The Dispute over Circumcision

Then some men came down from Judea

Judea, centered on Jerusalem, stood at a higher elevation than Antioch, so travelers from there were said to come down. These visitors were Jewish believers who remained strongly committed to the customs of Moses and sought to impose them on Gentile Christians.

“Unless you are circumcised according to the custom of Moses,

Circumcision marked Israel’s covenant identity and was required under the Law of Moses. These men treated it as necessary for Gentiles who believed in Christ, making acceptance before God dependent on becoming Jewish.

Their claim added obedience to the Mosaic Law as a condition of salvation. The dispute that followed led to the gathering in Jerusalem, where the apostles and elders affirmed that Gentiles are saved by the grace of the Lord Jesus, not by circumcision or the Law.

And after engaging these men in sharp debate,

Paul and Barnabas strongly opposed the teaching of men from Judea who insisted that Gentile believers must be circumcised according to Moses’ custom in order to be saved. The dispute concerned the heart of the gospel: whether salvation rests on God’s grace received through faith in Christ or on obedience to the Mosaic Law.

Paul and Barnabas were appointed,

The church at Antioch chose its most experienced missionaries to present the matter before the leaders in Jerusalem. Paul and Barnabas had witnessed God’s work among the Gentiles and could testify that He had received them through faith.

The gathering brought together those entrusted with leadership in the Jerusalem church. Their deliberation would help preserve unity between Jewish and Gentile believers while guarding the truth of the gospel.

about this question.

The issue was whether Gentiles must become Jews through circumcision and law observance in order to belong fully to Christ. Its resolution affirmed that salvation is by the grace of the Lord Jesus and is not earned through the works of the Law.

Sent on their way by the church,

Paul and Barnabas departed with the support and recognition of the Antioch congregation. The church had set them apart for missionary service and now sent them to Jerusalem to address the dispute over Gentile believers and circumcision.

Their route took them through areas where Jewish and Gentile communities lived alongside believers in Christ. Phoenicia included important coastal cities such as Tyre and Sidon, while Samaria had long stood apart from Judea because of its mixed population and religious divisions.

recounting the conversion of the Gentiles

As they traveled, Paul and Barnabas reported how God had brought Gentiles to faith through their ministry. Their testimony showed that God was building His church among the nations without requiring Gentiles first to become Jews.

On their arrival in Jerusalem,

Paul and Barnabas returned to the city where the church had first taken root and where the apostles and leading elders could address the growing dispute over Gentile believers and the Law of Moses.

The congregation received them alongside the recognized leaders of the Jerusalem church. Their meeting reflects the shared responsibility of the church, apostles, and elders in preserving sound doctrine and unity among Jewish and Gentile believers.

Paul and Barnabas described the spread of the gospel among the Gentiles, including their conversion and reception into the church. They credited God rather than themselves for the work accomplished through their ministry.

The Council at Jerusalem

But some believers from the party of the Pharisees stood up and declared,

Pharisees who had believed in Christ remained influential within the Jerusalem church. Accustomed to guarding Israel’s covenant practices, they viewed the growing number of Gentile converts as a matter requiring formal action before the apostles and elders.

“The Gentiles must be circumcised

Circumcision had marked Jewish males as members of the Abrahamic covenant and distinguished Israel from the surrounding nations. These believers argued that Gentile converts should receive this covenant sign in order to be fully accepted among God’s people.

and required to obey the law of Moses.”

Their demand extended beyond circumcision to the Mosaic regulations that governed Israel’s worship, diet, calendar, and community life. The issue before the Jerusalem Council was whether Gentiles were saved through faith in Christ alone or whether they must first become observant Jews.

So the apostles and elders

The apostles, chosen by Jesus as His witnesses, joined the elders who provided recognized leadership in the Jerusalem church. Their participation together reflects an ordered process of spiritual oversight as the church faced a matter affecting both Jewish and Gentile believers.

They gave careful attention to the teaching, testimony, and implications involved. The issue required discernment because it concerned the terms on which Gentiles were received into the people of God.

God made a choice among you

God had deliberately chosen Peter for an early role in bringing the gospel to the Gentiles, showing that their inclusion was part of His plan rather than a later human decision.

Peter referred to the conversion of Cornelius and his household, when God sent him to proclaim Christ to Gentiles and confirmed their faith by giving them the Holy Spirit.

the message of the gospel and believe.

Gentiles received salvation by hearing and believing the gospel, the good news of Jesus Christ’s death and resurrection for the forgiveness of sins, not by first becoming Jews or submitting to the ceremonial requirements of the law.

And God, who knows the heart,

God sees the inner faith of every person and judges without regard to outward status, ancestry, or ritual observance. At the Jerusalem Council, Peter appealed to God’s direct knowledge of Gentile believers.

God had already made His judgment clear. The Gentiles’ acceptance was not based on their adoption of Jewish customs but on God’s gracious work among them.

The outpouring of the Spirit upon Cornelius and other Gentiles confirmed that they had received salvation through faith in Christ. God Himself had testified that they belonged to His people.

Jewish and Gentile believers received the same Holy Spirit and stood equally before God through faith. This evidence supported the church’s decision not to require Gentile converts to keep the Mosaic Law as a condition of salvation.

He made no distinction between us and them,

Peter affirmed before the Jerusalem Council that God had received Gentile believers on the same basis as Jewish believers. God’s work among Cornelius and other Gentiles showed that ethnic background and ceremonial observance did not determine acceptance before Him. In Christ, Jews and Gentiles belong to one people through the same gospel.

God purified Gentile believers inwardly when they trusted in Jesus Christ. Their acceptance was not gained through ritual cleansing, circumcision, or obedience to the Mosaic law, but through faith in Christ and His sacrifice. The Holy Spirit’s presence among them confirmed that God had forgiven and received them as His people.

Now then, why do you test God

Peter rebuked those who sought to require Gentile believers to be circumcised and keep the Mosaic Law. God had already shown His acceptance of Gentiles by giving them the Holy Spirit through faith. To demand further conditions challenged God’s revealed work of grace.

by placing on the necks of the disciples a yoke

The yoke represents the obligations of the Mosaic Law. Though holy and good, the Law exposed sin and could not make sinners righteous before God. Requiring Gentile Christians to submit to it as a condition of salvation placed upon them a burden God had not required.

Israel’s history demonstrated that no generation had kept the Law perfectly. The repeated failures of the nation showed the need for forgiveness and redemption apart from human obedience. Peter’s point was that Jews and Gentiles alike are saved through the grace of the Lord Jesus.

On the contrary,

Peter rejects the claim that Gentile believers must come under the Mosaic law in order to be saved. The council had heard how God gave the Holy Spirit to Gentiles apart from circumcision and had made no distinction between them and Jewish believers.

Salvation rests on the gracious work of Jesus Christ, not on circumcision, ritual observance, or human merit. The Lord Jesus alone has authority to save those who trust in Him.

that we are saved,

Both Jews and Gentiles receive salvation as God’s gift through faith in Christ. No one is justified by keeping the law.

Gentile converts are accepted by God on the same terms as Jewish believers. The Jerusalem Council therefore recognized that Gentiles were not required to become Jews in order to belong fully to Christ.

The whole assembly fell silent

The apostles, elders, and gathered believers in Jerusalem gave full attention to the report being presented. The issue of Gentile believers and the requirements of the law was central to the church’s unity and mission.

God had confirmed the gospel through miracles performed during their ministry. These works demonstrated His power and authenticated the message proclaimed by the apostles.

God had done among the Gentiles through them.

The Gentiles’ reception of the gospel was God’s work, not a human innovation. Their conversion showed that salvation in Christ was being extended to people from every nation without requiring them first to become Jews.

“Brothers, listen to me!

Addressing the gathered leaders as fellow members of God’s family, James called for careful attention before presenting the conclusion that would preserve unity without placing the yoke of the Law upon Gentile converts.

how God first visited the Gentiles

God had acted directly among the nations, beginning publicly with Cornelius and those gathered in his home. Their conversion showed that the Gospel was not limited to Israel but was advancing according to God’s purpose.

to take from them a people

God was calling Gentiles from many nations into His covenant people by grace through faith in Christ. Their inclusion was God’s initiative, not the result of Jewish customs or human achievement.

to be His own.

Gentile believers now belonged fully to God alongside Jewish believers. In Christ, they shared the same standing in the church as members of one people redeemed for God’s name.

The words of the prophets

The words of the prophets confirm the testimony that God was bringing Gentiles into his people. Israel’s prophets had foretold that the nations would seek the Lord and share in the blessings promised through David’s kingdom.

“Agree with this” shows that the apostles’ decision was consistent with the prophetic Scriptures. God’s plan had always included the salvation of Gentiles through faith in Christ, without requiring them to become Jews or assume the full obligations of the Mosaic Law.

The weakened house and kingdom of David will be restored under the Messiah, David’s greater Son.

Its ruins I will rebuild,

What sin, judgment, exile, and national decline brought to ruin will not prevent God from completing His purpose.

The restoration includes the establishment of God’s rightful rule through Christ and the gathering of a people from both Israel and the Gentiles.

so that the remnant of men may seek the Lord,

God’s restoration of David’s fallen house would open the way for those beyond Israel to seek Him. The remnant includes people preserved and drawn by God from a world marked by rebellion, showing that His saving purpose was never limited to one nation.

Paul’s Second Missionary Journey Begins

“Let us go back and visit the brothers

Paul sought to strengthen the congregations rather than merely begin new work. He was concerned for the endurance and growth of those facing opposition and false teaching.

in every town where we proclaimed the word of the Lord,

These included the cities of Pisidian Antioch, Iconium, Lystra, and Derbe, where Jews and Gentiles had received the gospel amid significant persecution.

Barnabas wanted to take

John Mark with them on the next journey. Barnabas, whose name means “son of encouragement,” a generous and trusted leader in the Jerusalem church, had helped bring Paul into fellowship with the apostles. His willingness to include Mark shows his desire to restore a younger coworker who had withdrawn from the earlier mission.

John, also called Mark.

Mark was Barnabas’s relative and had accompanied Paul and Barnabas before leaving the work in Pamphylia. His earlier departure led Paul to question his readiness, but Mark later proved faithful in ministry and became a valued companion of both Paul and Peter.

Paul believed John Mark had not yet shown the steadiness needed for another demanding missionary journey. His concern was not personal hostility but the work entrusted to them and the need for dependable companions.

John Mark had left Paul and Barnabas during their earlier mission and returned to Jerusalem. The departure had occurred before the work was complete, leaving Paul uncertain that he would remain faithful through future hardships.

Their disagreement was so sharp that they parted company.

Paul and Barnabas divided over whether John Mark should accompany them after leaving the earlier mission in Pamphylia. Barnabas was willing to give Mark another opportunity, while Paul believed he was not yet dependable for the work. Their separation reveals that faithful servants could face serious personal conflict, yet the Lord continued to advance the gospel through both men.

Barnabas took Mark and sailed for Cyprus,

Barnabas returned to his native island with Mark, his cousin, and continued the work among established believers. His decision gave Mark renewed experience in ministry, and Mark later proved useful to Paul. The division resulted in two missionary teams rather than one, extending the reach of the church.

but Paul chose Silas

Silas was a respected leader among the Jerusalem believers and a Roman citizen, making him a fitting companion for travel and ministry throughout the empire. Paul’s decision followed his separation from Barnabas over John Mark, yet the Lord continued His work through both missionary teams.

commended by the brothers

The church recognized and supported their mission, sending them with prayer and fellowship. Their ministry was not undertaken independently but with the backing and accountability of the believers.

to the grace of the Lord.

Paul and Silas depended on the Lord’s favor, protection, and power rather than their own ability. God’s grace would sustain them through the demands, opposition, and opportunities of the journey.

And he traveled through Syria and Cilicia,

Paul departed after separating from Barnabas and returned through regions closely connected to his earlier ministry. Syria included Antioch, the church that had sent him out and remained a leading center of Gentile Christianity. Cilicia was Paul’s native province, where Tarsus was located. Traveling through these areas allowed him to visit believers and congregations already established in the region.

strengthening the churches.

Paul supported the churches through instruction, encouragement, and faithful oversight.
