Isaiah 44
Berean Study Bible

The LORD Has Chosen Israel

But now listen,

After rebuking Israel for idolatry and sin, the Lord turns to address His people with assurance. Judgment has not canceled His covenant purposes.

Isa 46:3 Listen to Me, O house of Jacob, all the remnant…
Psa 50:7 Hear, O My people, and I will speak, O Israel,…

O Jacob My servant,

Jacob represents the nation descended from the patriarch. Though Israel had often been unfaithful, God still identifies the people as His servants, set apart to carry His purposes in the world.

Isa 41:8-9 But you, O Israel, My servant, Jacob, whom I have chosen,…
Jer 30:10 As for you, O Jacob My servant, do not be afraid…

Israel, whom I have chosen.

Israel’s place among the nations rests on God’s choice and His covenant promises to Abraham, Isaac, and Jacob. Their election was an act of grace and bound them to a distinct calling under the Lord.

Psa 135:4 For the LORD has chosen Jacob as His own,…
Deu 14:2 for you are a people holy to the LORD your God.…

This is the word of the LORD, your Maker,

Israel’s covenant God speaks as the Creator and rightful ruler of His people. He made the nation according to His purpose and remains sovereign over its future.

Deu 32:6 Is this how you repay the LORD, O foolish and senseless…
Psa 95:6 O come, let us worship and bow down; let us kneel…
Psa 100:3 Know that the LORD is God. It is He who made us,…

who formed you from the womb

Israel’s existence began in God’s design, from the calling of Abraham through the birth and growth of the nation. Like a craftsman shaping his work, God knows His people and directs their history.

Jer 1:5 Before I formed you in the womb I knew you…
Psa 139:13 For You formed my inmost being; You knit me together…
Job 31:15 Did not He who made me in the womb also make them?…

and who will help you:

Though Israel faced weakness, exile, and hostile powers, the Lord pledged His sustaining presence. Their security rested in His faithfulness rather than their strength.

Deu 33:26 There is none like the God of Jeshurun…
Psa 121:1-2 A song of ascents. I lift up my eyes to the hills.…
Psa 46:1 For the choirmaster. Of the sons of Korah.…

“Do not be afraid, O Jacob My servant,

Jacob stands for Israel, the descendants of the patriarch whom God renamed Israel. As the Lord’s servant, the nation was set apart to belong to Him and carry out His purposes among the nations.

Jer 30:10 As for you, O Jacob My servant, do not be afraid…
Isa 41:8-10 But you, O Israel, My servant, Jacob, whom I have chosen,…
Deu 31:6 Be strong and courageous; do not be afraid or terrified…

Jeshurun, whom I have chosen.

Jeshurun is an affectionate, poetic name for Israel, meaning “upright one,” presenting the people as those called to uprightness before God. Their chosen status came from God’s covenant love and purpose, not from any superiority of their own.

Deu 33:5 So the LORD became King in Jeshurun when…
Deu 32:15 But Jeshurun grew fat and kicked—becoming fat…
Isa 43:10 “You are My witnesses,” declares the LORD…

For I will pour water on the thirsty land,

God promises restoration to His people using the familiar picture of rain falling on parched ground. In a land where drought brought hardship and threatened survival, abundant water meant renewed life, fruitfulness, and security. The image points beyond physical provision to God’s power to revive those who have been brought low.

Isa 41:17-18 The poor and needy seek water, but there is none;…
Psa 107:35 He turns a desert into pools of water…
Isa 35:6-7 Then the lame will leap like a deer, and the mute tongue…

and currents on the dry ground.

Rather than a small supply, God promises overflowing streams. Dry wadis could suddenly become flowing channels after rain, transforming barren terrain. His restoration would be complete and unmistakable.

Isa 43:19 Behold, I am about to do something new; even now it is coming.…
Psa 65:9-10 You attend to the earth and water it; with abundance…
Ezk 47:8-9 This water flows out to the eastern region…

I will pour out My Spirit on your descendants,

The water imagery explains the spiritual renewal God would bring to Israel’s future generations. His Spirit would be given in abundance, producing life, obedience, and renewed fellowship with Him. This promise was fulfilled in the outpouring of the Holy Spirit and extends to all who belong to Christ.

Jol 2:28-29 And afterward, I will pour out My Spirit on all people.…
Ezk 39:29 And I will no longer hide My face from them,…
Act 2:17-18 In the last days, God says, I will pour out My Spirit…

and My blessing on your offspring.

God’s covenant faithfulness would continue beyond the present generation. His blessing includes His favor, protection, and the spiritual inheritance of those who know Him, assuring Israel that His purposes would not fail.

Gen 17:7-8 I will establish My covenant as an everlasting covenant…
Deu 7:13-14 He will love you and bless you and multiply you.…
Psa 103:17-18 But from everlasting to everlasting the loving devotion…

They will sprout among the grass

God promises that the descendants of Israel will multiply and flourish under His blessing. After seasons of weakness and judgment, He will bring renewed life to His people.

Psa 72:16 May there be an abundance of grain in the land;…

Like trees sustained by abundant water, Israel will be established, nourished, and fruitful through God’s continuing provision.

Psa 1:3 He is like a tree planted by streams of water,…
Jer 17:8 He is like a tree planted by the waters…

A future generation will openly identify with Yahweh, rejecting the idolatry that had repeatedly drawn Israel away from Him.

Israel’s name, meaning “God prevails,” will become a badge of covenant identity for those gathered to the Lord, including people from beyond the natural descendants of Jacob.

Isa 41:10 Do not fear, for I am with you; do not be afraid…

Deu 32:31 For their rock is not like our Rock, even our enemies…

All makers of idols are nothing,

Idol craftsmen produce objects that have no divine life, power, or authority, highlighting the futility and insignificance of their work. Israel lived among nations that fashioned gods from wood, stone, and metal, yet such images remained dependent on human hands for their existence and care.

Jer 10:14-16 Every man is senseless and devoid of knowledge;…
Psa 115:4-8 Their idols are silver and gold, made by the hands of men.…
Hab 2:18-19 What use is an idol, that a craftsman should carve it…

and the things they treasure are worthless.

Though idols could be overlaid with gold, silver, or costly materials, their outward value could not make them able to save, guide, or protect. What idolaters prized would ultimately prove empty.

Jer 16:19-20 O LORD, my strength and my fortress, my refuge…
1Sa 12:21 Do not turn aside after worthless things…
1Co 8:4 So about eating food sacrificed to idols:…

Their witnesses fail to see or comprehend,

Those who defended idol worship could not recognize the contradiction of trusting what human beings had made. Their blindness was spiritual as well as moral, leaving them unable to acknowledge the Lord as the Creator and sovereign God.

Mat 13:14-15 In them the prophecy of Isaiah is fulfilled:…
Deu 29:4 Yet to this day the LORD has not given you…
2Co 4:4 The god of this age has blinded the minds of unbelievers,…

so they are put to shame.

When idols failed in the day of need, their worshipers were exposed as having trusted in powerless objects. Their disgrace stood in contrast to the faithfulness of the Lord, who alone can deliver His people.

Isa 45:16-17 They will all be put to shame and humiliated;…
Psa 97:7 All worshipers of images are put to shame…
Isa 42:17 But those who trust in idols and say to molten images,…

Who fashions a god

Isaiah exposes the absurdity of a person making an object and then treating it as divine. Nations surrounding Israel commonly produced images of their gods from wood, stone, and precious metals, but such gods existed only because human hands created them.

Isa 46:6 They pour out their bags of gold and weigh out silver…
Jer 10:14 Every man is senseless and devoid of knowledge;…
Psa 115:4 Their idols are silver and gold, made by the hands of men.

or casts an idol

Metal idols required craftsmen, tools, fuel, and costly materials. Though worshipers regarded them as representations of spiritual powers, they could neither speak, move, nor act apart from those who made and carried them.

Isa 40:19 To an idol that a craftsman casts and a metalworker…
Jer 10:9 Hammered silver is brought from Tarshish,…
Exo 32:4 He took the gold from their hands, and with an engraving…

which profits him nothing?

An idol cannot protect its maker, forgive sin, reveal truth, or deliver in judgment. Trust placed in a created object is empty because the true God alone is Creator, ruler, and Savior.

Hab 2:18 What use is an idol, that a craftsman should carve it…
Jer 2:11 Has a nation ever changed its gods? (Yet they are not gods…)…
1Sa 12:21 Do not turn aside after worthless things…

Behold, all his companions will be put to shame,

Those who join in making, promoting, or worshiping idols will share in their failure. Their devotion to objects made by human hands will be exposed as empty when God brings judgment.

Isa 42:17 But those who trust in idols and say to molten images,…
Isa 45:16 They will all be put to shame and humiliated;…
Psa 97:7 All worshipers of images are put to shame…

for the craftsmen themselves are only human.

Idol makers may possess skill, but they remain mortal and powerless. They cannot give life, authority, or divine power to the images they create.

Act 17:29 Therefore, being offspring of God, we should not think…
Hos 8:6 For this thing is from Israel—a craftsman made it…
Psa 115:4-8 Their idols are silver and gold, made by the hands of men.…

Let them all assemble and take their stand;

The idolaters and craftsmen are summoned as though to defend their work before God. Though they may unite around their false worship, they cannot establish the worth or power of their gods.

Isa 43:9 All the nations gather together and the peoples assemble.…
Isa 45:20-21 Come, gather together, and draw near, you fugitives…
Isa 41:21-24 “Present your case,” says the LORD. “Submit your arguments…”…

they will all be brought to terror and shame.

When the true God acts, the makers and worshipers of idols will recognize the folly of their trust. Their confidence will give way to fear and public disgrace.

Isa 2:19 Men will flee to caves in the rocks and holes in the ground…
Psa 83:17 May they be ever ashamed and terrified;……
Jer 51:47 Therefore, behold, the days are coming…

The blacksmith takes a tool and labors over the coals;

Idol-making required heat, skill, and exhausting manual labor. The craftsman shaped metal from raw materials, exposing the contradiction of an idol that must first be made by the hands of the one who later honors it.

Isa 54:16 Behold, I have created the craftsman who fans the coals…
Gen 4:22 And Zillah gave birth to Tubal-cain, a forger…

he fashions an idol with hammers and forges it with his strong arms.

The idol owes its form to human strength and craftsmanship. Unlike the Lord, who created all things by His word, this supposed god exists only because a man has designed, hammered, and finished it.

Jer 10:3-4 For the customs of the peoples are worthless;…
Isa 40:19-20 To an idol that a craftsman casts and a metalworker…

Yet he grows hungry and loses his strength;

The blacksmith’s labor drains him, reminding the reader that he is mortal and dependent upon food and rest. An object made by such a man cannot possess the power to preserve or provide for him.

Psa 107:5 They were hungry and thirsty; their soul fainted…
Isa 40:29-30 He gives power to the faint and increases the strength…

he fails to drink water and grows faint.

Even the maker of the idol can collapse from thirst. The contrast exposes the helplessness of idolatry: the craftsman needs sustenance, while the work of his hands can offer none.

Isa 41:17-18 The poor and needy seek water, but there is none;…
Psa 63:1-2 A Psalm of David, when he was in the Wilderness…

The woodworker extends a measuring line;

Idol-making began with careful human planning, exposing the contrast between a crafted object and the living Creator. The artisan determines the idol’s size and form before any carving begins.

Zec 1:16 Therefore this is what the LORD says: ‘I will return……
Ezk 40:3 So He took me there, and I saw a man whose appearance…

he marks it out with a stylus;

The design is then drawn onto the wood, showing that every feature of the supposed god depends upon the imagination and skill of its maker.

Hab 2:2 Then the LORD answered me: “Write down this vision…

Jer 10:3-4 For the customs of the peoples are worthless;…
Job 26:10 He has inscribed a horizon on the face of the waters…

The idol receives a human form, reflecting the common practice of representing deities according to human appearance and ideals.

Psa 49:12-13 But a man, despite his wealth, cannot endure;…

The completed image is carried into a house or shrine, where it remains confined to the place prepared for it. Unlike the Lord, it cannot act, speak, or exist apart from human care.

Cypress and oak provided strong, useful timber. Trees associated with the created order are taken by human hands and fashioned into objects of worship, exposing the emptiness of idolatry.

and the rain makes it grow.

God supplies the rain that sustains the tree. The material used for an idol depends entirely on the Creator, yet the finished object is treated as though it possessed divine power.

He burns half of it in the fire,

The craftsman uses part of the wood for ordinary needs, reducing it to fuel. Isaiah exposes the contradiction of treating one portion of a tree as common firewood while reserving another portion for worship.

Ezk 15:4-5 No, it is cast into the fire for fuel. The fire…
Jer 10:3-5 For the customs of the peoples are worthless;…
Isa 40:19-20 To an idol that a craftsman casts and a metalworker…

and he roasts meat on that half.

The same wood serves a practical purpose in preparing food. Its usefulness is obvious, yet the maker later attributes divine power to the remaining piece.

Exo 12:8-9 They are to eat the meat that night, roasted over the fire…
2Ch 35:13 They roasted the Passover animals on the fire…
Deu 16:7 And you shall roast it and eat it in the place…

He eats the roast and is satisfied.

The meal provides real, temporary nourishment. In contrast, the idol made from the same material can neither provide food nor sustain its worshiper.

Deu 8:10 When you eat and are satisfied, bless the LORD your God…
Jol 2:26 You will have plenty to eat, until you are satisfied.…
Pro 13:25 A righteous man eats to his heart’s content,…

Indeed, he warms himself and says,

The fire gives genuine warmth and comfort, showing that the wood has value as a created resource. The man recognizes its ordinary benefit but fails to see the folly of making part of it into a god.

Jhn 18:18 Because it was cold, the servants and officers…
Luk 22:55 When those present had kindled a fire in the middle…
Mrk 14:54 Peter followed Him at a distance, right into the courtyard…

“Ah! I am warm; I see the fire.”

His satisfaction with the fire heightens the irony: he sees and feels what the wood can actually do, yet he will trust the remainder as though it possessed life, knowledge, and power.

Psa 115:5-8 They have mouths, but cannot speak; they have eyes…
Jer 10:14-15 Every man is senseless and devoid of knowledge;…

From the rest he makes a god, his graven image.

A craftsman takes wood left over from ordinary use and fashions it into an object of worship. The same material that warmed his home or prepared his food is treated as divine, exposing the contradiction of idolatry: a man creates, carries, and controls the god he claims can help him.

Isa 46:6-7 They pour out their bags of gold and weigh out silver…
Jer 10:3-5 For the customs of the peoples are worthless;…
Psa 115:4-8 Their idols are silver and gold, made by the hands of men.…

He bows down to it and worships;

The maker then gives reverence and submission to the work of his own hands. Such worship rejects the Creator in favor of a lifeless object that possesses no will, power, or authority.

Psa 106:19-20 At Horeb they made a calf and worshiped a molten image.…

he prays to it and says, “Save me, for you are my god.”

In need and danger, the idolater asks his handmade image for deliverance. The appeal is futile because the idol cannot hear, act, or save. Salvation belongs to the living God alone.

Israel’s idolatry revealed a deliberate failure to reflect on what was plainly before them. The heart, the seat of thought and will, had become resistant to truth.

Hos 4:6 My people are destroyed for lack of knowledge…
Rom 1:22 Although they claimed to be wise, they became fools,

Deu 27:15 Cursed is the man who makes a carved idol or molten image—…
Deu 32:16-17 They provoked His jealousy with foreign gods;…

Worshiping an object made by human hands exposed the emptiness of idolatry. The idol was only wood, unable to see, hear, speak, or save.

Job 42:6 Therefore I despise myself, and I repent in dust and ashes.”

His deluded heart has led him astray,

Jerusalem to Be Restored

Remember these things, O Jacob,

Israel is called to recall the Lord’s works, covenant, and repeated deliverance throughout her history. Jacob, renamed Israel, represents the nation descended from the patriarch.

Deu 4:9 Only be on your guard and diligently watch yourselves…
Psa 77:11 I will remember the works of the LORD;…
Psa 103:2 Bless the LORD, O my soul, and do not forget…

for you are My servant, O Israel.

God had chosen Israel for His own purposes, setting the nation apart to know Him, obey His commands, and bear witness to His holiness among the surrounding peoples.

Isa 49:3 He said to Me, “You are My Servant, Israel…
Isa 41:8-9 But you, O Israel, My servant, Jacob, whom I have chosen,…
Isa 43:10 “You are My witnesses,” declares the LORD…

I have made you,

Israel’s existence as a people rested on God’s sovereign purpose. He formed the nation through the promises given to Abraham, Isaac, and Jacob and preserved it through bondage, wilderness, and settlement in the land.

Deu 32:6 Is this how you repay the LORD, O foolish and senseless…
Isa 43:1 But now, this is what the LORD says—He who created you……
Psa 95:6 O come, let us worship and bow down; let us kneel…

and you are My servant;

Their calling brought both privilege and responsibility. Israel belonged to the Lord and was accountable to live under His rule, though the nation often failed to do so.

Jer 30:10 As for you, O Jacob My servant, do not be afraid…
Jer 46:27 But you, O Jacob My servant, do not be afraid…
Lev 25:55 For the Israelites are My servants. They are My servants…

O Israel, I will never forget you.

Though Israel had turned toward idols and faced coming judgment, God would not abandon His covenant people. His commitment to preserve and restore Israel rested on His faithfulness, not on their merit.

Isa 49:15-16 Can a woman forget her nursing child, or lack compassion…
Deu 4:31 For the LORD your God is a merciful God;…
Psa 94:14 For the LORD will not forsake His people;…

I have blotted out your transgressions like a cloud,

God declares that Israel’s rebellion has been removed by His sovereign mercy. Clouds pass away and no longer obscure the sky; likewise, sins forgiven by God no longer stand as a barrier between Him and His people.

Isa 43:25 I, yes I, am He who blots out your transgressions…
Psa 51:1 For the choirmaster. A Psalm of David. When Nathan the prophet…
Act 3:19 Repent, then, and turn back, so that your sins may be wiped…

and your sins like a mist.

Mist vanishes under the heat of the sun, portraying the complete removal of guilt. Israel’s cleansing rests on God’s provision, not on human merit.

Jer 50:20 In those days and at that time, declares the LORD…
Psa 103:12 As far as the east is from the west, so far…
Mic 7:19 He will again have compassion on us; He will vanquish…

Return to Me,

Though God has acted in grace, He calls His people to turn from idolatry and covenant unfaithfulness. Repentance restores obedience and fellowship with the Lord who alone is their Savior.

Zec 1:3 So tell the people that this is what the LORD of Hosts says:…
Mal 3:7 Yet from the days of your fathers, you have turned away…
Hos 14:1 Return, O Israel, to the LORD your God for you have stumbled…

for I have redeemed you.

God grounds His call in His prior act of deliverance. As He redeemed Israel from Egypt, delivering them from physical and spiritual bondage, He would preserve and restore His people according to His covenant promises.

Exo 6:6 Therefore tell the Israelites: ‘I am the LORD…
Isa 63:9 In all their distress, He too was afflicted…
Tit 2:14 He gave Himself for us to redeem us from all lawlessness…

Sing for joy, O heavens, for the LORD has done this;

Heaven is summoned to celebrate the LORD’s decisive work on behalf of His people. Israel’s deliverance displays His rule over all creation and His faithfulness to His covenant.

Isa 49:13 Shout for joy, O heavens; rejoice, O earth;…
Psa 96:11-13 Let the heavens be glad and the earth rejoice;…
1Ch 16:31 Let the heavens be glad, and the earth rejoice.…

shout aloud, O depths of the earth.

Even the remotest parts of the world are called to join the praise. The coming restoration from exile is presented as an act with significance extending beyond Israel alone.

Psa 71:20 Though You have shown me many troubles and misfortunes,…
Psa 148:7 Praise the LORD from the earth, all great sea creatures…
Rev 5:13 And I heard every creature in heaven and on earth…

Break forth in song, O mountains, you forests and all your trees.

The natural world is pictured rejoicing because the Creator is acting in history. What Judah could not accomplish through its own strength, the LORD would accomplish by bringing His people home and renewing their land.

Isa 55:12 You will indeed go out with joy and be led forth in peace;…
Psa 148:9 mountains and all hills, fruit trees and all cedars,
1Ch 16:33 Then the trees of the forest will sing for joy…

For the LORD has redeemed Jacob,

Jacob, meaning Israel, had been scattered and humbled because of sin, yet the LORD would not abandon the people He chose. Their redemption included release from Babylon and restoration to their inheritance.

Isa 43:1 But now, this is what the LORD says—He who created you……
Isa 52:9 Break forth in joy, sing together, O ruins of Jerusalem,…
Psa 107:2 Let the redeemed of the LORD say so, whom He has redeemed…

and revealed His glory in Israel.

Israel’s return would show the nations that the LORD alone saves, keeps His promises, and governs kings and kingdoms. His glory would be seen in His mercy toward His people and in the fulfillment of His declared purpose.

Isa 40:5 And the glory of the LORD will be revealed…
Exo 16:10 And as Aaron was speaking to the whole congregation…
2Ch 7:1-3 When Solomon had finished praying, fire came down…

Thus says the LORD, your Redeemer

The LORD identifies Himself as Israel’s covenant God and deliverer. Though His people would face judgment and exile because of sin, He would not abandon them. As Redeemer, He would restore those who belonged to Him and fulfill His promises to the nation.

Isa 48:17 Thus says the LORD your Redeemer, the Holy One of Israel…
Isa 41:14 Do not fear, O Jacob, you worm, O few men of Israel…
Pro 23:11 for their Redeemer is strong; He will take up…

who formed you from the womb:

Israel’s existence was not accidental. God brought the nation into being, shaped its history, and retained authority over its future. His care for His people reaches back to their beginning and continues through their distress.

Jer 1:5 Before I formed you in the womb I knew you…
Psa 139:13-16 For You formed my inmost being; You knit me together…
Job 31:15 Did not He who made me in the womb also make them?…

“I am the LORD, who has made all things,

The God who promises redemption is also the Maker of all creation. His power is not limited to Israel or to any particular land, unlike the false gods worshiped among the nations.

Col 1:16 For in Him all things were created, things in heaven…
Jhn 1:3 Through Him all things were made, and without Him,…
Neh 9:6 You alone are the LORD. You created the heavens,…

who alone stretched out the heavens,

No other deity shared in the work of creation. The heavens, with their vast order and majesty, testify to the LORD’s unmatched power.

Job 9:8 He alone stretches out the heavens and…
Jer 51:15 The LORD made the earth by His power;…
Psa 104:2 He wraps Himself in light as with a garment;…

who by Myself spread out the earth,

God alone established the earth and governs all that happens within it. The idols Israel was tempted to trust had neither created the world nor possessed power to save.

Psa 136:6 He spread out the earth upon the waters.…
Job 38:4 Where were you when I laid the foundations of the earth?…
Isa 45:12 It is I who made the earth and created man…

who foils the signs of false prophets

God exposes the claims of those who speak falsely in His name. Their predictions and supposed signs cannot stand against His purpose, and their deception is brought to nothing.

Deu 13:1-3 If a prophet or dreamer of dreams arises among you…
Mat 24:24 For false Christs and false prophets will appear…
2Th 2:9-12 The coming of the lawless one will be accompanied…

and makes fools of diviners,

Diviners sought hidden knowledge through omens, rituals, and spiritual powers forbidden by God. The Lord shows that their counsel is empty and cannot reveal the future He alone controls.

Ezk 13:6-9 They see false visions and speak lying divinations.…
Dan 2:27-28 Daniel answered the king, “No wise man, enchanter, …
Isa 19:3 Then the spirit of the Egyptians will be emptied out…

who confounds the wise

Human wisdom, including the counsel of rulers and advisers, is limited before the Creator. God overturns plans formed in pride and independence from Him.

1Co 1:19-20 For it is written: “I will destroy the wisdom of the wise;…
Job 5:12-13 He thwarts the schemes of the crafty, so that their hands…
Isa 29:14 Therefore I will again confound these people with wonder…

and turns their knowledge into nonsense,

What appears certain to those who reject God is exposed as confusion. In Isaiah’s setting, this includes the wisdom of Babylon and every system that trusts in human insight rather than the word of the Lord.

Rom 1:21-22 For although they knew God, they neither glorified Him…
1Co 3:19-20 For the wisdom of this world is foolishness…
Dan 2:21 He changes the times and seasons; He removes kings…

who confirms the message of His servant

God vindicates the words spoken by His prophets, demonstrating that their message came from Him. Isaiah speaks as the Lord’s servant, and the title also embraces the prophetic messengers through whom God revealed His purposes.

1Ki 8:56 Blessed be the LORD, who has given rest to His people Israel…
Jos 21:45 Not one of all the LORD’s good promises to the house of Israel…
Isa 55:11 So My word that proceeds from My mouth will not return to Me…

and fulfills the counsel of His messengers,

What God declares through His prophets is not uncertain or symbolic of mere human hope; He brings it to pass in history. The coming judgment on Judah, the exile, and the promised return would all confirm the reliability of His counsel.

2Ch 36:21-23 So the land enjoyed its Sabbath rest all the days…
Jer 29:10-14 For this is what the LORD says: When Babylon’s seventy years…
Dan 9:2 In the first year of his reign, I, Daniel, understood…

who says of Jerusalem, ‘She will be inhabited,’

Though Jerusalem would be destroyed by Babylon, it would not remain deserted. God promised that its people would return and that the city would again become a settled center of worship and national life.

Jer 33:10-12 This is what the LORD says: In this place you say…
Isa 49:19-20 For your ruined and desolate places and your ravaged land…
Zec 8:4-5 The LORD of Hosts says: “Old men and old women…”…

and of the cities of Judah, ‘They will be rebuilt,

The Babylonian invasion left Judah’s towns devastated, but the Lord decreed their restoration. After the exile, returning Jews rebuilt communities throughout the land as God had promised.

Jer 30:18 This is what the LORD says: “I will restore the fortunes……
Amo 9:14 I will restore My people Israel from captivity;…
Ezk 36:10-11 I will multiply the people upon you—the house of Israel…

and I will restore their ruins,’

God would reverse the desolation brought by judgment, restoring what had been broken and abandoned. The rebuilding of Jerusalem, its temple, and the towns of Judah testified that His purposes for His covenant people had not failed.

Isa 61:4 They will rebuild the ancient ruins; they will restore…
Ezk 36:33-36 This is what the Lord GOD says: On the day I cleanse you…
Jer 33:7 I will restore Judah and Israel from captivity…

who says to the depths of the sea,

The Lord rules the waters that appear untamable and threatening, just as He opened a path through the Red Sea for Israel. What seems to be an impassable barrier remains subject to His command.

Nam 1:4 He rebukes the sea and dries it up; He makes all the rivers…
Exo 15:8 At the blast of Your nostrils the waters piled up;…
Psa 77:16-19 The waters saw You, O God; the waters saw You…

‘Be dry,

God can remove obstacles and provide deliverance where no human solution exists. His power over the sea reveals His authority to bring order and safety from danger.

Psa 106:9 He rebuked the Red Sea, and it dried up;…
Exo 14:21-22 Then Moses stretched out his hand over the sea,…
Jos 4:23-24 For the LORD your God dried up the waters of the Jordan…

and I will dry up your currents,’

The words anticipate Babylon’s downfall. Cyrus captured the city after the Euphrates was diverted, demonstrating that its defenses and resources could not prevent God’s purpose from being fulfilled.

Isa 50:2 Why was no one there when I arrived? Why did no one answer…
Psa 74:15 You broke open the fountain and the flood;…
Jer 51:36 Therefore this is what the LORD says: “Behold,…

who says of Cyrus, ‘My shepherd will fulfill all that I desire,’

Cyrus the Great, king of Persia, is named more than a century before his rise to power. God would use him to overthrow Babylon and permit the Jewish exiles to return home. Though Cyrus did not belong to Israel, he served God’s purpose by issuing the decree that began Jerusalem’s restoration.

Isa 45:13 I will raise up Cyrus in righteousness…
Ezr 1:1-4 In the first year of Cyrus king of Persia,…
2Ch 36:22-23 In the first year of Cyrus king of Persia,…

who says of Jerusalem, ‘She will be rebuilt,’

Babylon destroyed Jerusalem in 586 BC, leaving the city and its walls in ruins. God’s promise assured the exiles that their judgment would not be permanent and that the city chosen for His name would again be inhabited and restored.

Jer 31:38-40 “The days are coming,” declares the LORD,…
Psa 147:2 The LORD builds up Jerusalem; He gathers the exiles…
Zec 1:16-17 Therefore this is what the LORD says: ‘I will return……

and of the temple, ‘Let its foundation be laid.’”

The rebuilding of the temple restored the center of Israel’s worship after the exile. Under Zerubbabel, the returned exiles laid its foundation and eventually completed the work despite opposition. The restored temple testified that God had preserved His people and renewed their worship in the land.

Ezr 3:10-11 When the builders had laid the foundation of the temple…
Hag 2:18 Consider carefully from this day forward—…
Zec 4:9 The hands of Zerubbabel have laid the foundation…
