Exodus 4
Berean Study Bible

Moses’ Staff

Then Moses answered,

At the burning bush, Moses continues to resist God’s call to lead Israel out of Egypt. Though God has revealed His name and promised deliverance, Moses remains aware of his own weakness and of Israel’s likely doubts.

Jer 1:6 “Ah, Lord GOD,” I said, “I surely do not know how to speak,…
Jdg 6:15 “Please, my Lord,” Gideon replied, “how can I save Israel?”…

“What if they do not believe me

Moses fears that the Israelites will question both his authority and the message he brings. His earlier flight from Egypt may have made him uncertain how they would receive him.

Jhn 12:37 Although Jesus had performed so many signs…
Luk 16:31 Then Abraham said to him, ‘If they do not listen to Moses…

or listen to my voice?

He doubts that the people will accept his leadership or obey the word God gives through him. Israel’s long bondage had left them discouraged and vulnerable to unbelief.

Psa 95:7-8 For He is our God, and we are the people of His pasture…
Ezk 2:7 But speak My words to them, whether they listen…

For they may say,

Moses anticipates their objection before he ever returns to Egypt, expecting them to challenge the basis of his commission.

Jer 28:15 Then the prophet Jeremiah said to the prophet Hananiah,…
Jer 43:2 Azariah son of Hoshaiah, Johanan son of Kareah,…

‘The LORD has not appeared to you.’”

Denying God’s appearance would mean rejecting Moses as God’s chosen deliverer. God therefore provides signs that will confirm Moses’ divine appointment before Israel and Pharaoh.

Exo 3:2-6 There the angel of the LORD appeared to him……
Num 12:6 He said, “Hear now My words: If there is a prophet among you…
Deu 18:21-22 You may ask in your heart, “How can we recognize a message…

And the LORD asked him,

God spoke directly to Moses as He prepared him to return to Egypt and lead Israel out of bondage. The question directed Moses’ attention to what God had already placed in his hand.

Gen 3:9 But the LORD God called out to the man, “Where are you?”
Gen 4:9 And the LORD said to Cain, “Where is your brother Abel?”…
Job 38:4 Where were you when I laid the foundations of the earth?…

“What is that in your hand?”

Moses carried a shepherd’s staff, the ordinary tool of his work during the years he lived in Midian. God would use this familiar object as the visible instrument of His authority in confronting Pharaoh and delivering Israel.

2Ki 4:29 “Tie up your garment, take my staff in your hand…”…
1Sa 17:40 And David took his staff in his hand,…
Mrk 6:8 He instructed them to take nothing but a staff…

“A staff,” he replied.

Moses answered simply. The staff would soon become known as the rod of God, used in signs before Pharaoh, in the plagues upon Egypt, and in the crossing of the Red Sea. What had marked Moses as a shepherd would serve God’s purpose in leading His people.

Exo 17:5 And the LORD said to Moses, “Walk on ahead of the people”…
Num 20:8 Take the staff and assemble the congregation.…
Psa 23:4 Even though I walk through the valley of the…

“Throw it on the ground,” said the LORD.

At Mount Horeb, God used Moses’ staff to reveal His authority over creation. The staff, an ordinary tool of a shepherd, would become an instrument through which God displayed His power before Israel and Egypt.

Exo 7:9-10 When Pharaoh tells you, ‘Perform a miracle,’…
Exo 14:16 And as for you, lift up your staff and stretch out your hand…

So Moses threw it on the ground,

Moses obeyed despite his uncertainty about the calling he had received. His response began the series of signs God gave to confirm that the Lord had sent him and would accomplish Israel’s deliverance.

Gen 22:3 So Abraham got up early the next morning,…
Luk 5:5 “Master,” Simon replied, “we have worked hard all night…”…

and it became a snake,

The miracle directly challenged Egyptian claims of royal and religious power, since the serpent was closely associated with Pharaoh’s authority. God showed that He ruled over the powers Egypt revered and could use even a shepherd’s staff to accomplish His purposes.

Exo 7:12 Each one threw down his staff, and it became a serpent.…
Num 21:8-9 Then the LORD said to Moses, “Make a fiery serpent”…
Jhn 3:14-15 Just as Moses lifted up the snake in the wilderness…

and he ran from it.

Moses reacted with understandable fear when confronted by the sudden miracle. Though he would later stand before Pharaoh, he began as a reluctant servant whom God patiently prepared and strengthened for the task ahead.

Amo 5:19 It will be like a man who flees from a lion,…
Mrk 16:8 So the women left the tomb and ran away,…

“Stretch out your hand and grab it by the tail,”

God commanded Moses to handle the snake in a way that required immediate obedience and trust. Taking it by the tail left Moses exposed to danger, yet God’s command assured him that the sign was under divine control.

Exo 7:19 Take your staff and stretch out your hand…
Exo 8:5 And the LORD said to Moses, “Tell Aaron, ‘Stretch out…
Exo 14:16 And as for you, lift up your staff and stretch out your hand…

the LORD said to Moses,

The God who had called Moses at Horeb continued to prepare him for his return to Egypt. Moses was not acting on his own authority but as the servant appointed to confront Pharaoh and lead Israel.

Exo 3:4 When the LORD saw that he had gone over to look,…
Deu 5:31 But you stand here with Me, that I may speak to you…
Num 12:6 He said, “Hear now My words: If there is a prophet among you…

who reached out his hand and caught the snake,

Moses obeyed despite his earlier fear. The sign demonstrated that God could work through Moses and would give him evidence that the God of Israel had truly appeared to him.

Mrk 16:18 they will pick up snakes with their hands,…
Act 28:5 But Paul shook the creature off into the fire…
Luk 10:19 Behold, I have given you authority to tread on snakes…

and it turned back into a staff in his hand.

The snake became the shepherd’s staff Moses had carried, confirming God’s power over what He had made. That staff would become the instrument through which God displayed His authority before Pharaoh and delivered Israel from Egypt.

Exo 7:12 Each one threw down his staff, and it became a serpent.…
Exo 17:9 So Moses said to Joshua, “Choose some of our men…
Num 17:8 The next day Moses entered the Tent of the Testimony…

“This is so that they may believe

The signs given to Moses were meant to persuade the Israelites that God had truly sent him. Their trust in Moses’ commission was necessary as he called them to leave Egypt under God’s direction.

Exo 19:9 The LORD said to Moses, “Behold, I will come to you…
Exo 14:31 When Israel saw the great power that the LORD had exercised…
Jhn 20:31 But these are written so that you may believe…

that the LORD,

Israel’s deliverance would come from YHWH, the covenant God who had revealed Himself to Moses and remained faithful to His promises.

Gen 12:7 Then the LORD appeared to Abram and said,…
Gen 18:1 Then the LORD appeared to Abraham by the Oaks of Mamre…
Gen 26:2 The LORD appeared to Isaac and said, “Do not go down…

the God of their fathers—

The God acting for Israel in Egypt was not a new or unknown deity, but the One worshiped by their ancestors.

Exo 3:6 Then He said, “I am the God of your father,”…
Act 3:13 The God of Abraham, Isaac, and Jacob, the God of our fathers…
Act 7:32 I am the God of your fathers, the God of Abraham,…

the God of Abraham,

He had promised Abraham descendants, land, and blessing, promises that included the nation now suffering in Egypt.

Gen 17:7 I will establish My covenant as an everlasting covenant…
Gen 22:16-18 By Myself I have sworn, declares the LORD, …
Mat 22:32 I am the God of Abraham, the God of Isaac,…

the God of Isaac,

God preserved the covenant line through Isaac, the promised son born to Abraham and Sarah.

Gen 28:13 And there at the top the LORD was standing and saying,…
Gen 46:1 So Israel set out with all that he had, and…
Gen 26:24 and that night the LORD appeared to him…

and the God of Jacob—

Jacob, whom God renamed Israel, became the father of the twelve tribes. God’s concern for his descendants fulfilled His covenant commitment to their family.

Psa 114:7 Tremble, O earth, at the presence of the Lord…
Psa 20:1 For the choirmaster. A Psalm of David.…

has appeared to you.”

Moses’ encounter with God at the burning bush established the divine authority behind his message and mission. The signs would confirm to the people that the God of their fathers had sent Moses to lead them out of Egypt.

Exo 3:2 There the angel of the LORD appeared to him……
Exo 6:3 I appeared to Abraham, to Isaac, and to Jacob…
Act 7:30 After forty years had passed, an angel appeared…

Moses’ Hand

Furthermore, the LORD said to Moses,

God continued to equip Moses for his return to Egypt, giving him signs that would confirm the divine authority behind his mission.

Num 12:6-8 He said, “Hear now My words: If there is a prophet among you…
Exo 33:11 Thus the LORD would speak to Moses face to face, …
Deu 34:10 Since that time, no prophet has risen in Israel…

“Put your hand inside your cloak.”

Moses was commanded to perform a simple act, trusting God with what would follow.

Pro 19:24 The slacker buries his hand in the dish;…
Exo 33:22-23 and when My glory passes by, I will put you in a cleft…
Pro 26:15 The slacker buries his hand in the dish; it wearies him…

So he put his hand inside his cloak,

His obedience showed that, despite his fears and objections, he submitted to God’s instruction.

Jhn 2:5 His mother said to the servants, “Do whatever He tells you.”
Luk 5:5 “Master,” Simon replied, “we have worked hard all night…”…
Gen 6:22 So Noah did everything precisely as God had commanded him.

and when he took it out,

What had been hidden was brought into view as a visible demonstration of God’s power.

Luk 8:17 For there is nothing hidden that will not be disclosed…
Mrk 4:22 For there is nothing hidden that will not be disclosed…
1Co 4:5 Therefore judge nothing before the appointed time;…

his hand was leprous, white as snow.

God afflicted Moses’ hand instantly with a severe skin disease, showing His authority over human health and uncleanness. The sign would help convince Israel and Pharaoh that Moses had been sent by the LORD.

Num 12:10 As the cloud lifted from above the Tent,…
2Ki 5:27 Therefore, the leprosy of Naaman will cling to you……
Lev 13:3 The priest is to examine the infection on his skin,…

“Put your hand back inside your cloak,” said the LORD.

God continued to equip Moses at the burning bush with signs that would confirm he had been sent to Israel and to Pharaoh. The first sign had turned Moses’ staff into a serpent; the second displayed God’s power over disease and health.

Act 9:6 Now get up and go into the city, and you…
2Ki 5:10 Then Elisha sent him a messenger, who said, “Go and wash…

So Moses put his hand back inside his cloak,

Moses obeyed the command, though he had already seen his hand become diseased. His response showed that God’s instructions were not arbitrary but carried His authority and purpose.

Luk 5:5 “Master,” Simon replied, “we have worked hard all night…”…
Gen 22:3 So Abraham got up early the next morning,…

and when he took it out,

The sign was completed in full view of Moses, giving him direct evidence of the power he was to proclaim before Israel.

Num 12:10 As the cloud lifted from above the Tent,…
2Ki 5:27 Therefore, the leprosy of Naaman will cling to you……

it was restored,

God immediately removed the affliction He had brought upon Moses’ hand. The restoration demonstrated that the LORD rules over human weakness, disease, and cleansing.

Mrk 1:42 And immediately the leprosy left him, and the man…
Luk 17:14 When Jesus saw them, He said, “Go, show yourselves…

like the rest of his skin.

Nothing remained of the disease. Moses’ hand was fully restored, assuring him that the God who called him could also accomplish the deliverance He promised for His people.

2Ki 5:14 So Naaman went down and dipped himself in the Jordan…
Lev 13:6 The priest will examine him again on the seventh day,…

And the LORD said,

God continued to prepare Moses for his return to Egypt, giving him authority and signs to confirm that he had been sent by the God of Israel.

Deu 18:18 I will raise up for them a prophet like you…
Num 12:6 He said, “Hear now My words: If there is a prophet among you…
Jer 1:9 Then the LORD reached out His hand, touched my mouth……

“If they refuse to believe you

The Israelites had suffered under Egyptian oppression for generations and might hesitate to accept Moses as their deliverer.

Num 14:11 And the LORD said to Moses, “How long will this people…
Jhn 12:37 Although Jesus had performed so many signs…
Luk 16:31 Then Abraham said to him, ‘If they do not listen to Moses…

or heed the witness of the first sign,

The staff becoming a serpent would display God’s power over creation and Egypt’s symbols of authority.

Jhn 2:11 Jesus performed this, the first of His signs, at Cana…
Jhn 20:30-31 Jesus performed many other signs in the presence…
Heb 2:3-4 How shall we escape if we neglect such a great salvation?…

they may believe that of the second.

Moses’ diseased and restored hand would provide further evidence that the LORD held power over affliction and healing.

Jhn 4:54 This was now the second sign that Jesus performed…
Jhn 10:25 “I already told you,” Jesus replied “but you did not believe…
Jhn 14:11 Believe Me that I am in the Father and the Father…

But if they do not believe even these two signs or listen to your voice,

Israel might still refuse Moses’ message despite the signs of the staff becoming a serpent and his hand becoming diseased and restored. Their hesitation reflected the fear and uncertainty produced by long years of slavery, while also revealing the unbelief that would repeatedly trouble them after their deliverance.

Deu 18:18-22 I will raise up for them a prophet like you…
Jhn 12:37-38 Although Jesus had performed so many signs…
Heb 2:3-4 How shall we escape if we neglect such a great salvation?…

take some water from the Nile and pour it on the dry ground.

The Nile sustained Egypt’s agriculture, trade, and daily life, and Egyptians associated it with their gods. Taking its water and pouring it onto the land showed that the Lord ruled over the river and over the nation that depended upon it.

Exo 7:19-20 Take your staff and stretch out your hand…
Isa 19:5-7 The waters of the Nile will dry up, and the riverbed…
Ezk 29:3-5 Speak to him and tell him that this is what the Lord GOD…

Then the water you take from the Nile will become blood on the ground.”

The sign anticipated the plague that would later strike the Nile and confront Pharaoh’s resistance. What Egypt regarded as a source of life would become a visible warning of God’s judgment against its oppression of His people.

Exo 7:17-18 This is what the LORD says: By this you will know……
Psa 78:44 He turned their rivers to blood, and from their streams…
Rev 16:3-4 And the second angel poured out his bowl into the sea…

The Appointment of Aaron

“Please, Lord,” Moses replied,

Moses respectfully appeals to the Lord at the burning bush, where God has called him to lead Israel out of Egypt. Though chosen for this task, Moses responds with hesitation and a deep awareness of his own limitations.

Jdg 6:15 “Please, my Lord,” Gideon replied, “how can I save Israel?”…
Num 12:13 So Moses cried out to the LORD, “O God, please heal her!”
2Ki 20:3 “Please, O LORD, remember how I have walked…”…

“I have never been eloquent,

Moses does not view himself as a capable public speaker, despite his upbringing in Pharaoh’s household. His concern is not merely modesty but a genuine fear that he lacks the ability required to confront Pharaoh and address Israel.

Jer 1:6 “Ah, Lord GOD,” I said, “I surely do not know how to speak,…
1Co 2:1 When I came to you, brothers, I did not come…
2Co 11:6 Although I am not a polished speaker, I am not lacking……

neither in the past nor since You have spoken to Your servant,

Moses insists that his difficulty has remained unchanged, even after God revealed Himself and gave him a commission. He looks to his natural ability rather than to the Lord’s power to equip the one He sends.

Deu 18:18 I will raise up for them a prophet like you…
Jer 1:9 Then the LORD reached out His hand, touched my mouth……
Luk 12:12 For at that time the Holy Spirit will teach you…

for I am slow of speech and tongue.”

Moses describes a real weakness in speaking, whether hesitation, impaired speech, or lack of confidence. In a setting where leaders were expected to speak persuasively, he considers this a serious obstacle. Yet the Lord’s choice of Moses makes clear that Israel’s deliverance will depend on God, not Moses’ natural gifts.

Isa 32:4 The mind of the rash will know and understand,…
Mrk 7:35 Immediately the man’s ears were opened…
Isa 35:6 Then the lame will leap like a deer, and the mute tongue…

And the LORD said to him,

God answered Moses at the burning bush after Moses protested that he was not an effective speaker. The Lord’s response made clear that Moses’ calling rested on God’s authority rather than Moses’ natural ability.

Exo 3:4 When the LORD saw that he had gone over to look,…
Exo 3:14 God said to Moses, “I AM WHO I AM. This is what you are”…
1Sa 3:10 Then the LORD came and stood there, calling as before,…

“Who gave man his mouth?

God, who created humanity, is the source of speech and every capacity needed for communication. Moses’ weakness could not prevent God from accomplishing His purpose.

Jer 1:9 Then the LORD reached out His hand, touched my mouth……
Isa 50:4 The Lord GOD has given Me the tongue of discipleship,…
Pro 16:1 The plans of the heart belong to man…

Or who makes the mute or the deaf,

The Lord rules over conditions that limit speech and hearing. Human weakness and disability are not outside His knowledge or sovereign control.

Mrk 7:37 The people were utterly astonished and said,…
Isa 35:5-6 Then the eyes of the blind will be opened…
Luk 1:20 And now you will be silent and unable to speak…

the sighted or the blind?

God likewise has authority over sight and blindness. Moses was being reminded that the One sending him fully understood human limitations and could provide what His mission required.

Psa 146:8 the LORD opens the eyes of the blind,…
Isa 42:16 I will lead the blind by a way they did not know;…
Jhn 9:1-7 Now as Jesus was passing by, He saw a man blind from birth,…

Is it not I, the LORD?

The covenant God identified Himself as the One whose power stands behind His command. Moses was to go to Pharaoh trusting that the Lord would direct his speech and fulfill His promise to deliver Israel.

Deu 32:39 See now that I am He; there is no God besides Me…
Isa 45:5-7 I am the LORD, and there is no other; there is no God but Me…
1Sa 2:6-7 The LORD brings death and gives life; He brings down…

Now go!

God sends Moses back to Egypt with clear authority and urgency. Despite Moses’ fear and reluctance, he has been chosen to confront Pharaoh and lead Israel out of bondage. The work depends on God’s purpose, not Moses’ confidence or natural ability.

Jos 1:2-3 Moses My servant is dead. Now therefore arise…
Gen 12:1 Then the LORD said to Abram, “Leave your country…
Mat 28:19 Therefore go and make disciples of all nations,…

I will help you as you speak,

God answers Moses’ concern that he is not an effective speaker. Moses will stand before Pharaoh as God’s representative, and the Lord will provide the strength and words needed for each encounter.

Mat 10:19-20 But when they hand you over, do not worry…
Luk 12:11-12 When you are brought before synagogues, rulers…
Mrk 13:11 But when they arrest you and hand you over,…

and I will teach you what to say.”

God will direct Moses throughout the mission rather than leaving him to act on his own. Moses is responsible to obey, while God supplies the message that will declare His demands to Pharaoh and reveal His power over Egypt.

Jer 1:9 Then the LORD reached out His hand, touched my mouth……
Isa 50:4 The Lord GOD has given Me the tongue of discipleship,…
Jhn 12:49-50 I have not spoken on My own, but the Father who sent Me…

But Moses replied,

Moses continued to resist God’s command at the burning bush, where he had been appointed to confront Pharaoh and lead Israel out of Egypt. His repeated objections revealed his fear and sense of inadequacy before the task.

Exo 3:11 But Moses asked God, “Who am I, that I should…
Jdg 6:15 “Please, my Lord,” Gideon replied, “how can I save Israel?”…

“Please, Lord,

Moses addressed God with reverence while pleading for release from the mission. Though he recognized God’s authority, he struggled to trust that God would equip him for what He commanded.

Num 12:13 So Moses cried out to the LORD, “O God, please heal her!”
2Ki 20:3 “Please, O LORD, remember how I have walked…”…

send someone else.”

Moses asked God to choose another messenger rather than send him to Egypt. God answered by providing Aaron as his spokesman, but Moses himself remained responsible for leading Israel according to God’s command.

Jon 1:3 Jonah, however, got up to flee to Tarshish…
Jer 1:7-8 But the LORD told me: “Do not say, ‘I am only a child.’…

Then the anger of the LORD burned against Moses,

God’s displeasure reflects the seriousness of Moses’ repeated resistance to His command. Though Moses had received clear assurance and miraculous signs, he continued to seek exemption from the task God had given him.

Num 20:12 But the LORD said to Moses and Aaron…
Deu 3:26 But the LORD was angry with me on account of you,…
Psa 106:32-33 At the waters of Meribah they angered the LORD,…

and He said, “Is not Aaron the Levite your brother?

The LORD directed Moses to Aaron, his older brother, who was already being sent to meet him. Aaron’s Levite ancestry would later correspond to his central role in Israel’s priesthood.

Exo 28:1 “Next, have your brother Aaron brought to you…
Exo 6:20 And Amram married his father’s sister Jochebed,…
Num 3:6 Bring the tribe of Levi and present them to Aaron…

I know that he can speak well,

Aaron possessed the ability Moses believed he lacked. God did not abandon Moses because of his weakness but provided a spokesman who could stand with him before Israel and Pharaoh.

Exo 7:1-2 The LORD answered Moses, “See, I have made you like God…
Pro 25:11 A word fitly spoken is like apples of gold…
Pro 16:23 The heart of the wise man instructs his mouth…

and he is now on his way to meet you.

While Moses remained at Horeb, God had already set Aaron’s journey in motion. Their meeting was part of God’s preparation for the mission to deliver Israel from Egypt.

Gen 32:6 When the messengers returned to Jacob, they said,…
Gen 33:4 Esau, however, ran to him and embraced him…
Exo 18:5 Moses’ father-in-law Jethro, along with Moses’ wife…

When he sees you, he will be glad in his heart.

Aaron would receive Moses with joy rather than resentment, joining him willingly in the work God had appointed.

Pro 15:30 The light of the eyes cheers the heart…
Pro 12:25 Anxiety weighs down the heart of a man, but a good word…
Pro 27:9 Oil and incense bring joy to the heart, and the counsel…

You are to speak to him and put the words in his mouth.

Aaron was appointed to serve as Moses’ spokesman before Pharaoh and Israel. Moses would receive God’s commands, communicate them to Aaron, and Aaron would publicly declare them. God’s words remained the source of the message, establishing Moses’ authority while providing for his weakness in speech.

Deu 18:18 I will raise up for them a prophet like you…
Jer 1:9 Then the LORD reached out His hand, touched my mouth……
Exo 7:2 You are to speak all that I command you,…

I will help both of you to speak,

The Lord did not merely assign their roles but promised His presence and aid in carrying them out. Moses and Aaron would stand before powerful opposition, yet their mission depended on God’s direction rather than natural ability.

Exo 7:1 The LORD answered Moses, “See, I have made you like God…
Mat 10:19-20 But when they hand you over, do not worry…
Luk 12:11-12 When you are brought before synagogues, rulers…

and I will teach you what to do.

God would guide both their words and their actions throughout the confrontation with Pharaoh and the deliverance of Israel. The work was to proceed according to His commands, not Moses’ or Aaron’s own judgment.

Exo 18:20 Teach them the statutes and laws, and show them the way…
Psa 32:8 I will instruct you and teach you the way you should go;…
Isa 48:17 Thus says the LORD your Redeemer, the Holy One of Israel…

He will speak to the people for you.

God answered Moses’ reluctance by appointing Aaron, his older brother, to speak publicly on his behalf. Aaron would stand with Moses before Israel and Pharaoh, giving voice to the commands God delivered through Moses.

Exo 7:2 You are to speak all that I command you,…
Deu 18:18 I will raise up for them a prophet like you…

He will be your spokesman,

Aaron served as Moses’ appointed representative, while Moses remained responsible for receiving and directing God’s message. Their partnership established the pattern by which God’s commands would be communicated during the confrontation with Pharaoh and the departure from Egypt.

Jer 15:19 Therefore this is what the LORD says: “If you return,…
Jer 1:9 Then the LORD reached out His hand, touched my mouth……

and it will be as if you were God to him.

Moses was not made divine, but he carried God’s authority in relation to Aaron. God spoke to Moses, Moses instructed Aaron, and Aaron conveyed the message to the people and to Pharaoh.

Exo 7:1 The LORD answered Moses, “See, I have made you like God…
Num 12:6-8 He said, “Hear now My words: If there is a prophet among you…

But take this staff in your hand

Moses’ shepherd’s staff became the visible instrument through which God would display His authority. Though ordinary in itself, it marked Moses as God’s chosen leader and would be used in the deliverance of Israel from Egypt.

Exo 7:15 Go to Pharaoh in the morning as you see him walking out.…
Exo 17:5 And the LORD said to Moses, “Walk on ahead of the people”…
Exo 14:16 And as for you, lift up your staff and stretch out your hand…

so you can perform signs with it.”

The signs would confirm Moses’ commission before Israel and Pharaoh, showing that the God of their fathers had sent him. Through the staff, God would confront Egypt’s power, reveal His presence, and lead His people toward freedom.

Exo 7:9-10 When Pharaoh tells you, ‘Perform a miracle,’…
Exo 7:20 Moses and Aaron did just as the LORD had commanded;…
Exo 8:5-6 And the LORD said to Moses, “Tell Aaron, ‘Stretch out…

Moses Leaves for Egypt

Then Moses went back to his father-in-law Jethro

After living in Midian for about forty years, Moses prepared to obey God’s command to return to Egypt. Jethro, also called Reuel, was the priest of Midian and Moses’ father-in-law.

Exo 2:21 Moses agreed to stay with the man, and he gave his daughter…
Exo 3:1 Meanwhile, Moses was shepherding the flock…
Exo 18:5-7 Moses’ father-in-law Jethro, along with Moses’ wife…

and said to him, “Please let me return to my brothers in Egypt

Moses identified himself with the Israelites, though he had been raised in Pharaoh’s household. He respectfully sought Jethro’s consent before leaving his family and responsibilities in Midian.

Act 7:23-24 When Moses was forty years old, he decided to visit…
Heb 11:24-26 By faith Moses, when he was grown, refused to be called…
Exo 2:11 One day, after Moses had grown up, he went out…

to see if they are still alive.”

Moses was concerned for his people, who remained under Egypt’s harsh oppression.

Gen 37:14 Then Israel told him, “Go now and see how your brothers…”…
Gen 43:27 He asked if they were well, and then he asked,…
Gen 45:3 Joseph said to his brothers, “I am Joseph!”…

“Go in peace,” Jethro replied.

Jethro released Moses with his blessing, supporting his departure for Egypt.

1Sa 1:17 “Go in peace,” Eli replied, “and may the God of Israel…
1Sa 20:42 And Jonathan said to David, “Go in peace.…
2Ki 5:19 “Go in peace,” said Elisha. But after Naaman had traveled…

Now the LORD had said to Moses in Midian,

While Moses lived in Midian after fleeing Egypt, the LORD continued to direct his life. Midian, east of the Sinai Peninsula, became the place where Moses moved from exile to preparation for the task God had appointed for him.

Exo 3:1-6 Meanwhile, Moses was shepherding the flock…
Act 7:30-33 After forty years had passed, an angel appeared…
Exo 3:12-15 “I will surely be with you,” God said, “and this will be…”…

“Go back to Egypt,

God commanded Moses to return to the land he had left in fear. Egypt was the center of Israel’s oppression, and Moses’ return marked the beginning of God’s deliverance of His people from slavery.

Act 7:34-36 I have indeed seen the oppression of My people in Egypt…
Exo 3:10 Therefore, go! I am sending you to Pharaoh…
Gen 46:3-4 “I am God,” He said, “the God of your father”…

for all the men who sought to kill you are dead.”

The danger that had driven Moses from Egypt had passed. God removed the immediate threat and assured Moses that he could return under His protection to carry out the mission entrusted to him.

Mat 2:20-21 Get up!” he said. “Take the Child and His mother…
Exo 2:15 When Pharaoh heard about this matter, he sought to kill…
Exo 2:23-25 After a long time, the king of Egypt died.…

So Moses took his wife and sons,

Zipporah and their children joined Moses as he left Midian in obedience to God’s command. Their presence shows that his return to Egypt involved his household as well as his own calling.

Exo 18:5 Moses’ father-in-law Jethro, along with Moses’ wife…
Exo 18:6 He sent word to Moses, “I, your father-in-law Jethro”…
Exo 18:2 After Moses had sent back his wife Zipporah,…

put them on a donkey,

The family traveled by ordinary means, carrying what they needed for the journey across the wilderness toward Egypt.

Gen 22:3 So Abraham got up early the next morning,…
1Sa 25:42 So Abigail hurried and got on a donkey, and attended by five…
Num 22:21 So in the morning Balaam got up, saddled his donkey…

and headed back to Egypt.

Moses returned to the land he had fled forty years earlier, now commissioned to confront Pharaoh and bring Israel out of slavery.

Act 7:34 I have indeed seen the oppression of My people in Egypt…
Exo 3:10-12 Therefore, go! I am sending you to Pharaoh…
Gen 46:5-7 Then Jacob departed from Beersheba, and the sons of Israel…

And he took the staff of God in his hand.

The shepherd’s staff, set apart by God for the signs Moses would perform, visibly marked the authority and power God had given him.

Exo 17:9-11 So Moses said to Joshua, “Choose some of our men…
Exo 7:15 Go to Pharaoh in the morning as you see him walking out.…
Exo 14:16 And as for you, lift up your staff and stretch out your hand…

The LORD instructed Moses,

God gave Moses clear direction as he prepared to return to Egypt and confront Pharaoh. The mission began with God’s authority and depended on His purpose, not Moses’ strength.

Exo 33:11 Thus the LORD would speak to Moses face to face, …
Num 12:6-8 He said, “Hear now My words: If there is a prophet among you…
Deu 34:10 Since that time, no prophet has risen in Israel…

“When you go back to Egypt,

Moses was returning to the nation where he had been raised and from which he had fled many years earlier. Egypt held Israel in slavery, and his return marked the beginning of their deliverance.

Exo 3:10 Therefore, go! I am sending you to Pharaoh…
Exo 3:18-20 The elders of Israel will listen to what you say,…
Act 7:35-36 Moses, whom they had rejected with the words…

see that you perform before Pharaoh all the wonders

Moses was to present the signs God had given him, including miracles that would reveal the LORD’s power over Pharaoh, Egypt, and its false gods. Pharaoh’s court would witness that Israel’s God alone ruled over creation and nations.

Exo 7:9-12 When Pharaoh tells you, ‘Perform a miracle,’…
Psa 135:9 He sent signs and wonders into your midst, O Egypt…
Deu 34:11 No prophet who did all the signs and wonders…

that I have put within your power.

The signs were entrusted to Moses by God; they did not arise from Moses’ own ability. God equipped His servant for the task He commanded him to carry out.

Exo 7:1-2 The LORD answered Moses, “See, I have made you like God…
Deu 34:12 and no prophet who performed all the mighty acts of power…
Act 7:36 He led them out and performed wonders and signs…

But I will harden his heart

Pharaoh would remain resolute in resisting God’s command. His hardened heart would expose the pride and rebellion already evident in his oppression of Israel while serving God’s plan to display His judgment and power.

Exo 7:3 But I will harden Pharaoh’s heart, and though I will…
Exo 10:1 Then the LORD said to Moses, “Go to Pharaoh…
Exo 14:4 And I will harden Pharaoh’s heart so that he will pursue…

so that he will not let the people go.

Pharaoh’s refusal would lead to the plagues and the final deliverance of Israel from Egypt. Through these events, God would fulfill His covenant promises and establish Israel as the people He redeemed.

Exo 10:27 But the LORD hardened Pharaoh’s heart…
Exo 8:32 But Pharaoh hardened his heart this time as well,…
Exo 5:2 But Pharaoh replied, “Who is the LORD that I should…

Then tell Pharaoh that this is what the LORD says:

God sends Moses to Pharaoh as His authorized messenger. Israel’s deliverance is not merely a political demand but the command of the sovereign God, who acts to fulfill His covenant promises to Abraham, Isaac, and Jacob.

Exo 5:1 After that, Moses and Aaron went to Pharaoh and said…
Exo 8:1 Then the LORD said to Moses, “Go to Pharaoh…
Exo 9:1 Then the LORD said to Moses, “Go to Pharaoh and tell him…”…

‘Israel is My firstborn son,

Israel holds a unique place among the nations as God’s chosen people. Like a firstborn son, the nation belongs to Him in a special covenant relationship and is under His fatherly care. Pharaoh’s oppression of Israel is therefore an offense against God Himself, setting the stage for His judgment on Egypt and His redemption of His people.

Jer 31:9 They will come with weeping, and by their supplication…
Hos 11:1 When Israel was a child, I loved him…
Exo 13:2 “Consecrate to Me every firstborn male. The firstborn”…

and I told you to let My son go so that he may worship Me.

Israel is God’s covenant people, called His son because of the unique relationship He established with the nation. Their release from Egypt was for the purpose of serving and worshiping the Lord, not simply gaining political freedom.

Exo 8:1 Then the LORD said to Moses, “Go to Pharaoh…
Hos 11:1 When Israel was a child, I loved him…
Exo 7:16 Then say to him, ‘The LORD, the God of the Hebrews,…

But since you have refused to let him go,

Pharaoh’s continued refusal was defiance against God’s direct command. By holding Israel in bondage, he opposed the Lord’s authority and brought judgment upon Egypt.

Exo 10:20 But the LORD hardened Pharaoh’s heart, and he would not…
Exo 9:35 So Pharaoh’s heart was hardened, and he would not let…
Exo 11:10 Moses and Aaron did all these wonders before Pharaoh…

behold, I will kill your firstborn son!’”

God warned Pharaoh of the final plague, the death of Egypt’s firstborn. As Pharaoh had oppressed God’s firstborn son, Israel, Egypt’s firstborn would fall under judgment. The Passover that followed provided deliverance for Israel and pointed forward to Christ, the true Passover sacrifice.

Exo 11:5 every firstborn son in the land of Egypt will die…
Exo 12:12 On that night I will pass through the land of Egypt…
Exo 12:29 Now at midnight the LORD struck down every firstborn male…

Now at a lodging place along the way,

Moses and his family paused during their journey from Midian to Egypt. The interruption came as he was returning to carry out the mission God had given him.

Gen 28:11-12 On reaching a certain place, he spent the night there…
Gen 32:1-2 Jacob also went on his way, and the angels of God met him.…

the LORD met Moses

God confronted Moses personally, revealing that an unresolved matter within his household could not be ignored as he prepared to lead Israel.

Exo 3:4-6 When the LORD saw that he had gone over to look,…
Jdg 6:11-24 Then the angel of the LORD came and sat down…

and was about to kill him.

Moses had apparently failed to circumcise his son, neglecting the covenant sign required of Abraham’s descendants. Zipporah acted quickly to circumcise the child, and the danger passed. The event shows that the leader chosen to confront Pharaoh had to submit to God’s covenant commands himself.

Gen 17:14 But if any male is not circumcised, he will be…
Jos 5:2-9 At that time the LORD said to Joshua, “Make flint knives…
Num 22:31-35 Then the LORD opened Balaam’s eyes, and he saw…

But Zipporah took a flint knife,

Moses’ Midianite wife acted quickly when the Lord confronted him on the journey to Egypt. Flint knives were commonly used for circumcision and suited the sacred act.

Jos 5:2-3 At that time the LORD said to Joshua, “Make flint knives…
Jos 5:7 And He raised up their sons in their place…
Jos 5:8 And after all the nation had been circumcised,…

cut off her son’s foreskin,

Circumcision marked Abraham’s descendants as members of God’s covenant people. Moses had apparently failed to apply this command to his son, placing his household in disobedience as he prepared to lead Israel.

Gen 17:10-13 This is My covenant with you and your descendants after you,…
Lev 12:3 And on the eighth day the flesh of the boy’s foreskin……
Exo 12:48 If a foreigner resides with you and wants to celebrate…

and touched it to Moses’ feet.

Zipporah’s action applied the blood of circumcision to Moses, acknowledging the covenant requirement and turning away the immediate judgment against him.

Exo 29:20 Slaughter the ram, take some of its blood,…
Exo 12:13 The blood on the houses where you are staying…
Heb 9:22 According to the law, in fact, nearly everything…

“Surely you are a bridegroom of blood to me,” she said.

Zipporah’s words express the severe cost of this moment. Through the blood of her son’s circumcision, Moses was preserved and restored to obedience to the covenant God had given Abraham.

Gen 17:14 But if any male is not circumcised, he will be…
Exo 24:8 So Moses took the blood, splattered it on the people…
Hos 2:19-20 So I will betroth you to Me forever;…

So the LORD let him alone.

Zipporah’s immediate circumcision of their son removed the covenant violation that had brought Moses under divine judgment. Circumcision marked Abraham’s descendants as members of God’s covenant people, and Moses could not lead Israel while neglecting this command within his own household. Her action preserved Moses’ life and showed that God required obedience from the man chosen to confront Pharaoh.

Exo 32:14 So the LORD relented from the calamity He had threatened…
Num 25:11 Phinehas son of Eleazar, the son of Aaron the priest,…
Psa 106:30 But Phinehas stood and intervened, and the plague…

(When she said, “bridegroom of blood,”

Zipporah’s words express the grave cost and urgency of the circumcision. Moses had become, in her view, a “bridegroom of blood” because the shedding of blood in circumcision had averted God’s judgment against him and restored covenant faithfulness within their family.

Exo 24:8 So Moses took the blood, splattered it on the people…
Heb 13:20 Now may the God of peace, who through the blood…
Heb 9:22 According to the law, in fact, nearly everything…

she was referring to the circumcision.)

The parenthetical explanation connects her words directly to the rite she had performed. Circumcision remained the visible sign of Israel’s covenant identity, setting Abraham’s descendants apart for the Lord.

Gen 17:11-14 You are to circumcise the flesh of your foreskin,…
Jos 5:2-5 At that time the LORD said to Joshua, “Make flint knives…
Lev 12:3 And on the eighth day the flesh of the boy’s foreskin……

The People Believe Moses and Aaron

Meanwhile, the LORD had said to Aaron,

God directed Aaron independently, showing His sovereign oversight of both brothers as He prepared them for Israel’s deliverance. Aaron was chosen to stand alongside Moses, whose reluctance to speak had led God to appoint his brother as his spokesman.

Num 18:1 So the LORD said to Aaron, “You and your sons…
Lev 10:8 Then the LORD said to Aaron,
Exo 12:1 Now the LORD said to Moses and Aaron in the land of Egypt,

“Go and meet Moses in the wilderness.”

Aaron obeyed and traveled into the wilderness, where Moses had encountered God at the burning bush and received his commission. Their meeting united the men God had appointed for the confrontation with Pharaoh.

Exo 3:1 Meanwhile, Moses was shepherding the flock…
Exo 19:2 After they had set out from Rephidim, they entered…
1Sa 25:20 As Abigail came riding her donkey into a mountain ravine,…

So he went and met Moses at the mountain of God

They met at Horeb, the sacred mountain where God had revealed Himself to Moses. The site would later become central to Israel’s covenant relationship with the LORD.

Exo 18:5 Moses’ father-in-law Jethro, along with Moses’ wife…
1Ki 19:8 So he got up and ate and drank. And strengthened by that food…

and kissed him.

The brothers greeted one another with affection and peace. Their reunion marked the beginning of their shared leadership in bringing God’s message to Israel and Egypt.

Gen 33:4 Esau, however, ran to him and embraced him…
Gen 29:13 When Laban heard the news about his sister’s son Jacob,…
1Sa 20:41 Then he and Jonathan kissed each other and wept together…

And Moses told Aaron everything the LORD had sent him to say,

Moses faithfully relayed God’s instructions to Aaron, preparing him for his appointed role as spokesman before Israel and Pharaoh. Their cooperation joined Moses’ divine commission with Aaron’s ability to speak publicly, establishing the leadership through which God would confront Egypt and deliver His people.

Exo 24:3 When Moses came and told the people all the words…
Exo 7:1-2 The LORD answered Moses, “See, I have made you like God…
Deu 18:18-19 I will raise up for them a prophet like you…

and all the signs He had commanded him to perform.

Moses also showed Aaron the miracles God had given as confirmation of His authority. The staff becoming a serpent, the afflicted and restored hand, and water turned to blood demonstrated that the God of Israel ruled over creation and would act decisively against Pharaoh’s power.

Exo 7:9-10 When Pharaoh tells you, ‘Perform a miracle,’…
Exo 7:19-20 Take your staff and stretch out your hand…
Deu 34:11-12 No prophet who did all the signs and wonders…

Then Moses and Aaron went

In obedience to God’s command, Moses and Aaron went to Egypt. Moses had been appointed to lead Israel out of slavery, and Aaron served as the spokesman God provided. Their return marked the beginning of God’s direct intervention on behalf of His people.

Exo 5:1 After that, Moses and Aaron went to Pharaoh and said…
Exo 7:10 So Moses and Aaron went to Pharaoh and did…
Exo 10:3 So Moses and Aaron went to Pharaoh and told him,…

and assembled all the elders of the Israelites,

Moses and Aaron assembled the elders of Israel, the recognized leaders of the Hebrew families. Before confronting Pharaoh, they presented God’s message to those responsible for guiding the people. The elders’ support helped prepare the nation to receive Moses’ leadership and the promised deliverance.

Exo 12:21 Then Moses summoned all the elders of Israel…
Deu 31:28 Assemble before me all the elders of your tribes…
Jos 24:1 Then Joshua assembled all the tribes of Israel at Shechem.…

and Aaron relayed everything the LORD had said to Moses.

Aaron spoke publicly on Moses’ behalf, presenting the Lord’s command to Israel’s elders. Though Moses had resisted his calling because of his fear of speaking, God provided Aaron as his spokesman. Their cooperation established Moses’ authority and prepared the people to hear God’s promise of deliverance from Egypt.

Exo 7:1-2 The LORD answered Moses, “See, I have made you like God…
Deu 18:18-19 I will raise up for them a prophet like you…
Jer 26:2 This is what the LORD says: Stand in the courtyard…

And Moses performed the signs before the people,

Moses demonstrated the signs God had given him: the staff becoming a serpent, his hand becoming diseased and restored, and water turning to blood. These acts confirmed that the Lord had appeared to Moses and had sent him to lead Israel out of bondage.

Psa 105:27 They performed His miraculous signs among them,…
Deu 29:2-3 Moses summoned all Israel and proclaimed to them,…
Act 7:36 He led them out and performed wonders and signs…

and they believed.

Moses and Aaron’s message, confirmed by the signs, persuaded the elders that God had begun to act for Israel’s deliverance.

Exo 14:31 When Israel saw the great power that the LORD had exercised…
Psa 106:12 Then they believed His promises and sang His praise.
Jhn 2:23 While He was in Jerusalem at the Passover Feast,…

And when they heard that the LORD had attended to the Israelites

They recognized that the God of their fathers had not forgotten His covenant or abandoned them in Egypt.

Exo 3:16 Go, assemble the elders of Israel and say to them,…
Rut 1:6 When Naomi heard in Moab that the LORD had attended…
Luk 1:68 Blessed be the Lord, the God of Israel,…

and had seen their affliction,

Their long oppression was fully known to God, who had appointed Moses to lead them out of slavery.

Deu 26:7 So we called out to the LORD, the God of our fathers;…
Exo 3:7 The LORD said, “I have indeed seen the affliction…
Psa 106:44 Nevertheless He heard their cry; He took note…

they bowed down and worshiped.

The elders responded with humility and reverence, acknowledging God’s authority and His promised deliverance.

Exo 12:27 It is the Passover sacrifice to the LORD,…
Gen 24:26 Then the man bowed down and worshiped the LORD,
2Ch 20:18 Then Jehoshaphat bowed facedown, and all the people of Judah…
