.

Holon,

Holon is one of the cities given to the Levites in the territory of Judah. It is mentioned in the context of the distribution of the land among the tribes of Israel. The allocation of cities to the Levites is significant because the Levites were set apart for religious duties and did not receive a large territorial inheritance like the other tribes. Holon, therefore, represents the provision for the Levites' needs, ensuring they had places to live and serve. The city is also listed in 1 Chronicles 6:58, affirming its role in the Levitical cities. Archaeologically, Holon is identified with the site of modern-day Khirbet ʿAlin, though evidence is limited.

The city's allocation to the Levites underscores the integration of religious and cultural centers within the tribal territories. Debir's mention in Joshua 15:49 and Judges 1:11-15 further emphasizes its role in Israel's history. The city's connection to learning and wisdom can be seen as a type of Christ, who is the ultimate source of wisdom and knowledge.

Ain, Juttah, and Beth-shemesh—

These were among the cities assigned to the descendants of Aaron for their priestly service. Juttah lay in Judah’s hill country, while Beth-shemesh, meaning “house of the sun,” stood in the Shephelah and later became known as the place where the Philistines returned the ark to Israel.

Anathoth,

A Levitical city in Benjamin assigned to the sons of Aaron, Anathoth later became the hometown of Jeremiah. It is commonly identified with modern Anata, northeast of Jerusalem.

These cities included surrounding pasturelands, providing homes and support for the Levites and their households. The distribution fulfilled Israel’s obligation to provide for those set apart for tabernacle service.

Descended from Levi’s son Merari, these Levites were responsible for transporting and maintaining the structural elements of the tabernacle, including its frames, bases, pillars, and bars.

the remaining Levite clans.

The Merarites received their inheritance after the Gershonites and Kohathites. Though the Levites received no tribal territory, their cities throughout Israel placed them among the people they served.

For the Levites, then, there were forty-eight cities in all,

The Levites received no tribal territory of their own because the Lord assigned them to priestly and sanctuary service. Instead, Israel provided forty-eight cities distributed among the tribes, giving the Levites places to live while keeping them present throughout the nation.

together with their pasturelands,

Each city included surrounding pasturelands for livestock and household needs. This provision supplied practical support for Levite families and enabled them to carry out their duties without depending on a separate inheritance of farmland.

Scattered among the tribes, the Levites served near the people as priests, teachers of God’s law, and caretakers of worship. Their presence throughout the land showed that Israel’s worship and obedience to the covenant were to shape every part of national life.

Each of these cities had its own surrounding pasturelands;

The pasturelands supplied the Levites with room for livestock and the practical support needed for households living in the cities assigned to them. Though the Levites received no tribal territory of their own, the Lord provided for them through these cities and their surrounding lands while they carried out their service in Israel.

this was true for all the cities.

Every Levitical city received the same provision, showing that the distribution was completed according to the Lord’s command. The arrangement gave each Levitical community the resources necessary to live among the tribes and fulfill its responsibilities in worship, instruction, and service.

Thus the LORD gave Israel all the land

God fulfilled the land promise made to Abraham, Isaac, and Jacob by bringing Israel into Canaan and giving them victory over its inhabitants. The land was received as a covenant gift, demonstrating the LORD’s faithfulness to His word.

He had sworn to give their fathers,

The generation under Joshua inherited what God had pledged centuries earlier to the patriarchs. Israel’s possession of Canaan showed that God’s purposes continued across generations and that His oath did not fail.

and they took possession of it

Israel received the land from God, yet they also entered it, fought under Joshua’s leadership, and occupied the cities and territory assigned to each tribe. Divine provision did not remove their responsibility to obey and act.

and settled in it.

Israel moved from wilderness travel into a permanent homeland, establishing tribal territories, towns, and places of worship. Their settlement marked the beginning of rest in the land, though later disobedience would threaten their enjoyment of that inheritance.

And the LORD gave them rest on every side,

Israel’s major campaigns had broken the power of the Canaanite kings, and no surrounding nation could successfully threaten the land God had given them. Their security came from the LORD’s intervention rather than Israel’s military strength.

just as He had sworn to their fathers.

The settlement of Canaan fulfilled God’s covenant promises to Abraham, Isaac, and Jacob. After generations of waiting, the land was assigned to the tribes and the Levites received their cities among them.

None of their enemies could stand against them,

The Canaanite forces, though established in fortified cities and united at times against Israel, could not resist the LORD’s purpose for His people. Their defeats demonstrated that God’s promise governed the outcome of the conquest.

for the LORD delivered all their enemies into their hand.

Israel fought the battles, but the victory belonged to the LORD. He had judged the Canaanite nations and established Israel in the land He had promised.

Not one of all the LORD’s good promises

God had pledged to give Abraham’s descendants the land of Canaan and to make them a people under His covenant. After generations in Egypt, the wilderness journey, and the conquest under Joshua, those promises stood fulfilled.

to the house of Israel

Israel, the descendants of Jacob organized in twelve tribes, received the inheritance God had assigned to each tribe. Their possession of the land marked the establishment of the nation in Canaan.

had failed;

Israel’s history included disobedience and repeated weakness, yet God remained faithful to His covenant. The victories and settlements recorded in Joshua came by His power and according to His word.

everything was fulfilled.

The completed distribution of the land confirmed that God had carried out all He had promised for that generation. His faithfulness in bringing Israel into its inheritance points forward to the complete fulfillment of His purposes in Christ.
