Manna and Quail from Heaven

On the fifteenth day of the second month

Israel had been out of Egypt for about one month. The early joy of deliverance now gave way to the practical hardships of travel through an arid land, where food and water could not be secured by ordinary means.

Their departure remained the defining act of God’s deliverance of His people from slavery. The wilderness journey would reveal both God’s faithfulness and Israel’s need to learn dependence on Him.

the whole congregation of Israel

The nation traveled as one covenant people, including families, elders, and children. Their trials and God’s provision were shared by the entire community, not merely by its leaders.

set out from Elim

Elim had provided rest, fresh water, and shade after earlier difficulties. Israel could not remain there, however, because God was leading them onward toward Sinai.

and came to the Desert of Sin,

This wilderness lay along the route to Sinai and became the setting for Israel’s first major crisis over food. There God would provide manna and quail, demonstrating His care for the people He had redeemed.

Israel was approaching the mountain where God would establish His covenant with them and give His law. The journey from Egypt to Sinai prepared the nation to live under His rule.

And there in the desert

Israel had entered the wilderness between Elim and Sinai, a barren region where food and water were scarce. Their journey from Egypt was forming them into the people God had redeemed and brought into covenant with Himself.

the whole congregation of Israel

The complaint was widespread, involving the assembled nation rather than a small group. Israel’s shared deliverance also meant a shared responsibility to trust the Lord’s guidance and provision.

grumbled against Moses and Aaron.

The people directed their dissatisfaction toward the leaders God had appointed, though their complaint ultimately questioned God’s care for them. This pattern of unbelief would repeatedly threaten Israel’s obedience during the wilderness journey.

“If only we had died by the LORD’s hand in the land of Egypt!” they said.

Fear quickly erased the memory of God’s deliverance from Egypt. Though they had seen His judgments on Egypt and His protection at the Red Sea, they preferred the familiarity of slavery to the uncertainty of the wilderness.

“There we sat by pots of meat and ate our fill of bread,

Their recollection of Egypt was selective. They remembered food but ignored the oppression, forced labor, and cruel treatment from which the LORD had rescued them.

but you have brought us into this desert

The wilderness was the route God had appointed for Israel and the setting in which He would teach them dependence upon Him. Their complaint treated Moses and Aaron as though they had acted on their own rather than under God’s command.

to starve this whole assembly to death!”

The accusation revealed distrust of God’s care for the nation He had redeemed. The LORD would answer their hunger by providing manna, showing that He was able to sustain the entire assembly.

Then the LORD said to Moses,

God continued to direct Israel through Moses, whom He had appointed to lead the people from Egypt and convey His commands during their journey in the wilderness.

“Behold, I will rain down bread from heaven for you.

God promised a miraculous supply of manna, meeting the needs of the nation where ordinary food could not be obtained. Its heavenly source showed that Israel’s survival depended on the LORD rather than the resources of the desert.

Each day the people are to go out and gather enough for that day.

The people were to receive and collect God’s provision according to His command, trusting Him to supply what was needed each morning rather than storing food for their own security.

In this way I will test whether or not they will follow My instructions.

The manna would reveal whether Israel would obey God in daily matters. Their response would expose whether they trusted the LORD who had delivered them and would prepare them for life under His covenant commands.

Then on the sixth day,

Israel was to prepare for the Sabbath, the seventh day set apart by God as a day of rest. The command taught the people to order their work around God’s pattern and to trust Him to provide for their needs.

when they prepare what they bring in,

The manna gathered that day was to be prepared in advance. God’s provision did not remove Israel’s responsibility; they were to gather, prepare, and obey according to His instruction.

The double portion ensured that no gathering was necessary on the Sabbath. Unlike manna kept overnight on other days, the sixth-day supply remained good through the Sabbath, confirming God’s faithfulness and reinforcing the holiness of the day.

So Moses and Aaron said to all the Israelites,

Moses and Aaron addressed the entire congregation as God’s appointed leaders. Israel’s journey required the people to receive God’s instruction together and respond as one nation.

Before nightfall, God would provide a visible answer to their complaints. The coming provision would show that He had heard them and remained present with them in the wilderness.

that it was the LORD who brought you out of the land of Egypt,

The Lord, not Moses or Aaron, had delivered Israel from Egypt. Their rescue from slavery was the work of the covenant God who had acted with power and continued to provide for them.

When manna appeared with the morning dew, Israel would witness God’s visible faithfulness in providing food for the nation in the wilderness. His glory revealed His active presence among them and His power to sustain them day by day.

Israel’s complaints over food were directed beyond Moses and Aaron to the LORD who had delivered them from Egypt and led them through the sea. Yet God answered their unbelief with provision, supplying bread from heaven rather than abandoning them.

Moses and Aaron refused to present themselves as the source of Israel’s provision or as the true object of their complaints. They were God’s servants, carrying out His commands; the nation’s discontent therefore exposed its resistance to the LORD’s rule and care.

And Moses added,

Moses continued to speak as God’s appointed leader, making clear that the coming provision was from the LORD rather than from Moses or Aaron.

“The LORD will give you meat to eat this evening

That evening God would send quail into the camp, supplying meat for the people who had complained about food in the wilderness.

Who are we?

Moses and Aaron refused to claim credit or accept blame for what belonged to God’s rule and provision.

Your grumblings are not against us but against the LORD.”

Though the people spoke against their human leaders, their discontent was ultimately rebellion against the LORD who had appointed them and cared for Israel.

Then Moses said to Aaron,

Moses relayed God’s command through Aaron, who addressed the people on his behalf.

“Tell the whole congregation of Israel,

All Israel was summoned, for the matter concerned the entire camp and not merely its leaders.

‘Come before the LORD,

The people were to assemble before the LORD’s manifested presence in the wilderness.

Their complaints against Moses and Aaron were ultimately complaints against God, yet He would answer by providing for their needs.

And as Aaron was speaking to the whole congregation of Israel,

Aaron addressed the Israelites after their complaints about food in the wilderness. As Moses’ brother and appointed spokesman, he conveyed the Lord’s response to the people, who were still learning to depend on God after their deliverance from Egypt.

The cloud that had guided Israel from Egypt visibly marked the Lord’s presence among them, shielding and directing the nation during their journey.

As Israel’s appointed leader, Moses received God’s words and conveyed His provision and commands to the people.

“I have heard the grumbling of the Israelites.

God was fully aware of Israel’s complaints and did not ignore their hardship. Their distrust followed soon after the deliverance from Egypt, revealing how quickly fear and hunger could overshadow the evidence of God’s power and care.

Tell them, ‘At twilight you will eat meat,

God answered their immediate need by promising quail in the evening. The arrival of the birds at the appointed time and in sufficient number showed that their provision was under His command.

and in the morning you will be filled with bread.

Manna would appear each morning as God’s daily provision for the nation during its wilderness journey. Israel would have enough for each day, learning that their survival depended on God rather than on stored resources or human planning.

That evening quail came and covered the camp,

God supplied meat for Israel in the wilderness after their complaints about food. Migrating quail regularly passed through the Sinai region, yet their arrival in such overwhelming numbers at the needed time displayed God’s direct care for His people. The evening provision also recalls the timing of the Passover sacrifice and points forward to Christ’s sacrificial provision for those who trust Him.

and in the morning there was a layer of dew around the camp.

The dew prepared the ground for the manna that would appear with it each morning. God provided this bread from heaven daily throughout Israel’s wilderness journey, teaching the nation to depend on Him rather than storing up for the future. Its fresh appearance each day testified to the constancy of God’s mercy and anticipated Christ, the true bread from heaven who gives life to His people.

When the layer of dew had evaporated,

When the Israelites saw it,

Israel had recently left Egypt and entered the wilderness, where daily survival depended on the Lord’s care. The unfamiliar food appeared in a setting where no natural source could explain its supply.

they asked one another, “What is it?”

They did not recognize what lay before them and responded with uncertainty. The name manna came from their question and remained associated with the food God provided throughout their wilderness journey.

For they did not know what it was.

This is what the LORD has commanded:

Israel’s daily gathering of manna rested on God’s direct command. Having delivered them from Egypt, He was teaching the nation to live under His rule and depend on His provision in the wilderness.

‘Each one is to gather as much as he needs.

Every household was to receive enough for its members, without hoarding or neglect. The daily supply required faith that God would provide again on the following day.

You may take an omer for each person in your tent.’”

The omer provided a clear standard for distribution, ensuring that each person had an adequate share. God’s provision extended to the whole household, establishing order and equity among the people.

Some gathered more,

Families and individuals gathered according to their needs and ability. God’s provision was sufficient for the whole camp, preventing abundance for some while others lacked.

and some less.

Though the amounts collected differed, each household received enough. The manna demonstrated God’s faithful care for every Israelite during their journey from Egypt to the promised land.

Those who collected more did not keep a surplus once the manna was distributed according to need.

Moses delivered the Lord’s instructions to Israel as God’s appointed leader and prophet. Through him, the people received direction for their life in the wilderness and learned that provision and obedience came from the God who had redeemed them from Egypt.

“No one may keep any of it

Each household was to gather only enough manna for the day. The command restrained fear-driven hoarding and required Israel to depend on the Lord’s continued provision rather than stored supplies.

until morning.”

Keeping manna overnight would violate God’s direct command and demonstrate distrust of His promise to provide again the next day. The daily gathering also preserved fairness within the camp, since every person received what was needed for that day.

But they did not listen to Moses;

Although Moses had clearly delivered God’s command, some Israelites disregarded it. Their refusal exposed a continuing struggle to trust the Lord’s care during the wilderness journey.

some people left part of it until morning,

God supplied manna each day and instructed the people to gather only what was needed. Keeping it overnight showed an attempt to secure tomorrow’s provision apart from God’s word.

and it became infested with maggots and began to smell.

The spoiled manna visibly demonstrated the result of disobedience. What God had provided for nourishment became unusable when preserved against His command.

So Moses was angry with them.

Moses was responsible for leading Israel according to God’s instructions, and their disregard for the command hindered the order and trust God required among His people.

Every morning

Israel gathered manna according to God’s command, learning day by day that their food came from Him during their wilderness journey. The regular provision trained the people to depend on God rather than store up security for themselves.

each one gathered as much as was needed,

God supplied enough for every household. No one was meant to lack, and no one could claim an advantage by gathering beyond what the household required.

and when the sun grew hot,

Manna had to be gathered early, before the heat of the day. God’s provision came with clear instructions, requiring the people’s prompt obedience.

it melted away.

What remained on the ground disappeared in the sun, preventing Israel from treating manna as a permanent resource. Their daily bread reminded them that God alone sustained them in the wilderness.

The Sabbath Observed

On the sixth day,

Moses delivered God’s command to Israel as the Lord’s appointed mediator. The instruction came with divine authority and directed the people’s conduct in the wilderness.

‘Tomorrow is to be a day of complete rest,

The seventh day was to be free from the normal labor of gathering and preparing manna. Israel’s rest followed the pattern established at creation and taught the people to depend on God’s daily provision.

a holy Sabbath to the LORD.

The Sabbath belonged to the Lord and was set apart for Him. Its observance marked Israel as a covenant people who trusted the God who had delivered and sustained them.

So bake what you want to bake, and boil what you want to boil.

Food for the Sabbath was to be prepared on the sixth day. God provided a double portion of manna so that no gathering or ordinary food preparation would be necessary on the day of rest.

Unlike manna kept on other nights, the portion reserved for the Sabbath did not spoil. The preserved manna confirmed that God Himself had ordered the Sabbath and would faithfully provide for His people.

So they set it aside until morning as Moses had commanded,

Israel obeyed the instruction to preserve the extra manna gathered on the sixth day for the Sabbath. Their obedience showed trust that God would provide for them without their labor on the day He had set apart for rest.

Unlike manna kept overnight on other days, the Sabbath portion did not spoil. God preserved it as He had promised, confirming both His care for Israel and the holiness of the Sabbath.

“Eat it today,” Moses said,

The manna gathered on the sixth day had been preserved for the Sabbath, unlike portions kept on other days. God had provided enough for Israel’s needs and instructed the people to receive it according to His command.

The Sabbath was set apart for rest and worship. Israel was not to gather food on that day, learning that obedience to God included resting in the provision He had already supplied.

Today you will not find anything in the field.

No manna appeared on the Sabbath because God had given a double portion the previous day. The absence of manna confirmed both the holiness of the Sabbath and God’s faithfulness to provide for His people.

For six days you may gather,

God provided manna each morning for Israel’s daily food in the wilderness. Their labor in gathering it followed the pattern established at creation: six days of work followed by a day of rest. The provision required diligence, yet it also taught the people that their survival depended on God.

but on the seventh day, the Sabbath,

“But on the seventh day, the Sabbath, there will be none” (Ex. 16:26) emphasizes that manna would not appear on the day God had set apart for rest. Israel was to prepare on the sixth day and trust God’s provision, demonstrating that their life was ordered by obedience to his commands rather than continual labor.

No manna appeared on the Sabbath, confirming God’s word and testing Israel’s willingness to obey. The absence of food on that day made clear that rest was not neglect of need but confidence in God’s provision. Manna also pointed beyond itself to the greater sustenance God would provide through Christ, the Bread of Life.

Yet on the seventh day

God had designated the seventh day as a Sabbath, a day of rest patterned after His rest at creation. He had already provided a double portion of manna on the sixth day so that Israel would not need to gather food.

Some ignored God’s command and sought manna as on the other days. Their actions showed distrust of the provision already given and disregard for the Sabbath rest He required.

but they did not find anything.

No manna appeared on the Sabbath, exactly as God had said. The empty ground confirmed that His provision was sufficient and that obedience to His command was not optional.

Then the LORD said to Moses,

God addressed Moses as the leader responsible for conveying His will to Israel. The people’s conduct in the wilderness was not merely a matter of hardship or misunderstanding; it concerned their response to God’s direct commands.

“How long will you refuse

Israel had already seen God provide manna each morning and preserve a double portion before the Sabbath. Yet some continued to gather on the seventh day, revealing an ongoing unwillingness to trust His provision and submit to His order.

to keep My commandments and instructions?

God’s commands concerning manna and the Sabbath were clear and practical, testing whether Israel would live by His word. Their disobedience exposed the same resistance that would repeatedly trouble the nation during its journey to the promised land.

Understand that the LORD has given you the Sabbath;

God established the Sabbath at creation as a day of rest after His work was complete. For Israel, it marked their covenant relationship with Him and taught them to depend on His provision rather than their own labor.

that is why on the sixth day He will give you bread for two days.

The double portion of manna showed that God would sustain His people when they obeyed His command. Manna normally spoiled if kept overnight, but the portion gathered before the Sabbath remained fresh by God’s power.

On the seventh day, everyone must stay where he is;

Israel was to cease gathering manna and ordinary labor. The day was set apart from the demands of daily survival so that the people would rest under God’s care.

The command prevented Sabbath travel for gathering food and guarded the day from becoming like any other workday. Israel’s rest pointed beyond itself to the lasting rest God gives His people.

So the people

Israel obeyed the Lord’s command concerning the Sabbath after He had provided manna in the wilderness. Their rest marked them as God’s covenant people, dependent on His provision rather than their own labor.

The Jar of Manna

Now the house of Israel called the bread manna.

Israel named the daily food God supplied in the wilderness after leaving Egypt manna, from the Hebrew phrase man hu, meaning “What is it?” Its unfamiliar appearance underscored that it was not an ordinary crop or natural provision, but God’s direct answer to the people’s need.

It was white like coriander seed

The small, pale substance could be gathered from the ground each morning. Its appearance set it apart from the usual food known to the Israelites and marked it as a distinct provision for their journey.

and tasted like wafers made with honey.

Manna was pleasant and nourishing, sustaining Israel throughout their wilderness years. Its sweetness displayed God’s generosity while teaching the nation to depend on Him for daily bread. It also anticipates Christ, the true bread of life who gives lasting spiritual nourishment.

The order came from Yahweh, not from Moses, and carried the authority of Israel’s covenant God.

‘Keep an omer of manna

An omer, roughly two quarts, was to be set aside from the food God had supplied daily in the wilderness.

for the generations to come,

This memorial provided visible evidence that God sustained Israel throughout the years when the nation could not provide for itself.

The manna belonged to the larger account of God’s deliverance from slavery and His faithful provision on the way to the Promised Land. It also anticipates Christ, the bread of life, who gives eternal life to those who believe in Him.

So Moses told Aaron,

Moses passed on the Lord’s instruction to Aaron, who would later serve as Israel’s high priest.

“Take a jar and fill it with an omer of manna.

An omer was the daily portion gathered by one person, about two liters. The manna preserved in the jar represented the food God supplied for Israel throughout their wilderness journey.

Then place it before the LORD

Aaron was to set it apart in the Lord’s presence as a sacred act of dedication, where it would be kept in a holy place, possibly near the Ark of the Covenant, with the sacred testimony of God’s covenant with Israel.

to be preserved for the generations to come.”

The jar of manna remained as a memorial of God’s provision during the forty years in the wilderness, preserving the event for Israel’s descendants.

And Aaron placed it in front of the Testimony,

Aaron carried out the command concerning the jar of manna, placing it before the covenant tablets associated with the ark. The manna stood as a permanent memorial of the LORD’s provision for Israel in the wilderness and of His presence among His people.

to be preserved

The jar was kept for future generations, bearing witness that Israel had been sustained by God during the forty years in the wilderness. Its preservation joined the manna to the covenant record kept in the sanctuary.

Aaron’s action followed the instruction given through Moses, showing the ordered obedience required in Israel’s worship and covenant life.

The Israelites ate manna forty years,

God sustained Israel throughout the entire wilderness journey, from their departure from Egypt until they entered the land promised to their fathers. The forty years included judgment for unbelief as well as God’s continued care for the nation.

until they came to a land where they could settle;

Manna was given for Israel’s life in the wilderness, where they had no fields or harvests. Their arrival in Canaan marked the beginning of settled life in a fertile land God had prepared for them.

The provision continued without failure until Israel reached Canaan’s boundary. Once they began to eat the produce of the land, the manna ceased, showing that God’s purpose for it had been fully accomplished.

(Now an omer

An omer was the daily portion of manna gathered for each person in Israel’s wilderness camp, providing enough for every household. According to Exodus 16:36, an omer was one-tenth of an ephah.
